Hello City Council - I am now writing you on the budget adjustments you will be discussing tonight. First how lucky are we as a city that we even have the ability to pivot the city finances in such a way to weather these strange times? As you start this process I hope you can all be sensible in your approach and save money with as little impact to the great city services we are afforded as residents. I also think it is important we do not remove funding in places where that funding will in fact help create revenues down the line. As small business owners we often find ourselves almost eliminating a cost and then realizing that it is something that makes us money. I guess the "you have to spend money to make money" moto is true. Obviously I specifically am worried about the BVAC items up for review. We may have never had a time that Balboa Village is going to need financial support like the current times we are in. I strongly feel any and all BVAC changes need to keep the funds within the BVAC budget and not be reallocated to the general fund. The logic of these BVAC funds have always seemed quite sensible to me. My understanding is that the budget originates directly from the Balboa Village Parking Benefit District, which includes the parking profits from the Palm lot and some meters in the area. The revenue from the Balboa Pier lot still goes into the general fund. This money is then used by recommendations from the BVAC committee with help from city staff. BVAC is actually where the Balboa Trolley planning began and where funding originated so city staff could get the county grants to pay for the service. Whether you agree with the county grant or not the city staff did a wonderful job securing those funds using profits from visitors parking in Balboa Village and now offer a great service for all Newport Beach residents and visitors alike. This initiative didn't even just benefit only Balboa Village, but the entire Peninsula. Seems to me that is something for anyone associated with Newport Beach to be proud of. The specific items up for review include: • Streetscape improvements — which has been completed and looking good. Our area is impacted by the large volume of visitors, so again seems reasonable and responsible to use those parking profits to fix up what gets old quicker than it would in less congested areas. • Wayfinding Signage — which was just installed two weeks ago. Tony Brine did a fantastic job getting us fiscally responsible signage, so fiscally responsible it was hard to even get bids because it was not worth sign 16 manufacturers time to do the work. As you can see from the unused funds we came way under what was initially budgeted many years ago. Fagade Program — BVAC had already discussed closing this out and using the funds for something else. Though I wonder if we could actually motivate some merchants who have not used this opportunity yet to apply and perform some revitalization that will promote social distancing and prepare for what may be our new normal. Enhanced Maintenance —This need will never change, we get inundated with thousands during the summer season and it only makes sense that the parking fees get allocated to help clean up after the visitors. We may soon need to actually increase this budget as cleaning is a way to combat covid. I have actually already asked Diane if we can take the BVAC budget and tackle a safe and social distancing initiative for the ENTIRE PENINSULA, not just Balboa Village. The city is going to need to find thoughtful solutions to keep residents and visitors safe. Obviously that will cost money, so again it makes a lot of sense to task the already established BVAC to get this done. The BVAC currently is represented by Diane and representatives from Balboa Village Merchants (happens to be me), OceanQuest, Central Newport Community Association, Peninsula Point Association, and an at large representative. All, Our Newport Beach 2020 Junior Lifeguards program is now being considered this week to be shut down. We need our voices to be heard that we need to keep the program for our community and kids. It's a great place for our kids to learn life-long leadership skills, beach safety, and create life long memories. The Junior Lifeguards program is still two months out. To make the decision to shut this program down is far too early and makes no sense. The realities of trying to manage the COVID 19 pandemic are now coming to light as the statistics come in. Early results are that we are over reacting to this at a great cost to our society. Our local leaders in the medical community, especially those at Hoag, think that our overreactions to this is creating far larger problems with significant increases in drug overdose, domestic violence, suicides, and more. More importantly, that 70% of the virus infections are passed indoors. I urge you to contact our city council members and be heard. Unfortunately, the "Loud Minority" is drowning out the "Silent Majority". Our Fire Chief, Jeff Boyles, has told me that he's waiting for direction from "City Council, the school district, and the Medical professionals from Hoag". I'm happy to hear you are also a dad with kids in the Jr. Lifeguards program. It seems way to early to consider closing this down. The early results of our actions in response to the COVID 19 Pandemic appear to be an overreaction. It simply has not made a difference. To close this down now will only prove to be a major blow to the kids in our community that look to this program as the highlight of their summer. I spoke with Hoag Exec Michael Brand-Zawadski this morning about the Junior Lifeguard program potential of being closed this year. He also thinks that's a very bad idea for a number of fronts. He encouraged me to have you call him on his cell phone: 949.872.7531 Unfortunately, if our Jr. Lifeguard program is closed for this summer, our Chief of Police will be dealing with some of these kids if they are left on their own to find summer enjoyment. Not all of these kids have full functioning families and this provides a great framework for summer for them. To be fully transparent, I have reached out to some of our community members to contact City Council to let their voices be heard. The problem is our "Silent Majority' does not let their voices be heard enough. Let's hope the leadership of our city realizes the importance of keeping our kids in the Jr Lifeguard program this summer and continue the Newport Beach tradition of learning life-long skills, great friendships and memories that will last their lifetimes. The Covid-19 has created a sense of despair amongst our children in regards to the recent changes with homeschooling, shelter in place, and cancellation of swim team. As we try to continue as best we can, each day we feel life as we know it fade away. We already took away school. Please halt making an early decision in regards to suspending junior guards. We are more than two months out and the Covid-19 has flattened and there is great hope amongst physicians and neighbors that we can turn the corner. Please give our children the chance to still have the summer they worked hard for and re-evaluate further down the road. Now that the hospitals are not overwhelmed in our area, we cannot wait a year and a half for a vaccine. The state orders are that once we have a 14 day decline of hospitalizations we can begin to ease restrictions. Opening will be gradual. Currently we are at our highest hospital rate. Today, our city made the National news for being both unpatriotic and plain stupid and opening our beaches this weekend. We violated orders and I wonder if a class action suit can be taken against the city for violating state orders. Although both of my children enjoyed the Jr. LifeGuard program and I think it is invaluable (my daughter even won Monster Mile one year) I urge you to not allow the program to go forward this year. As of 4/27 NMUSD has yet to make a decision on its summer programs. It strikes me that the least controversial decision might be to simply follow the School District's wait-and-see plan. Another option our family would be happy to support is remaining on the hook for the program's full fees if it allows the department to defer the go/no-go decision until opening day. Please see below for a few updates. As a reminder, we also are expecting Board approval of an emergency resolution regarding grading and graduation requirements at their April 28 Board Meeting. Attendance Starting today, Monday, April 27, 2020 teachers will begin taking student attendance during Distance Learning. Our goal while monitoring student attendance is to connect with students on a daily basis while supporting student access to learning opportunities with new grade -level content. To support this goal, we expect all students to fully participate in Distance Learning by attending regularly scheduled live class sessions, and completing all assigned work and projects. Attendance will be monitored to support students to overcome barriers that may prevent them from fully participating in their Distance Learning. Teachers will take student attendance using traditional attendance procedures during each live class session. Graduation/Promotion Ceremonies District staff, activities directors -who represent the student voices, and other school site staff have met to explore alternative graduation options, keeping in line with stay-at-home orders and social distancing measures. There are multiple ideas that the group is currently reviewing and we expect to know more in the coming weeks as to what options we have to celebrate students' accomplishments. Thank you for your patience and understanding as we work to celebrate students' success. 2020 Summer Programs and 2020/2021 School Year As the COVID-19 pandemic continually evolves, so does guidance and recommendations regarding how schools might operate in the summer and upcoming school year. Good afternoon Chief Boyles, I'm writing in support of continuing the Newport Beach Jr. Lifeguard program this summer. Both my children graduated from NBJGs so I am well -aware for the vast benefits of the program. As we evolve into longer-term social distancing practices, we should be focusing on adapting programs, rather than cancelling them. Members of our community need to engage in meaningful activities and as an outdoor program, Jr Guards is well- suited to making changes needed to achieve social -distancing. Some ideas: • Make "squad" sizes smaller so allow for better separation • Include a mask in the official uniform to help with compliance when distancing isn't possible • Break up the program into two 4 -wk sessions to accommodate more kids in small groups. That way children get their "jr guard experience", if only for a shorter time. • Avoid the few activities that share equipment such as "flags" game • Do not hold large events such as Hot Dog Dinner or Graduation • Reduce the number of participants if necessary to adhere to social distancing measures It is well-documented that children are less vulnerable to this disease and this is a vital program for our youngest residents as it provides life-long lessons in leadership and beach safety. It also allows the Newport Beach Lifeguards to pursue an additional dimension to their typical job responsibilities. Dear Chief Boyles, I am currently a Newport Beach resident and both my husband and I were raised in Newport Beach. We have four children who for the past 7 summers have participated in the Junior Guards program. This year will be our youngest first year of participation and our 2nd oldest last year. Our middle child will also be in the program. Unfortuntely, our oldest aged out last year. I am writing to strongly urge you not to make a decision to suspend this summer's program at least until all facts are accurately presented and available. It is just too soon to make a potentially detrimental decision that will negatively effect so many members, especially who are children, of our community. The participants look forward to this every summer and learn so much safety, discipline, work ethic and life skills from it. I realize the concern with Covid 19 but I would surely hope the numbers would be low by the end of June and that physical fitness outside in this type of setting will be allowed. It is a beneficial program that keeps kids busy, safe and fit. I fear that if kids are still kept away from activities in the summer, the associated problems will be much worse - drugs, mental issues, laziness or getting into trouble.
