This project included constructing concrete improvements, reconstructing concrete alley
gutters, constructing a new storm drain inlet and pavement rehabilitation of asphalt
concrete streets and alleys.
The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:
Original Bid Amount:
Actual Cost of Bid Items Constructed:
Total Change Orders:
Final Contract Cost:
$ 756,077.00
$ 705,266.25
$ 89,362.54
$ 794,628.79
The final contract cost was $794,628.79, which was approximately 5.1 percent higher
than the original bid amount. This cost increase was primarily due to unforeseen
conditions encountered during the rehabilitation of the asphalt concrete pavement in the
alleys. The contractor encountered very thin structural pavement sections during the cold
milling operation. As a result, portions of the existing pavement needed to be
reconstructed instead of simply overlay on top of the existing pavement. In addition, staff
directed the contractor to use a high -early strength concrete in lieu of standard concrete
which is designed to set up quickly, thus allowing for quicker access to driveways and
carports.
A summary of the project schedule milestones is as follows:

1/29/2020
Actual Start of Construction Per Notice to Proceed

The construction schedule for this project was delayed multiple times due to rain events
that occurred throughout November and December. The City also required the contractor
to delay alley construction to minimize impacts to residents.

On September 24, 2019, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1, (maintenance
of existing public facilities involving negligible or no expansion of use) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
