FUNDING REQUIREMENTS: The construction contract was expensed from the following accounts: Account Description General Fund Tidelands Maintenance Account Number 01201927-980000-19L01 $ 10001-980000-18H13 $ Total: $ Amount 176,684.63 139,910.00 316,594.63 8-1 DISCUSSION: Newport Island Park Enhancements — Notice of Completion for Contract No. 7500-1 (191_01) May 12, 2020 Page 2 Overall Contract Cost/Time Summary Awarded Final Cost at Contingency Actual % Due to % Due to Contract Amount Completion Allowance Contract Directed Unforeseen Change Change Change $305,000.00 $316,594.63 10% or less 3.8% 0.3% 3.5% Allowed Contract Time + 64 Actual Time 3 Approved Extensions (days) = Under (-) or Over (+) This project originated from a Newport Island Homeowner Association (HOA) request to rehabilitate landscape planters, repair and reconstruct a seat wall, replacement of sand with rubberized surfacing and replacement/relocation of the HOA storage shed. The final plans and specifications included the sand and rubberized surfacing option, along with some hardscape, landscape, and railing, and bulkhead repair. In addition, the HOA requested to install a small woodshed (approximately 4' deep x 10' wide x 6' tall) along the southerly property line of the park adjacent to the wall at 3803 Marcus Avenue. The HOA plans to install a shed in the near future upon approval of a Revocable License Agreement between the HOA and City. The work necessary to complete this contract consisted of removing and disposing of existing concrete sidewalk, stone wall, resilient surfacing, drinking fountain, electrical cabinet, guardrail and shed; relocating irrigation controller; replacing trash receptacles, benches, picnic tables and BBQ grills; furnishing and installing resilient surfacing, drinking fountain, steel railing and doggie waste dispenser; renovating existing walls; constructing hardscape; installing landscape and other incidental items to complete the work in place required by the Contract Documents. The contracted work has been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original bid amount: $305,000.00 Actual Cost of Bid Items Constructed: $287,750.00 Total Change Orders: $28,844.63 Final Contract Cost: $316,594.63 During construction it was determined that there was no drainage system underneath the existing resilient surfacing, which lowered the cost of the bid items constructed. Five change orders totaling $28,844.63 were approved mostly due to unforeseen changes. It was also discovered that there was no concrete sub -base underneath the existing resilient surfacing which needed to be added, and some additional work was required for proper installation of the drinking fountain. With the completion of the project, the final contract cost is approximately 3.8 percent above the original bid amount. 8-2 Newport Island Park Enhancements — Notice of Completion for Contract No. 7500-1 (191_01) May 12, 2020 Page 3 A summary of the project schedule is as follows: Estimated Start of Construction per Annual Baseline Schedule January 6, 2020 Actual Start of Construction Per Notice to Proceed January 6, 2020 Extended Contract Completion Date Inclusive of Extra Work April 6, 2020 Actual Substantial Construction Completion Date February 25, 2020 The project was substantially complete on February 25, 2020 with all landscaping improvements completed to the satisfaction of the Public Works Department.
