I. CALL TO ORDER – The meeting was called to order at 10:00 a.m. Staff Present: Jaime Murillo, Zoning Administrator (remote) David Lee, Associate Planner (remote) II. REQUEST FOR CONTINUANCES None. III. APPROVAL OF MINUTES ITEM NO. 1 MINUTES OF JULY 16, 2020 Action: Approved as amended. IV. PUBLIC HEARING ITEMS ITEM NO. 2 Kassabian Residence Coastal Development Permit No. CD2020-056 (PA2020-058) Site Location: 1417 East Bay Avenue Council District 1 David Lee, Associate Planner, provided a brief project description stating that the request is for the demolition of an existing single-family residence and construction of a new 6,167-square-foot single-family residence with an attached 751-square-foot, three-car garage. Mr. Lee explained that the proposed project complies with all Title 20 and Title 21 development standards. Mr. Lee discussed the history of the existing wooden bulkhead on-site, and that it is to remain. In addition to the existing bulkhead, the applicant is proposing to construct an additional new bulkhead at the edge of a new patio. Mr. Lee provided details of the new bulkhead height and its compliance to the low-risk and medium-high risk aversion standards for sea level rise. Finally, Mr. Lee discussed that the proposed project has no impact to public access or public views. The Zoning Administrator asked staff to address proposed walls on the plan which are shown to be over-height. Mr. Lee responded that the applicant has agreed to lower the walls during the plancheck process, and that a condition of approval will be added to ensure that the walls comply with the height limitations. The Zoning Administrator discussed questions that were submitted from Jim Mosher. The Zoning Administrator asked staff if the proposed improvements are within the City’s jurisdiction. Mr. Lee stated that the project is within the City’s jurisdiction. The Zoning Administrator asked staff to make various revisions for typos to the Final Resolution. Finally, the Zoning Administrator asked staff if any changes are necessary to the Final Resolution to address the change in the appeals process. Mr. Lee responded that no changes are necessary. Applicant Elizabeth Hanna of Brandon Architects, on behalf of the owner, stated that she had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. Action: Approved as amended. ADJOURNMENT The hearing was adjourned at 10:11 a.m. The agenda for the Zoning Administrator Hearing was posted on July 23, 2020, at 1:15 p.m. on the digital display board located inside the vestibule of the Council Chambers at 100 Civic Center Drive and on the City’s website on July 23, 2020, at 1:30 p.m.
