Mr. Chair and Distinguished colleagues, I look forward to being an
attentive listener and learner at this evening’s meeting.
May I share a few comments/suggestions (although I am
beyond the preferred closure time). Mea culpa:
·Draft Minutes. Although it is something of a government
tradition to not release draft minutes until the agenda package for the
next regular meeting, may I encourage you to release them as
reasonably soon as possible after your meeting. Even with proceedings
on line, the “semi-official” written account of what actually took place is
easier to assimilate and share with other interested stakeholders.
More than a month will pass between meetings. Sharing and caring about
the public’s business helps foster transparency and good will
·Subcommittee Progress Reports. Apparently just verbal for
now? If there are 11th hour written materials I hope they would be
made available on line
·Requested Number of Units. I take it that it is clear there is
not a legislative remedy this Sacramento session to easing the
compliance date(s) or total number of units mandated. Perhaps
something in a budget trailer bill - and then again perhaps not, except
for “hardship” jurisdictions.
·Roadmap to compliance. Still a work in progress. Our private
research on the CdM R-2 zone, for instance, shows daunting challenges
for providing even the most modest ADU when CCC limitations are
factored in to the equation. We are certainly looking forward to the
geographic subcommittee reports.
·Affordability Options/Opportunities. ‘Very much looking
forward to the comments of your distinguished subcommittee. They
have their work cut out for them.
