TITLE: Central Library Chiller Maintenance and Condenser Replacement/
Relocation — Notice of Completion of Contract No. 7776-1 (20F02)
ABSTRACT:
On February 11, 2020, City Council awarded Contract No. 7776-1 for the Central Library
Chiller Maintenance and Condenser Replacement/Relocation project to Mesa Energy
Systems, Inc. The work is complete and staff requests City Council acceptance and close
out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

Funds for the construction contract were expended from the following accounts:

The project included replacement of the Central Library chiller unit condenser fins, piping
throughout the chiller yard, replacement of the chiller pumps, construction of a concrete
pad for a new condensing unit, furnishing, delivering, and installing a new condensing
unit, and various piping and electrical modifications at the Central Library.
The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:

The final contract cost was $316,845, which was approximately 4.7 percent higher than
the original bid amount. The overall project cost increase was due to the replacement of
additional worn out components that were discovered during the construction to prevent
future failure of the system.
A summary of the project schedule milestones is as follows:

The completion of construction was delayed by approximately two months as a result of
manufacturing issues related to COVID-19. The work restrictions placed on the
manufacturing facility reduced the number of available shifts and increased the lead time
for manufacturing the condenser unit.

ENVIRONMENTAL REVIEW:
On February 11, 2020, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1 (maintenance
of existing public facilities involving negligible or no expansion of use) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
