Dear City Council,
Even though there's a pent up demand for reopening all businesses specifically restaurants, there should not be a
marketing assessment (BID) at this time. Most of the restaurants in the city of Newport Beach were closed down for at
least 3 months during COVID 19. Therefore the income ceased and the restaurants struggled to stay in business. At this
time many restaurants are struggling to pay bills and will possibly continue seeing a drop in sales if another wave of
shut -down hits us soon.
I am asking you to put yourselves in the shoes of all restaurant owners. The cost of food is soaring with beef at an all
time high. The cost of payroll has and will continue to jump with each minimum wage increase. Staying open and
keeping both employees safe and the customers safe is our priority and an amazing challenge. We are required to social
distance and wear face coverings. Social distancing is being respected by some but not all customers so we are
challenged to keep the number of customers we allow inside to a minimum. I believe the marketing plan can be
beneficial during a what was a "normal healthy" year. Traveling is low this year and will remain low until COVID 19 is no
longer a threat to our health and space we share. I see no reason for requiring a mandatory fee for the BID MARKETING
organization at this time. Please, please understand the hardship all restaurant owners are experiencing and no do
require us to pay for unnecessary advertising (that encourages more travelers) until COVID 19 is behind us. Or, give all
restaurants the option to "opt out" of this forced advertising campaign.
Sincerely,
Victoria De Frenza
