Item IV.a. MINUTES OF OCTOBER 7, 2020 MEETING

Page 1, Item III, paragraph 1, sentence 1: “Jim Mosher noted the City Council has amended the
General Plan and approved a development agreement for a developer to build housing that
does not include require low-income or very-low income units on property adjacent to the
Airport.”
[This oral comment referred to a more detailed written comment I submitted regarding the
Council’s September 22 approval of Newport Airport Village, which includes an affordability
requirement that can be satisfied, at the developer’s discretion, by building 10% moderate or
10% low or 5% very-low income units. My oral comment attempted to emphasize that
depending on that choice, the ultimate project could “include” low-income or very-low income
units, but none is required (should the moderate income option be chosen)]
Page 6, paragraph 5, sentence 2: “He calculated a developer's loss in constructing a
hypothetical one-bedroom apartment unit at 50-60 permit percent AMI in Huntington Beach
and in Newport Beach.” [?]
