Special Board Meeting via Teleconference 2. Call to Order 2.a. Call to Order - Presiding Chairperson Minutes: President Fluor called the meeting to order at 10:06 a.m. 3. Roll Call 3.a. Board of Education/Superintendent Minutes: Roll call was taken and the following were present: Martha Fluor, President Karen Yelsey, Vice President Dana Black, Clerk Michelle Barto, Member Ashley Anderson, Member Vicki Snell, Member Charlene Metoyer, Member Dr. Frederick Navarro, Superintendent 4. Adoption of Agenda 4.a. Community Input on Special Agenda Items Only 5.a. Comment Cards are Requested to be Submitted Electronically No Later Than 7:30 a.m. on Friday, May 29, 2020 Minutes: All comments were read into the video record that will be posted on the district's YouTube page following the closed captioning process. Comments pertaining to the special meeting agenda items were received electronically from the following individuals regarding the budget and read into the video record. (Comments that were submitted regarding non -agenda items were saved for the next regular meeting on June 9, 2020.) 1. Tamara Fairbanks 2. Cynthia Blackwell 3. Board Study Session on the 2020-21 Budget Minutes: The Board of Education received an update from Mr. Jeff Trader, Chief Financial Officer, on the State of California and Newport -Mesa Unified School District budgets. Mr. Trader provided an overview of past recessions, current affairs, and what can be expected in the future. 7. Closed Session Minutes: The Board of Education met in closed session from 11:27 a.m.-1:18 p.m, regarding item 7.a. 7.a. Conference with Legal Counsel Anticipated Litigation -Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of Government Code Section 54956.9: 1 potential case, Delay in proceeding with Security Fencing and Drop-off/Parking Lot Project at Ensign Intermediate School .- Motion Passed: A motion was made to not delay in proceeding with the security fencing and drop off/parking lot project at Ensign Intermediate School. Discussion/Action Calendar 8.a. Approve Revisions to the Security Fencing and Drop-off/Parking Lot Project at Ensign Intermediate School yam---� President Fluor read the following action taken in Closed Session: A motion was made by Ms. Snell, seconded by Ms, Metoyer, to not delay in proceeding with the security fencing and drop off/parking lot project at Ensign Intermediate School, The vote was as follows: YES -Fluor, Metoyer, Snell, Yelsey, NO -Anderson, Barto, Black. Motion carried 4/3. -Motion Passed: It was moved that the Board of Education approve the revisions to the current plan of the Security Fencing and Drop-off/Parking Lot Project at Ensign Intermediate School and authorize the Assistant Superintendent, Chief Operating Officer to execute as approved, Passed with a motion by Michelle Barto and a second by Charlene Metoyer.
