TITLE: Concrete Alley and Street Replacement — Award of Contract
No. 7753-2 (21 R07)
ABSTRACT:
Staff has received construction bids for the Concrete Alley and Street Replacement
project and requests City Council's approval to award the construction contract to S&H
Civilworks. This project will remove and reconstruct the existing deteriorated concrete
and/or asphalt alleys and streets that were affected by recent City water main
replacement and utility undergrounding projects.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301(b)(c), Class 1 (maintenance of existing public facilities
involving negligible or no expansion of use) of the CEQA Guidelines, because this
project has no potential to have a significant effect on the environment;
b) Approve the project plans and specifications;
c) Award Contract No. 7753-2 to S&H Civilworks for the total bid price of $1,288,025,
and authorize the Mayor and City Clerk to execute the contract;
d) Establish a contingency of $129,000 (approximately 10 percent of total bid) to cover
the cost of unforeseen work not included in the original contract; and
e) Approve Budget Amendment No. 21-016 appropriating $122,671 in increased
expenditures in Account No. 65802-941003 from Assessment District 117
unappropriated fund balance.

FUNDING REQUIREMENTS:
Upon approval of the proposed budget amendment, sufficient funding is available within
the current Capital Improvement Program budget for award of this contract. The budget
amendment appropriates $122,671 in increased expenditures in AD Street Rehabilitation
Account No. 65802-941003 from the interest income in Assessment District 117
unappropriated fund balance. Streets and alleys included in this project have been
impacted by recently completed City water main replacement and utility undergrounding
projects and require restoration. The following funds will be expensed:

The City received 15 bids for this project. The low bidder, S&H Civilworks, possesses a
California State Contractor's License Classification "A", as required by the project
specifications. A review of references for S&H Civilworks shows satisfactory completion
of similar contracts for the City and other municipalities.
The low bid was six percent below the Engineer's Estimate of $1,370,000.00. The minor
disparity between the bid price and the Engineer's Estimate is primarily due to the slightly
lower unit cost for the fiber reinforced concrete alley paving items.
The streets and alleys included in this project have been impacted by recently completed
City water main replacement (Lido Village and West Newport Water Main Replacement)
and utility undergrounding (Utilities Undergrounding Assessment District No. 117 in CdM)
projects. These streets and alleys have been trenched and temporarily backfilled with
asphalt and now require permanent restoration. The proposed project includes removing
the existing alley and street pavement, constructing new concrete alleys and streets,
reconstructing deteriorated/damaged concrete alley approaches, sidewalks, and curbs
and gutters, installing new pavement striping, and performing other appurtenant and
incidental items of work.
Pursuant to the Contract Specifications, the Contractor will have 80 consecutive working
days to complete the work. Work is scheduled to start in November 2020.
Project plans and specifications will be available for review at the October 13, 2020, City
Council Meeting.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301(b)(c), Class 1,
(maintenance of existing public facilities involving negligible or no expansion of use), of
the CEQA Guidelines, because this project has no potential to have a significant effect
on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
