TITLE: Water Transmission Main Valve Replacement — Notice of Completion
for Contract No. 7539-1 (18W12)
On May 28, 2019, City Council awarded Contract No. 7539-1 for the Water Transmission
Main Valve Replacement project to T.E. Roberts, Inc. The work is now complete and
staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project. On May 28, 2019, the City Council found this project exempt from the
California Environmental Quality Act (CEQA) pursuant to Section 15302(c);
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.
FUNDING REQUIREMENTS:
Funds for this construction contract were included within the approved Capital
Improvement Program budget and were expended from the following accounts:

The Water Transmission Main Valve Replacement project (Contract No. 7539-1) replaced
large diameter valves identified in the Water Master Plan. These were older deteriorated
valves located on large diameter transmission mains (16 -inch, 18 -inch & 30 -inch) that
were installed in the 1960's and used to isolate sections of the water system for
maintenance and operations. This year's project replaced nine valves located on
Eastbluff Drive and San Joaquin Hills Road.
The contract specifically provided for the removal and disposal of existing 16 -inch,
18 -inch and 30 -inch water transmission main pipe and valves, demolition and disposal of
existing valve vaults, construction of 16 -inch, 18 -inch and 30 -inch transmission main pipe
and fittings and connections to the existing water system, pavement restoration, traffic
control and other appurtenant work as required by the contract.
The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:

After award of this contract and during construction, staff determined that a deteriorated
12 -inch and 18 -inch valve also needed replacement at Eastbluff Drive and Mar Vista
Drive, as well as a two-inch air/vac assembly on the existing 30 -inch water transmission
main located at San Joaquin Hills Road just west of San Miguel Drive to accommodate
the project. In addition, the proposed work on the valve and vault located on San Joaquin
Hills Road adjacent to Avocado Avenue was deleted due to complications related to
bypassing the water system and the ability to keep businesses in and around the Fashion
Island loop in service. Staff now plans to maintain that structure in its current configuration
to avoid those business impacts. One change order totaling $72,965.66 was approved
as part of the project. The change order addressed costs for the abovementioned work
including sawcutting, excavation and disposal, traffic control and costs for night work.
Also included as part of this change order were costs for additional work efforts for the
removal of the existing valve and vault located at San Joaquin Hills Road and Marguerite
Avenue that included the replacement of two 8 -inch main line valves, and a 6 -inch hydrant
valve.

With the completion of the project, the final contract cost is approximately 9.7 percent
above the original bid amount. A summary of the project schedule is as follows:

Public Works staff directed the contractor to stop work in September in order to minimize
traffic disruptions related to school drop-off and pick-up times and to comply with the
Utilities Department's no work order due to the high-water usage period. In addition,
Metropolitan Water District was working on emergency water repairs for their system that
were not completed until December. The contractor was unable to re -start work until
January 2020, extending the contracted completion date to January 29, 2020 with the
water transmission main valve improvements completed to the satisfaction of the Public
Works Department.
ENVIRONMENTAL REVIEW:
On May 28, 2019, City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) Class 2 (reconstruction
of existing public facilities involving negligible or no expansion of capacity) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING -
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
