Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Andy Tran, Senior Civil Engineer, atran@newportbeachca.gov PHONE: 949-644-3315 TITLE: Bonita Canyon Drive and Ford Road Pavement Rehabilitation — Notice of Completion for Contract No. 7758-2 (19R22) ABSTRACT: On May 12, 2020, City Council awarded Contract No. 7588-2 for the Bonita Canyon Drive and Ford Road Pavement Rehabilitation project to R.J. Noble Company. The work is complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. This Program promotes the use of rubberized asphalt concrete made from recycled waste tires generated in California. The Program aims to decrease the adverse environmental impacts created by disposing and stockpiling of waste tires. Through the Program, the City will be reimbursed $7 per ton of rubberized asphalt concrete used on this project. The total amount of grant funding from this Program is $59,219.93 for this contract. DISCUSSION: Overall Contract Cost/Time Summary Awarded Final Cost at Contingency Actual % Due to % Due to Contract Amount Completion Allowance Contract Directed Unforeseen Change Change Change $2,252,925.00 $2,193,483.30 10% or less -2.7% -0.3% -2.4% Allowed Contract Time + 60 Actual Time -11 Approved Extensions (days) = Under (-) or Over (+) This project included mobilization, traffic control, survey monument restoration, utility coordination and verification, removal of existing areas of failed roadway pavement, subgrade preparation, cold milling, grinding of existing asphalt pavement, construction of asphalt concrete pavement, asphalt rubberized hot mix pavement, concrete curb ramps, concrete curb and gutters, concrete sidewalks, minor landscaping and irrigation repairs, utility adjustments, traffic signage improvements, and pavement striping. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: Actual Cost of Bid Items Constructed: Total Change Orders: Final Contract Cost: $ 2,252,925.00 $ 2,122,598.95 $ 70,884.35 $ 2,193,483.30 The final contract cost was $2,193,483.30, which was approximately 2.7 percent lower than the original bid amount. This cost decrease was primarily due to the field measured rubberized asphalt concrete quantity being lower than the estimated quantity. There were six contract change orders approved for the project, which included increased quantities for concrete sidewalk removal and replacement, installation of new traffic signal conduit, adjustment of utilities, and installation of traffic detector loops. During construction an existing City streetlight pole foundation failed, and the pole fell, cracking several existing sidewalk panels along Ford Road, thus necessitating replacement of the damaged concrete sidewalk. Additionally, a segment of existing traffic metal signal conduit on Ford Road required replacement after the conduit was found to be highly corroded and unserviceable. Lastly, staff identified the need for some additional traffic signage within the project limits. 8-2 Bonita Canyon Drive and Ford Road Pavement Rehabilitation — Notice of Completion for Contract No. 7758-2 (19R22) October 27, 2020 Page 3 A summary of the project schedule milestones is as follows: Estimated Start of Construction per Annual Baseline Schedule 06/01/2020 Actual Start of Construction Per Notice to Proceed 06/08/2020 Extended Contract Completion Date Inclusive of Extra Work 08/31/2020 Actual Substantial Construction Completion Date 08/14/2020 This project was completed ahead of schedule. It was noted that the contractor was able to complete the work with minimal traffic delays as a result of the unusually light traffic volume associated with the current COVID-19 pandemic conditions. ENVIRONMENTAL REVIEW: On May 12, 2020, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(b)(c), Class 1, (maintenance of existing public facilities involving negligible or no expansion of use), of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
