Date: July 9, 2020 Subject: HOUSING ELEMENT TENTATIVE SCHEDULE AND PROCESS This Memorandum provides a summary discussion of the tentative Housing Element Update schedule. The Housing Element process and schedule is a variety of state, regional and local considerations, as described below: Legislatively Imposed Deadlines The Housing Element Update scheduled is governed by timelines imposed by the State of California for the timely completion of Housing Elements. Specific due dates are imposed for each Metropolitan Planning Organization (MPO). The MPO for Newport Beach is the Southern California Association of Governments (SCAG). SCAG’s 8-year planning period for the 6th Cycle commences at the expiration of the current, adopted 5th Cycle Housing Element. The following planning period and due date applies to the City of Newport Beach: Housing Element Planning Period – October 15, 2021 to October 15, 2029 Housing Element Due Date – October 15, 2021 The 6th Cycle Newport Beach Housing Element Update must be reviewed, deemed in compliance with state law and locally adopted by the October 15, 2021 due date. Regional Housing Needs Assessment (RHNA) The RHNA process provides the City of Newport Beach with its “fair share” allocation of housing units for the Housing Element planning period. The RHNA process includes development of Draft Allocations, Appeal process and final adoption of RHNA Allocations. SCAG has adopted the following timeline RHNA Appeal Period – 45-days after SoCal Connect Plan adopted (estimated Sept/Oct 2020) Adoption of Final RHNA – October 15, 2021 (estimated) Housing Element Update Advisory Committee - July 15, 2020 Item No. V(a) - Attachment 2 Tentative Schedule and Process Page 2 kimley-horn.com 765 The City Drive, Orange, CA 92868 «Office_» A 45-day RHNA appeal period will commence once SCAG formally adopts the SoCal Connect Plan. It is anticipated that the City of Newport Beach will be submitting an Appeal during this period. Hearings before SCAG addressing the Appeal is anticipated to occur in October 2020. Newport Beach Housing Element Update Schedule The tentative schedule for the Housing Element Update is based upon the statutory deadlines described above. The schedule considers all content and analysis requirements required by State law and incorporates adequate time for public engagement throughout the planning process. A summarized schedule is provide below:  Baseline Housing Element Analysis– through October 2020  Draft Housing Element – through February 2021  Public Review Draft – Late Winter/Early Spring 2021  HCD Submittal Draft – Anticipated June 2021  Public Hearing and Adoption – Anticipated September/October 2021 A detailed tentative schedule is provided as an attachment to this Memorandum.
