As shown in the staff report, "This year, due to the COVID-19 Pandemic and an unseasonably early -to -long summer, staff has seen a large increase in refuse in our beach areas as a result of a high number of visitors and stay -home residents. By increasing Rainbow to a seven day a week schedule and adding more of their large beach carts, as well as supplementing trash pickup and collection service with City staff, we were just able to keep up with the daily amount of refuse generated." The service is particularly more important now because: • The takeout trend is predicted to stay, even though it means more trash. • NGOs are challenged by lack of funding to organize cleanups. OC Register reported on 10/8: this year's Coastal Cleanup Month had 10,000 volunteers, picked up close to 70,000 pounds of trash; last year's Coastal Cleanup Day had 75,000 volunteers, picked up 900,000 pounds trash. "Staff recommends City Council approve Amendment No. Two for the Rainbow Beach Container Refuse Collection contract and increase the total not -to -exceed amount by $400,000, placing the new contract total at $1,897,624.30, and extending the term by two years to December 31, 2022." Adding $200,000 a year to a trash service contract. If I recall correctly, the original amount was not far from $100,000 a year. On 3/24, in the staff report for council agenda item #7 on the trash wheel, it was estimated 25-50 tons of trash would be removed per year at $3,000 to $5,000 per ton, So the range would be $75,000 - $250,000 a year. The comparison is another proof that Newport Beach must take action to reduce local trash to reduce the cost of cleanups. On 10/1, the water quality committee re -approved to send the Trash and Toxics Reduction Ordinance to city council. Please don't resist. Thanks!
