Mayor and Council Members:
This comment is intended for the City Council in connection with the Pandemic and our Economy. It is intended for the
Council and the Public as part of Public Comment for the Council Session of Juy 14, 2020 ( I did not see any related item
on the Agenda.)
Last week, in response to the significant rise in Pandemic positive cases in Newport Beach, the City decided to close its
physical City Hall operations, to protect its staff and the public who may visit. We commend you for making this decision
to insulate the City's employees and representatives
Shall we assume that the City is taking measures to disinfect and clean the City facilities?
We cannot acheive sustained economic resiliency or resume our valued educational and social activity until we can curb
the spread of this virus.
PLEASE PROVIDE YOUR LEADERSHIP SO THAT OUR COMMUNITY TAKES THESE SIMPLE,PROVEN MEASURES TO CURB
PANDEMIC SPREAD:
1. Masks Up, all public places and others where there is congregation of people.( This is NOT an "invasion of our
individual rights")
2. Physical Distancing- 6 ft. separation. Where this is not practical, it is Key that People put on their Masks to
prevent contagion
3. Hygiene- wash and sanitize hands,etc.( what most of us learned in 2nd grade ).
These are simple things , and can be implemented by all—regardless of political persuasion.
It is good that our local health care facility, HOAG, currently has capacity . However, this is not a reason to be
complacent.We also ask that the City continue to support the pull-back of reopenings under the State rulings, and
possibly consider the reinstatement of Beach closure, for at least 30 days.
The need to get past this Pandemic and its consequences transcends any and all political ideologies.We realize this is a
tough one for many in this election year ALL MEDICAL AND SCIENTIFIC EXPERTS ENDORSE: ONE LEADERSHIP,
CONSISTENT MESSAGE, BROAD COMMITMENT, ALONG WITH THE MEASURES ABOVE .

Mayor O'Neill and City Council:
As you know Recover Newport is a group of former Mayors and City Council members
who are invested in safely restoring the economic and community health of the City of
Newport Beach which has been damaged as a result of the novel COVID-19 pandemic.
We wish to congratulate the City Council on the success of closing the beaches on July 4th
and 5th. Although this was a difficult decision for you, we believe it was the correct one for
public health and safety.
This group strongly believes the road to recovery, in addition to our previous
recommendations, involves an emphasis on public safety and following the directives for
social distancing and wearing of masks.
We previously encouraged the City Council to:
A. Begin a program of active enforcement of the social distancing and mask
directives, especially in places where large numbers of people are congregating.
B. Require bars and restaurants to institute a one person -one seat policy. A
number of establishments have been observed allowing patrons to congregate
behind those seated at bars or allowing stand up crowds on patio areas. One
seat per patron would insure that social distancing is followed.
We would like to reemphasize this recommendation to you, particularly since the current
order restricting restaurants and bars to outdoor seating and take out expires as soon as
July 23rd

With active COVID-19 cases continuing to increase as restrictions are eased, public health
and safety is increasingly at risk. This is an opportunity to act proactively to deal with the
situation before the order expires on the 23rd
The Recover Newport team appreciates the City Council's willingness to entertain our
thoughts on matters to assist in the Recovery of Newport Beach and is available
individually and collectively to answer any questions you may have regarding the
suggestions made herein.
