Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Andy Tran, Senior Civil Engineer, atran@newportbeachca.gov PHONE: 949-644-3315 TITLE: Street and Alley Pavement Repair Project — Notice of Completion for Contract No. 7680-1 (20R03, 20R07 and 20R11) ABSTRACT: On September 24, 2019, City Council awarded Contract No. 7680-1 for the Street and Alley Pavement Repair project to R.J. Noble Company. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: Actual Cost of Bid Items Constructed: Total Change Orders: Final Contract Cost: $ 756,077.00 $ 705,266.25 $ 89,362.54 $ 794,628.79 The final contract cost was $794,628.79, which was approximately 5.1 percent higher than the original bid amount. This cost increase was primarily due to unforeseen conditions encountered during the rehabilitation of the asphalt concrete pavement in the alleys. The contractor encountered very thin structural pavement sections during the cold milling operation. As a result, portions of the existing pavement needed to be reconstructed instead of simply overlay on top of the existing pavement. In addition, staff directed the contractor to use a high -early strength concrete in lieu of standard concrete which is designed to set up quickly, thus allowing for quicker access to driveways and carports. The City also required the contractor to delay alley construction to minimize impacts to residents. ENVIRONMENTAL REVIEW: On September 24, 2019, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1, (maintenance of existing public facilities involving negligible or no expansion of use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
