The first opportunity for the project is to use as many of the existing trees as possible for the landscape. Currently, there are approximately loo Washingtonia robusta (Mexican Fan Palms) on site. It is our intention to us a majority if not all of the existing palms for the townhomes. The proliferation of palms occurs along the golf course edge, and it will be the place to plant the palm trees. This will establish a theme for the project as well as enhance the golf course planting. Other existing trees that will remain are the street trees on Santa Barbara Dr., the Ficus rubiginos (Rusty leaf Fig). There are a number of mature Eucalyptus tress along Santa Barbara Dr., depending on the grading operations these trees may remain, but due to the current disease problems with the Eucalyptus species the existing trees will need to be evaluated and certified as healthy. Second, the trees for the project have been derived from the architecture. The style of the buildings is Italianate. The planting materials will enhance and support the theme of the buildings. Trees such as Olive trees at the entries, Citrus trees and Strawberry trees in pots, Italian Stone Pines in the courtyards between buildings two and three and a vertical evergreen tree to screen the edge of the project. Describe the project site as it exists before the project, including information on topography, soil stability, plants and animals, and any cultural, historical or scenic aspects. The project consists of development of 79 residential townhomes units on 4.25 acres and requests a General Plan Amendment from APF to MFR and a zone change from APF to PC-53. The property included in the project site is currently improved with 8 tennis courts, an associated clubhouse and parking that currently serves the Newport Beach Marriott Hotel. There are currently two driveway curb cuts along Santa Barbara Dr. serving the hotel. The topography of the project site is sloped in a westerly direction towards the Newport Beach Country Club Golf Course. The soil consists of four distinct geologic units, they are: i) artificial fill placed during original development of the Newport Marriott Tennis Complex; 2) native alluvial soils; 3) marine terrace deposits; and 4) sedimentary bedrock of the Monterey Formation. Based on preliminary results, it is feasible for residential to be developed on the site (see the preliminary geotechnical evaluation prepared by Petra Geotechnical, Inc.). The project site is vegetated along the edges with a variety of ornamental plant materials including trees, shrubs and groundcover in varying states of maintenance. Animals do not appear to inhabit the project site. No significant cultural, historical, or scenic aspects exist at the project site. Development of the project is anticipated to include construction of three residential buildings totaling approximately 205,679 square -feet and approximately 97,231 square -feet of subterranean parking garage. The height of the buildings above grade is anticipated to range from 5o feet to 6o feet in height. Parking will be provided in the subterranean garages for both residents and guests. The new development proposes only two driveway curb cuts and the Marriott will construct a revised entrance to their loading dock per previous approvals. A main entrance will be provided for residents and guests to access the two most southerly buildings and garages and a secondary driveway will provide residents and guests access to the most northerly building and parking garage. The project will provide approximately 79,14o square -feet of open space and approximately 21,30o square -feet of hardscape which includes recreational areas for use by residents and their guests. 1 • • 2. The site is vegetated with a variety of ornamental plant materials including trees, shrubs and groundcover in varying states of maintenance. 2 Potential Environmental Effects I. AESTHETICS Describe whether the project could potentially obstruct any scenic vista or view open to the public, or create an aesthetically offensive site open to public view. Could the project block any private views? Describe exterior lighting that is proposed for the project and means that will be utilized to reduce light and glare impacts on surrounding properties. The project will not obstruct any scenic vista or view, either public or private due to the difference in elevation between the subject property and The Colony apartments to the north-east. Photometric calculations and lighting plans will be developed, down lights will be used on the buildings and in parking areas, and signs will be back lit, all to minimize light and glare impacts on surrounding properties. II. AGRICULTURE RESOURCES Describe any agricultural resources presently located at the project site. Describe any changes to this resource as a result of the implementation of the proposed project. NONE III. AIR QUALITY Describe any air emissions or odors that could result from the project, including emissions during construction, and any measures that are proposed to reduce these emissions. (Must be determined by the completion of a traffic study and subsequent air quality analysis to be completed by the environmental consultant.) IV. BIOLOGICAL RESOURCES Describe the existing vegetation on the site, and any trees or large shrubs that are to be removed. Identify any fish or wildlife that inhabit the site. There are no fish or wildlife which occupy the site. Existing vegetation consists of various trees and shrubs along the property line. No archaeological or paleontological surveys have been done. This is an existing developed site, which contains no buildings of historical, cultural or religious significance as determined during previous approvals for the Marriott on the site. VI. GEOLOGY AND SOILS Please describe the earthwork that will be required for the project. Include grading quantities, and the location of borrow or stockpile sites, and haul routes, if applicable. Describe any geotechnical or soils investigations that have been conducted. Include exhibits showing existing and proposed topography, retaining walls, and erosion control devices. Grading will include an estimated 40,00o cubic yards of export, which will be hauled to the Bee Canyon Landfill. No stockpiling is contemplated. The preliminary geotechnical evaluation prepared by Petra is attached and the topographic survey will be provided under separate cover. Erosion control devices will be provided consistent with water quality control regulations and city code. VII. HAZARDS AND HAZARDOUS MATERIALS Identify any aspects of the project that could present a risk to public health due to normal operations, or due to an explosion or the release of hazardous substances (including, but not limited to: oil, pesticides, chemicals or radiation) in the event of an accident or spill. Is there any possibility that the site could be contaminated due to previous uses or dumping? If so, what measures are proposed to eliminate the hazard or contamination? Is the project located in a flood hazard zone? NONE VIII. HYDROLOGY AND WATER QUALITY Describe existing and proposed site drainage, and measures that will be employed to reduce erosion and prevent contaminated runoff from entering the storm drain system, groundwater or surface water. Describe any changes that could occur in groundwater or surface water. The existing parking lot, approximately o.9 acres, storm water drains northeasterly to Santa Barbara Drive where it is picked up in the existing storm 4 • • drain pipe. The storm drain pipe runs northerly in Santa Barbara Drive under Jamboree Road and eventually drains into upper Newport Bay. The remainder of the site, the tennis courts, club house and turf area drain to the golf course. The tennis courts drain into an area drain system and the turf areas sheet flow onto the golf course. During the demolition and construction phase of the project, erosion from the site will be prevented by the use of erosion bags and desilting basins. Perched ground water, which may be encountered during grading, will be treated as required by the National Pollution Discharge Elimination System (NPDES), general permit. A storm drain system will be constructed as part of the project's improvements. This system will convey the site's storm water runoff to the existing storm drain in Santa Barbara Drive and to the golf course. There will not be any storm water runoff onto the site from the adjacent sites. Water quality runoff from the site should improve as the existing open parking lot with its associated contaminants will be removed. Parking for the project will be provided in the covered parking garage. Storm water runoff from the proposed drives into the parking garage will drain into catch basins. The catch basins will be equipped with filters to minimize the contamination of the storm water. IX. LAND USE AND PLANNING Describe: a) the existing land uses and structures on the project site and on adjacent parcels; b) the project's conformance with existing land use plans and regulations for the property; and c) its compatibility with surrounding land uses. a) The existing land uses and structures on the project site and the surrounding uses are described above. b) The proposed project is requesting a General Plan Amendment to Multi - Family Residential and a zone change to Planned Community. c) The proposed project will be compatible with the surrounding land uses because i) to the east, the same type of land uses currently exists at The Colony in a Planned Community and the majority of Newport Center is under various Planned Communities, 2) to the north-east there exists (and will remain) a significant difference in elevation between the proposed project and the residences and commercial uses, 3) to the west exists the Newport Beach Country Club Golf Course which the proposed project will not disturb or impact its operation, 4) to the south is the Newport Beach Marriott Hotel 5) the design and construction of the proposed project will compliment the existing surrounding 5 • • uses, and 6) development of the proposed project will allow for a unique housing type to be introduced into Newport Center. X. MINERAL RESOURCES Describe the affect on any adopted energy conservation plan, use of nonrenewable resources and whether the project will result in the loss of any known mineral resource of future value to the region and residents of the State. The project will be designed consistent with all state mandated energy conservation construction techniques and will not result in the loss of any known mineral resource. XI. NOISE Describe any sources of noise that impact the site, and any noise -generating equipment that will be utilized on the property, either during construction or after occupancy. What means to reduce noise impacts on surrounding properties or building occupants are proposed? Traffic on Santa Barbara Drive is the most significant source of noise that impacts the site. The Newport Beach Marriott's receiving dock, immediately to the south of the site, is the second most significant source of noise that impacts the site. During construction, noise -generating equipment such as grading machines, skip loaders, hauling and delivery trucks, and other equipment normally used in similar construction projects will be utilized. The generation of noise during construction will comply with the City's Noise Ordinance. The means to reduce noise impacts to the surrounding properties and building occupants include constructing only during times allowed by city code, providing landscape buffers between the buildings and roads and using high quality construction techniques and materials to insulate building occupants as reasonably possible from noise sources external to the buildings. No unusual noise sources are expected from the project after completion. XII. POPULATION AND HOUSING If the project is residential, please explain how the project will comply with the affordable housing policies contained in the Housing Element of the General Plan. Identify the number of bedrooms per unit and the expected average household size? What is the projected sales price or rent of the units? If the project is commercial, industrial, or institutional, please identify the tenants and/or uses and the estimated number of employees. Low and moderate income dwelling units are not proposed as part of this development. This site has not been identified for use as affordable housing.
