Supplemental Report
The previous staff report recommends selecting 6 of the development teams who
responded to the Request for Qualifications (RFQ) to proceed to the next phase of the
process where development proposals will be requested. One of the teams
recommended, Archstone, has submitted the attached letter withdrawing from the RFQ
process. Staff believes the next most qualified candidate to replace Archstone is Olen
Properties Corporation.

As of a date following our response to RFQ No. 13 -16, Archstone is under contract to
be acquired. Due to the uncertainty surrounding this potential transaction, Archstone will
not be preparing a proposal for the Reuse of the Existing City Hall Property and is
formally withdrawing from the RFQ 13 -16 process.
