Introduction
Overview
In October 2019, the City of Newport Beach launched Newport, Together, a Listen & Learn process
to guide and inform a future General Plan Update. The goal of the Listen & Learn was to hear from a
broad spectrum of community members on community values, assess the current General Plan Vision,
and provide recommendations for a future General Plan Update. Newport, Together was guided by the
General Plan Update Steering Committee, a body appointed by City Council to oversee the Listen and
Learn process.
Newport, Together was designed in two phases. The first phase included engagement activities designed
to identify community values. The second phase was proposed to assess the current General Plan and
provide recommendations for the future.
This Values Guide provides a summary of key themes heard during Phase I of Newport, Together. During
Phase I, the General Plan Update Steering Committee identified the need to share information on the
state-mandated Regional Housing Needs Assessment (RHNA) housing allocation for Newport Beach.
A key activity during outreach meetings for Phase I included a presentation on RHNA and an activity
designed to allow participants to create a heat map identifing potential locations to zone for state-
mandated housing allocations. Listen & Learn process included digital engagement, a launch event, and a
workshop series in each of the seven council districts.
The City identified community engagement objectives to guide outreach through the Listen & Learn
process. These include:
• Conduct an open and transparent process;
• Engage the full spectrum of Newport Beach community members, residents, businesses, and other
stakeholders;
• Share information on the General Plan, including the individual elements, state requirements, state
mandates (including Regional Housing Need Allocation [RHNA]), and other related information with
Newport Beach community members and stakeholders;
• Gather meaningful community input on the General Plan to lay the foundation for a future General
Plan Update;
• Transparently share project information, meeting conclusions, and incremental decisions with
community members; and
• Strengthen and expand relationships and trust between the City and community members, and
among community members themselves.

PROJECT BRANDING
Project branding was a critical process for the project. By developing a branding identity, the City of
Newport Beach was able to package Newport, Together, and its branded materials as part of a more
extensive process. The branded identity was also then present through project materials and all online
presence, including the project website.

NEWPORT, TOGETHER LAUNCH EVENT
Newport, Together launch event helped introduce the Newport Beach community members to the
Listen & Learn process. The event objectives included energizing identity and connections to place and
people, motivating commitments to participate and promoting sign-ups for the online platform for future
announcements about Listen & Learn events. The launch served as the first opportunity to introduce the
existing General Plan Vision.

The first series of workshops took place in each of the council districts throughout November and
December, 2019. Each workshop included a presentation, live polling activities, small group discussions and
brainstorming, and a mapping activity.
ACTIVITIES
Ice Breaker: Planning Elements Activity
Each council district workshop had the same format to allow participants in each council district the
opportunity to provide input. Workshops began with a welcome table that would let people sign up for
updates on the project, gather nametags, and participate in a topic ice breaker. The ice breaker tasked
residents with selecting general plan elements of their interest and matching these to the different goals
on the boards. The goal of this activity was to help set an early understanding of the content of the
workshop and allowing residents to begin to think of the different General Plan Elements and the type of
goals associated with each.

Activity 1: Live Poll
During the presentation, the facilitator asked questions through Poll Everywhere to gather instant feedback
from workshop participants on what they value about their community, their familiarity with the General
Plan, and what General Plan Elements from the existing Newport Beach General Plan stood out to them
the most.
The first polling question asked participants to provide one word to describe their community. While
responses differed in each council district, common terms including “beauty”, “engaged”, and “special”
overlapped in each workshop. Some council districts noted “safety” as a key concern while others focused
on the physical features of their council districts.
Key Themes that Emerged:
• Most participants identified the Land Use and Housing elements as the elements that stood out to
them the most.
• The majority of participants had a previous knowledge of General Plans and the various elements.

Activity 2: Community Values
One of the primary tasks of Listen & Learn was to evaluate the Vision Statement of the previous General
Plan. Identifying community values create the building blocks for evaluating the vision statement. For the
second activity, participants were asked to break into small groups and identify the top five things they
value about Newport Beach. Participants then broke into small groups to prioritize group values.
Key Values Identified:
• Values were widely different at each council district. Values ranged from interest in parking and
traffic to safety within the community.
• Natural elements and the value of “social fabric” were key values identified in all workshops.

Regional Housing Needs Assessment (RHNA)
A significant portion of the council district workshops was dedicated to housing as a result of the Southern
California Association of Government’s (SCAG) change in methodology for the Regional Housing Needs
Assessment (RHNA). This change caused a significant increase in the number of units across income
levels allocated to the City of Newport Beach. Understanding that this deliberation would have significant
impacts on the development and process of General Plan, the General Plan Update Steering Committee
directed the project team to pivot the workshops to include sharing information on RHNA and gathering
feedback from residents relating the the RHNA numbers.
The second half of the council district workshops included a presentation on the RHNA housing allocation
and its impacts on the Newport Beach General Plan Process. The presentation included an overview of the
methodology and a summary of RHNA’s purpose and relationship to the Housing Element.

Activity 3: RHNA Mapping Activity
After the presentation, participants broke into small groups to identify where future housing could be
allocated in Newport Beach. The goal of this activity was to determine if there would be an emerging
pattern in the identification of locations for housing. For this activity, each group was provided 10 Lego
pieces and a satellite map of Newport Beach. Groups could place their Legos on any location in Newport
Beach, provided they placed at least two Legos in their Council District. Groups then reported back to the
larger group on their methodology for selecting sites. Following pages provide examples of the maps
that were produced and spatial patterns that emerged

Mapping Activity Results
Of all the areas in the city there were four areas in which participants indicated the highest number of
units these areas were generally described as Newport Coast, Banning Ranch, John Wayne Airport area,
and Newport Center Area. One of the determining factors for residents placement of units was driven
by a desire to balance the natural environment and built environment. The map below shows grouping of
units placed by residents, indicating general locations where they believe units could be placed as part of
the RHNA housing allocation. Table below shows a more detailed breakdown between the different areas.

One of the primary goals of the project was to make sure that our engagement of residents for this phase
of the project went beyond the physical workshop. The City of Newport Beach decided that there was a
need to have all activities and information available to residents that would not be able to attend any of
the council district meetings.
Project website included versions of the following activities,
• Places Tab – Using map-based activities, tell us about the places that make up your Newport
Beach experience.
• Ideas Tab – Using words or pictures, share your thoughts on specific topics throughout the process.
• What do you value about Newport Beach? – What do you value about Newport Beach? Brainstorm
5 things that you value about Newport Beach. Identifying community values are the building blocks
that help shape the community.
• Temperature Reading for Future Housing Allocation – This activity is a “temperature reading”
of where community members see future housing as required by the Regional Housing Needs
Assessment (RHNA).
