State CEQA Guidelines (Title 14, Division 6, Chapter 3) Section 15124 describes the project
description for an Environmental Impact Report.
Working Project Description as of July 2020
1.Housing Element - Review and update the Housing Element consistent with applicable State
laws. The update will include the preparation of a housing opportunity sites listing consistent
with applicable State law and State Department of Housing and Community Development
(HCD) guidelines to accommodate the City’s portion of the 6th cycle Regional Housing Needs
Assessment (RHNA) for all income categories.
2.Land Use Element - Review and update the Land Use Element as necessary in conjunction
with the Housing Element Update to ensure consistency between the two elements.
3.Circulation Element - Review and update the Circulation Element consistent with applicable
State laws to meet the mobility need the Newport Beach community.
4.Environmental Justice - Develop and adopt environmental justice policies pursuant to
Government Code Section 65302(h).
