TITLE: Corona del Mar Lane Merge Relocation Trial - Traffic Analysis
ABSTRACT:
On October 23, 2012, staff submitted the attached staff report to City Council outlining the
issues associated with the trial lane merge relocation on East Coast Highway at MacArthur
Boulevard. The trial is now complete, and the temporary lane striping and markings have
been removed per City Council's direction on only Recommendation No. 1 of the attached
staff report (Agenda Item No. 15). City Council also took an action to continue any further
discussion and recommendations on this Traffic Analysis item to their November 13, 2012,
meeting (Agenda Item No. 12). On November 13, 2012, City Council took another action to
continue this item to their January 8, 2013, meeting.
RECOMMENDATIONS:
1. Conduct discussion of the Traffic Analysis report associated with the trial lane merge
relocation on East Coast Highway at MacArthur Boulevard per the attached October 23,
2012, staff report.
2. Find that the vehicular traffic congestion during the test period did increase at various
times as a result of moving the lane merge further to the west and recommend one of the
following actions:
a. Reject the Entryway Concept Plan as proposed due to its negative impacts to traffic
circulation and direct that East Coast Highway be left in its original configuration.
b. Reject the Entryway Concept Plan as proposed due to its negative impacts to traffic
circulation and direct staff to explore modifying the current proposed Concept Plan to
remove just the existing on- street parking area between Begonia Avenue and
Carnation Avenue to accommodate additional parkway landscaping and sidewalk
between Acacia Avenue and Carnation Avenue.
c. Provide staff with alternative direction with regard to the proposed Entryway Concept
Plan.

Al STRACT:
On February 28, 2012, the City Council approved a concept plan for a Corona del Mar
Entryway Improvement Project. This proposed plan would relocate the existing eastbound
traffic lane merge (from three lanes to two lanes,) on East Coast Highway from Carnation
Avenue to Acacia Avenue, remove eight on-street parking spaces and construct a widened
sidewalk and new landscaping along the south side of Fast Coast Highway between Acacia
Avenue and Dahlia Avenue. As a result of many public concerns raised about Increased
parking and traffic congestion Impacts associated with the proposed concept plan, the City
Council included $26,000 In the 2012.13 Capital Improvement Budget for staff to set up and
monitor a temporary trial street striping and markings configuratlon reflecting the proposed
ultimate lane alignment, The trial was to determine If there would be any actual traffic or
parking issues, or capacity Impacts associated with a change in the lane merge location. The
triad period is now complete.
RECOMMENDATIONS -
1. Direct staff to remove the temporary street striping and markings on East Coast I- Ilghway,
and return the eastbound traffic lane merge to Its former configuration.
2, Find that the vehicular traffic congestion during the test period did increase at various
times as a result of moving the lane merge further to the west and recommend one of the
following actions:
a. Reject the proposed entryway Concept Plan clue to Its negative Impacts to traffic

c. Provide staff with an alternative direction.
DISCUSSION:
On February 28, 2012, the City Council approved a Concept Plan for a Corona del Mar
Entryway Improvement that would relocate the existing eastbound traffic lane merge (from
three lanes to two lanes,) on East Coast Highway from Carnation Avenue to Acacia Avenue,
remove eight on- street parking spaces and construct a widened sidewalk and new
landscaping along the South side of East Coast Highway between Acacia Avenue and Dahlia
Avenue. Due to concerns raised by the community regarding possible negative impacts on
traffic and parking, the City Council funded and directed staff to install temporary street
striping and markings in the proposed ultimate lane configuration to determine if there would
be any actual traffic issues or capacity impacts associated with a change in the lane merge
location.
On June 26, 2012, temporary 36- inch -tall white "stick- down" delineators were installed
together with edge -line striping and advance signing to match the conceptual entryway plan.
The delineators were installed to replicate the curb -line of the proposed entryway project.
The trial lane merge was intentionally installed just prior to the start of July so that the peak
summer traffic could be observed and analyzed. The trial ran for a four month period ending
in October 2012. This test period has come to a close and staff would now like to return the
eastbound traffic lane merge on East Coast Highway to it original configuration, report the
findings of the test back to the City Council and other interested parties, and receive City
Council direction on how to precede with the proposed CdM Village entry improvements.
These findings are highlighted below.
Traffic Observations and Calculations
Staff frequently observed the traffic flow through field visits and by using the recently installed
Closed Circuit Television (CCTV) camera at the intersection. Observations began on
Saturday, June 30, and were continued during weekday working hours and on many of the
weekends during the four month test period. Occasionally photos of the intersection were
taken to document conditions. Copies of the photos are attached to the staff report.
In addition to the actual observations, and in an effort to quantify any potential impacts to the
change in the lane merge location, new traffic volume counts were collected during the test
period and compared to the most recent available traffic counts taken prior to the temporary
lane merge modification test. These traffic volume counts are attached to this report with a
summary of the daily traffic volume counts as follows:
Coast Highway
Wednesday May 16, 2012 - eastbound daily traffic volume = 25,527
Wednesday August 15, 2012 - eastbound daily traffic volume = 21,268
Saturday August 18, 2012 — eastbound daily traffic volumes = 22,357

What these limited traffic counts suggest is that the eastbound daily traffic volumes for this
segment of Coast Highway were slightly lower in the summer months then in May of that
same year. This is important to note in this analysis because it would conclude, all other
factors being equal, that any observed increases in the eastbound traffic congestion
(between Avocado Avenue and MacArthur Boulevard) would have been associated with the
change in the lane merge location and not increased traffic. In addition to the daily traffic
volumes above, we also reviewed the hourly traffic volumes for comparison. We did find that
the weekday hourly traffic volumes on Coast Highway were in fact, also less for the summer
than for the spring. One would naturally expect that a reduction in traffic volumes would
reduce the length of the queue. If the eastbound queue on Coast Highway actually
lengthened between Avocado Avenue and MacArthur Boulevard, then the most logical
explanation would be that the change in the location of the lane merge had an effect on the
length of the queue.
Observations in the field and on CCTV support this hypothesis. During the mid -day peak
hours on the summer weekends in the test periods, traffic regularly backed up beyond
Avocado Avenue. During the spring months prior to the lane drop trial, staff observations did
not show a consistent back up to Avocado Avenue. In addition, introducing an additional
traffic signal (Coast Highway at Avocado Avenue) into the longer traffic queue only
exasperated the traffic flow through the area. Depending on where the driver is in the queue,
a driver could ,potentially stop at both signalized intersections whereas before they might only
stop at one signalized intersection (MacArthur Boulevard) on Coast Highway.
The data shows summer weekend peak hour traffic is greater than summer weekday peak
hour traffic. Staff observations are consistent with the collected data. The observed queue
length was less during the weekday peak hours. Although not in every signal cycle, the traffic
did occasionally back -up during the weekday peak hour test period extending beyond
Avocado Avenue.
The primary concern for southbound traffic on MacArthur Boulevard with the trial lane change
was that the left turning vehicles would be entering two lanes on Coast Highway instead of
three lanes. Having the third lane in the intersection allows for additional storage of left
turning vehicles between MacArthur Boulevard and Carnation Avenue.. Depending on the
downstream traffic flow, this might cause added back-up on MacArthur Boulevard. Staff did
observe some southbound left turning vehicles blocking the intersection during the test
period. This type of back -up occasionally happened before the lane drop trial, although to a
lesser degree. Many residents use the 'outside" third lane to proceed to turn right onto
Carnation Avenue. For most signal cycles, there are anywhere from a few to over ten
residents making this right turning movement. Observations confirmed this lane merge
relocation test impacted the local residents who are using the existing third lane as a short
cut around southbound through traffic on Coast Highway.

One last comment on traffic volumes. Recent studies and field counts throughout the County
over the past several years have indicated a general overall decrease in traffic volumes on
roads and freeways throughout the County. The leading explanation for this fi-om
transportation experts like Caltrans and OCTA is that the recent and lingering economic
downturn has resulted in less travel or trips. The concern then would be as the economy
recovers and travel volumes again begin to pick up, any congestion resulting from this lane
merge relocation would worsen.
Another method used to measure traffic operation at an intersection is to calculate and rate
the capacity levels at the intersection. New traffic turning movement counts were collected
after the trial was installed and the capacity levels were calculated. These figures are
compared to the intersection capacity levels calculated using counts taken prior to the lane
drop installation. The results of capacity calculations are indicated as the Level -of- Service
(LOS). A calculated LOS of "A" means free flow traffic. A calculated LOS of "F" means the
intersection is failing. The General Plan allows for an LOS of "D" as acceptable. The
capacity calculation summary follows:

The calculated levels of service show essentially no changes in the LOS before and after the
trial lane drop. In all cases, the level of service is acceptable per the City General Plan
guidelines. As expected, the best way to analyze the potential for impacts associated with
this relocation of the lane merge is truly observational, and not by using calculated levels of
service.
Public Outreach and Survey Results
Prior to the installation of the trial lane merge, Public Information staff developed several
project- specific ways to reach the public and solicit comments. These outreach efforts
included a dedicated webpage, a detailed on -line survey, a project phone -in number and a
unique e-mail address. Additionally, a project information sign was installed in the sidewalk
near Dahlia Avenue with contact information for comments. A copy of the survey form used
is attached. The survey results for the key questions and a summary of the comments follow:
Survey Results. A total of 52 surveys were received. Of those, 41 surveys were for drivers
on Coast Highway and 11 surveys were for MacArthur Boulevard drivers.

E- Mails. In addition to the above survey input, the Public Works Department and Public
Information staff received thirty (30) individual e -mails from the public. The following are a
summary of the different comments from residents that fall into seven specific comments
which were similar from one e-mail to the next.
1. The back -up caused by the new lane drop has made it difficult to exit from Acacia Avenue
and Begonia Avenue to Coast Highway. Cars cannot get to the two left turn lanes on
Coast Highway to turn left to northbound MacArthur Blvd. (7 responses)
2. Traffic at the Avocado intersection is "gridlocked" through the intersection by the back-
up of cars from MacArthur Boulevard. (8 responses)
3. Turning left from MacArthur Boulevard to eastbound Coast Highway takes much longer
than it used to. (9 responses)
4. Traffic feels much more civilized since people have to merge well before the MacArthur
Boulevard intersection. (1 response)
5. The elimination of the parking on Coast Highway is shifting more parking into the
neighborhood. (5 responses)
6. The changes have caused some residents to shift to using Avocado Avenue.
(2 responses)
7. It is an improvement as it puts the merge lanes out of the Coast Highway at the
MacArthur Boulevard intersection. (2 responses).

Temporary Removal of Street Parking
As pail of the trial lane merge relocation project, a total of eight (8) parking spaces were
removed along the south side of East Coast Highway to determine if there would be any
actual observed parking issues. As this is a small number in the overall available parking in
the area, staff did not observe any real issues. Staff did receive five (5) emails stating that
the elimination of the parking on Coast Highway was shifting more parking into the
neighborhood.
With regard to the eight (8) existing parking spaces on the south side of East Coast Highway
that run through the MacArthur Boulevard intersection, staff recommends that these eight (8)
spaces ultimately not be replaced. Parking is not typically permitted within intersections for
safety reasons. It is recommended that staff look into relocating six (6) of the eight (8)
parking spaces onto Carnation Avenue, and that Carnation Avenue become a southbound
one -way street from Coast Highway to Fourth Avenue to accommodate this addition of on-
street parking. A location for the remaining two (2) parking spaces would still need to be
determined.
Other
Several other items should be discussed and taken into consideration as part of the review
and discussion. The first is that a previous short lane drop trial took place several years ago
which included the temporary installation of traffic cones with flashing arrow boards and
advance signing. For various reasons, the previous trial is not directly comparable to the
current lane drop trial. The previous installation was similar to typical traffic control set -up
such as one would expect when there is road construction work. The limits of the previous
trial did not match the limits of the current lane drop trial. The previous lane closure began at
Acacia Avenue and ended at MacArthur Boulevard. The intersection of MacArthur Boulevard
and Coast Highway remained fully open with no lost parking, and there was no change or
modification to the roadway condition on Coast Highway south of MacArthur Boulevard. For
that reason, the left turn movements from MacArthur Boulevard to Eastbound Coast Highway
were not impacted with the previous trial. Similarly, the right turn movements to Carnation
Avenue with the previous trial were not impacted. The previous trial closure did not show any
traffic flow impacts for southbound Coast Highway, however the previous trial was also not
set up during the summer months.
Another factor that comes into play when possibly reducing vehicular capacity on arterial
highways such as these is our cooperative agreement with the Orange County Transportation
Authority for participation and receipt of Measure M funding. In January of this year, staff
provided the Orange County Transportation Authority (OCTA) with a copy of the conceptual
entryway project plan and asked OCTA to provide their opinion regarding whether the project
would need an amendment to the Master Plan of Arterial Highways (MPAH). OCTA staff
expressed concern regarding any long -term reduction in capacity through this critical arterial.
The City has been advised that if we were to pursue the current conceptual plan as
proposed, we would need to process an amendment to the MPAH. This would most likely not
be the case should the City Council pursue a modified concept plan that removed just the
existing on- street parking area in order accommodate additional parkway landscaping.

Conclusions
Based on field and CCTV observations by City Traffic staff, it is clear that the trial lane drop
along eastbound Coast Highway between Avocado Avenue and Dahlia Avenue negatively
impacts traffic flow during the summer months. The traffic counts and capacity calculations,
as well as resident comments support this analysis and conclusion as well. During non-
summer months, field and CCTV observations show that the weekday peak hour traffic flow
is less impacted than the summer. On southbound MacArthur Boulevard, the primary impact
is to those residents that turn right onto Carnation Avenue following the southbound left turn.
The results from the limited amounts of resident survey information are also consistent with
staff observations.
Staff recommends removal of the trial lane drop, and a return of the roadway to its original
configuration. Staff would next recommend that City Council provide direction on either
recommended action 2a, 2b or 2c as identified above.

TITLE: Resolution Supporting an Application by City of Costa Mesa for
OCTA Measure M2 Traffic Signal Synchronization Program for
Newport Boulevard Corridor Synchronization Project
ABSTRACT:
The City of Costa Mesa requested the City of
application, as lead agency, to the Orange County
Measure M2 Regional Traffic Signal Synch ronizatio
Boulevard Corridor Synchronization Project.
RECOMMENDATION:
Newport Beach to support their
Transportation Authority (OCTA)
n Program (TTSP) for the Newport
Adopt Resolution No. 2012- supporting the City of Costa Mesa application for the
OCTA Measure M2 Traffic Signal Synchronization Program for the Newport Boulevard
Corridor Synchronization Project.
FUNDING REQUIREMENTS:
There is no funding needed at this time for adoption of the Resolution to support project
application.
If the grant is awarded by OCTA, the total estimated project cost for the proposed work
within Newport Beach is approximately $763,000. Per grant guidelines, the City is
eligible to receive up to $600,000 of grant funds. The City would be responsible for
funding the remaining $163,000. Through "in- kind" services, which include staff time for
design review, construction inspection, and traffic signal timing implementation, the cost
is reduced an additional $68,000, requiring the City to fund $95,000 of the project cost
as a "cash- match."

The total City match (in -kind and cash match) is approximately 21 %, of the project costs
for work within the City, which meets the OCTA Traffic Signal Synchronization Program
guidelines.
Should the grant application be successful, sufficient funds will be established in the
Fiscal Year 2012/2013 CIP Budget.
DISCUSSION:
Through the Measure M2 Traffic Signal Synchronization Program, OCTA is working to
enhance traffic signal coordination and reduce travel time delay by funding
synchronization projects for multi - jurisdictional traffic signal corridors. Project Eligibility
requires City Council Resolution supporting application and implementation of the
project.
The proposed project will enhance traffic signal coordination along Newport Boulevard
from Bristol Street in Costa Mesa, south through Newport Beach, continuing as Balboa
Boulevard to Main Street. Proposed work within the City of Newport Beach includes the
following improvements chosen to compliment our recently upgraded traffic signal
system:
0 Install modern traffic signal control, communication equipment and fiber
optic communication cable at the Newport Boulevard/Via Lido and
Newport Boulevard /Finley Avenue traffic signals. — These locations were
not upgraded as part of the recent Modernization project as they are
currently operated by Caltrans. Prior to this project, it is expected these
intersections will be relinquished from the State to the City, allowing the
proposed project to connect the traffic signals to the City's Traffic
Management Center.
a Replace aging traffic signal equipment at several locations on the
Peninsula — The proposed project will install new traffic signal control
equipment to Increase reliability and reduce maintenance costs.
Equipment included in this project was not replaced during the recent
Modernization project;
Install fiber optic communication cable from 21St Street to 15th Street —
Installation of fiber optic cable along this section will replace our current
wireless system for better reliability;
U Install a "real- time ", Traffic Responsive traffic signal control system on
Newport Boulevard from 215t Street to Via Lido to enhance traffic flow and
reduce staff time during peak seasons — A Traffic Responsive system
would allow the traffic signal system to automatically change timing.
When deployed on this segment of Newport Boulevard, the system will aid

staff in handling peak summer traffic onto and off of the Peninsula. This
system will integrate into the existing Traffic Management System;
install Emergency Vehicle Preemption; and
o Update traffic signal timing and coordination plans.
Once the project is complete, coordination along the project corridor will be monitored.
Staff will work with the City of Costa Mesa to ensure traffic signal timing and upgrades
are consistent with the Traffic Signal Modernization Master Plan.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH SUPPORTING AN APPLICATION BY THE CITY OF COSTA
MESA FOR THE ORANGE COUNTY TRANSPORTATION
AUTHORITY'S (OCTA) MEASURE M2 TRAFFIC SIGNAL
SYNCHRONIZATION PROGRAM FUNDING FOR THE NEWPORT
BOULEVARD CORRIDOR SYNCHOONIZATION PROJECT
WHEREAS, the Regional Traffic Signal Synchronization Program targets over
2000 signalized intersections across Orange County to maintain traffic signal
synchronization, improve traffic flow, and reduce congestion across jurisdictions; and
WHEREAS, the Orange County Transportation Authority has developed the
Regional Traffic Signal Synchronization Master Plan to identify traffic signal
synchronization street routes and traffic signals within and across jurisdictional
boundaries, and defines the means of implementing the Regional Traffic Signal
Synchronization Program; and
WHEREAS, the City Council previously approved Resolution No. 2010 -130
adopting a Local Signal Synchronization Plan for the City of Newport Beach; and
WHEREAS, the Newport Boulevard Corridor Synchronization Projects will
continue the existing traffic signal coordination along Newport Boulevard in the City of
Newport Beach across jurisdictional boundaries;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH DOES RESOLVE AS FOLLOWS:
Section 1. The City Council supports the application by the City of Costa Mesa
for OCTA Measure M2 Traffic Signal Synchronization Program funding for the Newport
Boulevard Corridor Synchronization Project.

Section 2. The City of Newport Beach agrees to provide matching funds
estimated at $95,000 and in -kind services for Primary Implementation and Ongoing
Maintenance and Monitoring of the project corridor.
Section 3. The City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
Section 4. This resolution shall become effective immediately upon its passage
and adoption.
I HEREBY CERTIFY that the foregoing resolution was duly and regularly
