To this end, the meeting will be conducted in the City Council Chambers. The applicant(s) and the public can participate in person in the Civic Center Community Room, which will have the large walls open. They will be required to maintain a minimum of 6 feet separation and only 10 people will be permitted in the Room at a time. Based on recent guidelines from the OC Health Agency, face coverings are required. If you choose not to attend this meeting in person, you can participate via the following option: 1.You can submit your questions and comments in writing for the Zoning Administrator to consider. Please send them to the Community Development Department (CDD@newportbeachca.gov) by Wednesday, August 12, 2020 at 12:00 p.m. to give the Zoning Administrator time to consider your comments. All written communication will be made part of the record. Brown Act. Among other things, the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Zoning Administrator may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Recommended Action 1.Approve and File IV.PUBLIC HEARING ITEMS Daniels Residential Condominiums Tentative Parcel Map No. NP2020-009 and Coastal Development Permit No. CD2020-061 (PA2020-120) Site Location: 1313 West Bay Avenue 2. Project Summary A request for a tentative parcel map and coastal development permit for condominium purposes. An existing single -family residence and detached two -car garage have been demolished and a new residential duplex is under construction pursuant to Zoning and Building Code requirements and a categorical exclusion . Approval of the Tentative Parcel Map will allow each unit to be sold individually. No waivers of Title 19 (Subdivisions) are proposed. The Tentative Parcel Map also requires the approval of a coastal development permit (CDP) pursuant to Newport Beach Municipal Code (NBMC) Title 21 (Local Coastal Program Implementation Plan). Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel Map Permit No. NP2020-009 and Coastal Development Permit No. CD2020- 061. AT&T Small Cell SLC4735 Minor Use Permit No. UP2019-027 and Coastal Development Permit No. CD2020-101 (PA2019-108) Site Location: Public right-of-way, City streetlight number SLC4735, center median of Avocado Avenue at the intersection Kewamee Drive and Avocado Avenue 3. Project Summary A minor use permit (MUP) and coastal development permit (CDP) to allow the August 13, 2020 Page 3 Zoning Administrator Meeting installation of a small cell wireless facility on a City -owned streetlight pole. Project implementation will be fully contained within the public right -of-way in a median on Avocado Avenue near Kewamee Drive. The project includes the following: (1) Removal and replacement of an existing City streetlight; (2) Installation of a small cell wireless facility that consists of four remote radio units, a raycap disconnect, and an omni-directional antenna within a 12-inch diameter screening shroud. This equipment would be fixed to the top of the replaced streetlight pole for a maximum height of 27 feet, 5 inches; and (3) Establishment of support equipment below grade. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15302 and 15303 under Class 2 (Replacement or Reconstruction) and Class 3 (New Construction or Conversion of Small Structures), respectively, of the State CEQA (California Environmental Quality Act) Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment and the exceptions to the Class 3 exemption under Section 15300.2 do not apply; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2019-027 and Coastal Development Permit No. CD2020-101. V.PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Zoning Administrator has the discretion to extend or shorten the speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers.
