The City's animal shelter has been operated from private animal
hospitals in the area for at least the last twenty-five years.
Since 1979, the City has had an agreement with Newport Harbor
Animal Hospital at 125 Mesa, Costa Mesa, to operate the animal
shelter. In November of last year the City was requested by Newport
Harbor Animal Hospital to relocate its shelter operations.
Since November, the animal control section of the police department
has contacted Newport Beach and Costa Mesa area animal hospitals,
the City of Irvine animal shelter and Orange County animal shelter
for proposals to operate our animal shelter. The City received
proposals from Dover Shores Pet Care.Center and the Orange County
Animal Shelter.
Discussion
The County's proposal provides that the shelter be operated at 561
City Drive South, Orange, at an estimated $37,000 annual cost to
the City. The City would surrender control over the method by which
services are provided, the standard of performance and any other
matters incidental to the performance of the shelter's operations.
City animal control officers, as well as Newport Beach residents,
would be required to travel to the city of Orange for shelter
transactions.
Dover Shores Pet Care Center proposes to operate the animal shelter
from its facilities at 2075 Newport Boulevard, Costa Mesa, for
$31,000 annual cost to the City. The City would retain
administrative control of the shelter's operations. The facility is
approximately the same distance from the City as Newport Harbor
Animal Hospital.
Recommendation
The Police Department and this office have reviewed the proposals
submitted by Dover Shores Pet Care Center and the Orange County
Animal Shelter, and recommend the City Council authorize the City
Attorney prepare an agreement with Dover Shores Pet Care Center to
operate the animal shelter.
