ABSTRACT:
On October 10, 2012, the City issued Request for Qualifications ( "RFQ ") No. 13 -16 for
the existing City Hall property located in Lido Village. In response to the RFQ, the City
received a total of 15 Statements of Qualifications for the development of either a
boutique hotel or residential and commercial mixed -use project. The Ad Hoc
Revitalization Committee and staff are recommending that a select number of the RFQ
respondents be invited to participate in the next step of the process, which is to prepare
a development proposal.
RECOMMENDATION:
Direct staff to prepare a Request for Proposals for either a residential /commercial
mixed -use project or hotel project and invite the following entities to submit a proposal:

DISCUSSION:
The City received 15 Statements of Qualifications in response to the RFQ that was
issued on October 10, 2012. The RFQ indicated that the City of Newport Beach was
interested in a mixed -use development composed of either a residential /commercial
project or a hotel project on the 4 -acre City Hall site. Either project would be required to
reflect the community's very high standards for design quality, aesthetics, and amenities
and expectations to serve as a significant catalyst to the revitalization of the overall Lido
Village area. The responders did indicate whether they were interested in either a hotel
or residential mixed -use project or both, and there was strong representation in both
development categories. A list of the responders is contained in Attachment CC -1 and

The Ad -Hoc Neighborhood Revitalization Committee ( "Committee ") and staff evaluated
each submittal in terms of its responsiveness to the RFQ, the overall qualifications and
relevant project experience of the development team, demonstration of experience with
ground -lease projects, and overall financial capabilities. At the completion of the
review, the Committee and staff selected the three top responders for each of the two
development scenarios.
The Committee and staff believe that given the very strong interest and qualification
statements for both development concepts, it is premature for City Council to select a
preferred land use at this time. Therefore, it is recommended that Council direct staff to
prepare a Request for Proposals and invite the following entities to respond:

Staff expects to issue the RFP at the end of January with responses due back within 60-
90 days. Staff believes that RFP process will provide sufficient information to the City
Council and community for selecting a preferred development concept and
corresponding development team.
The proposed amendments to the City's General Plan, Coastal Land Use Plan, and
Zoning Ordinance for the City Hall property are scheduled for Planning Commission
consideration on January 17, 2013.

FUNDING REQUIREMENTS:
There is no fiscal impact related to this item. Should staff require additional technical
consulting assistance to evaluate proposals received, staff will identify funding needs as
necessary and request a budget amendment if funds within the current budget are not
available.
ENVIRONMENTAL REVIEW:
The preparation and issuance of a Request for Proposals is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
Future decisions to authorize redevelopment of the property including the pending
proposed amendments to the City's General Plan, Coastal Land Use Plan, and Zoning
Ordinance are subject to CEQA and will undergo environmental review prior to
completion.
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
