HAZARDOUS WASTE JOINT POWERS AUTHORITY
In July, 1985, a meeting was held among those cities in-
terested in forming a Joint Powers Authority to study regional
hazardous waste disposal. The cities attending the meeting and
indicating a willingness to participate were: Huntington Beach,
Fullerton, Orange, Fountain Valley, Irvine, Santa Ana, Garden
Grove, San Juan Capistrano, Brea, Anaheim, and Newport Beach.
Anaheim was designated to be the lead agent and prepare a
Memorandum of Agreement to represent Orange County Cities of
the Regional Hazardous Waste Joint Powers Authority.
Attached is the copy of the Memorandum of Agreement and
it is ready for City Council action.
The City Council ma_y recall that SCAG has formed a Southern
California Hazardous Waste Management Authority which is develop-
ing guidelines and policies regarding hazardous waste for the
southern California region. Each County has a County representa-
tive and a City representative selected by the County Division
of the League of California Cities. However, the City of Los
Angeles and City of San Diego were given authorization for a
third representative on the Southern California Hazardous Waste
Management Authority. Orange County has only two.
On August 8, 1985, the cities from Orange County listed
above met and decided that the JPA would apply for initial
membership in the Southern California Hazardous Waste Manage-
ment Authority. This, in effect, would give Orange County
three votes and similar therefore to that of Los Angeles and
San Diego.
On April 24, 1986, the Southern California Authority ex-
tended an invitation to the Orange County JPA to become a full
member of the Board. The initiation fee is $10,000.

The attached Agreement requires each of the eleven cities to
execute the Agreement and to pay an equal share of the $10,000
initiation fee, or $909.10 for each city.
The Agreement creating the JPA is also attached for the
Council's information. It is a basic JPA and will permit any
city to withdraw from the JPA after giving 60 days written
notice to the other parties. Because hazardous waste is a
problem that must be resolved, it is my opinion that the City
should participate by approving the attached Memorandum of
Agreement.

I have talked to Chief Reed about the revisions made to
the Hazardous Waste JPA subsequent to Council approval of the
original document. I told the Chief the revisions do not change
the substance of the .Agreement and as far as I am concerned the
Council's previous approval is sufficient to authorize signature
by the Mayor.

Subject: Membership in Southern California Hazardous
Waste Management Authority
Dear Councilman Pickler:
I am pleased to extend an invitation to the Orange County Hazardous Waste
Management Joint Powers Authority members to become a full voting member in
the Southern California Hazardous Waste Management Authority, on behalf of
Supervisor Edwin Jones, Chairman and the Board of the Authority. The
Authority, at their meeting on April 24, 1986, with full quorum present
voted to extend this invitation, with no dissent. Other members not
present were polled and they concurred.
The Authority has been in existence since July 1985 and has been steadily
progessing towards its goal of implementing a hazardous waste management
system in southern California in the near future. Your participation will
be appreciated and welcomed.
The initial fee for members is $10,000. Discussion of on-going dues will
be beginning soon. A substantial share of our budget for 1986-87, however,
will probably come from a large grant from the California Department of
Health services. Staff is currently in contract negotiations for this
grant. We expect other grant opportunities to be available from time to
time.
At the same time the Authority was formed, a private sector group also
became official comprising some 30 major companies and trade associations
at this time, and continuing to expand. It was organized as a non-profit
under the sponsorship of the SCAG Regional Institute. A strong working
relationship between this group, Coalition for Hazardous Materials
Management, and the Authority has developed. The Authority and the
Coalition, both formally and informally are working together on a number of
hazardous waste management issues.

Under separate cover, I am sending a package of background materials
including current membership, the Joint Power Agreement, By-laws,
A Consumer's Guide to Hazardous Waste, Problems and Needs of Southern
California Hazardous Waste Management, Hazardous Waste Facilities Siting
Manual, Final Report Phase II, Southern California Hazardous Waste
Management Project and some explanatory discussions about the Coalition.
We would appreciate transmission of your JPA for our files. Authority
meetings occur usually at the SCAG building at 600 S. Commonwealth Ave.,
10th Floor, last Thursday of the month at 1:30 p.m. Because of a number of
our members involved in re-election campaigns and much activity occurring
in sub -committees at the moment, we will not be having a May meeting, but
will plan on June 26.
All members have back-up alternates, so would appreciate information about
that appointment also. I'm sure there are many other questions that will
arise. I would be glad to come to a briefing session of your Authority or
you and your alternate at your convenience and I am available at
