DRAFT CITIZEN PARTICIPATION PLAN
NOTICE IS HEREBY GIVEN that on Tuesday, May 12, 2020, at 7:00 p.m., a public hearing
will be conducted in the City Council Chambers at 100 Civic Center Drive, Newport Beach,
and the City Council of the City of Newport Beach will receive public comments related to
this matter.
Due to the rapidly evolving public health response to the Novel Coronavirus (COVID-19),
members of the public are advised that the City Council meeting and public hearing may
be convened telephonically or in an alternate format as deemed necessary by the City.
Those individuals planning to participate in the public hearing are encouraged to check
the City website at https://www.newportbeachca.gov/home for additional information
concerning in-person participation on the day of the public hearing for any updates.
NOTICE IS HEREBY FURTHER GIVEN that the City of Newport Beach has prepared the
Draft 2020-24 Consolidated Plan, 2020-21 Annual Action Plan, and Citizen Participation
Plan in accordance with U.S. Department of Housing and Urban Development (HUD)
requirements to prepare and submit a Consolidated Plan every five years, an Action Plan
every year, and Citizen Participation Plan every five years as a condition of receiving
annual allocations of Community Development Block Grant (CDBG) funds.
The Consolidated Plan establishes the high priority housing, community and economic
development needs of the City and provides a strategy for the types of projects that will
receive CDBG funds during the five-year period to address specific goals related to the
provision of decent housing, a suitable living environment and expanded economic
opportunity for low- and moderate -income residents. The proposed goals included in the
Draft 2020-24 Consolidated Plan include: 1) Fair Housing Services; 2) Public Services;
3) Homeless Services; 4) Public Facilities and Infrastructure Improvements; 5) Economic
Development Assistance.
The Action Plan establishes the projects and activities to be undertaken using CDBG
funds during the 2020-21 program year beginning July 1, 2020 and ending June 30, 2021.
The City anticipates receiving $372,831 of CDBG funds for the 2020-21 program year
and anticipates receiving similar allocations for the subsequent four program years
covered by the Draft 2020-24 Consolidated Plan. Annual allocations of CDBG funds are
subject to change based on federal appropriations and any changes to the HUD grant
allocation formulas or data used in the formulas.
The Citizen Participation Plan establishes the City's policies and procedures for
community participation in the development of strategies, planning and implementation
of federal grants including the CDBG program.
The Draft Consolidated Plan, Draft Action Plan, and Draft Citizen Participation Plan
may be reviewed online at: http://www.newportbeachca.gov/CDBGreports from April 10,
2020 to May 12, 2020. If and when the State of California's emergency shelter -in-place
order is lifted, the draft documents will also be available for review at the following

NOTICE IS HEREBY FURTHER GIVEN that approval of the Draft 2020-24 Consolidated
Plan, Draft 2020-21 Action Plan, and Draft Citizen Participation Plan is categorically
exempt pursuant to Section 15301, of the California Environmental Quality Act (CEQA)
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.

It is the objective of the City to comply with Section 504 of the Rehabilitation Act of 1973,
as amended, the Americans with Disabilities Act (ADA) of 1990 and the ADA Amendment
Act of 2008, the Fair Housing Act, and the Architectural Barriers Act in all respects. If you
require public documents in an accessible format, the City will make reasonable efforts
to accommodate your request. If you require a disability -related accommodation to attend
or participate in a hearing or meeting, including auxiliary aids or services, please contact
