Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: Balboa Crossing Improvement Project — Award of Contract No. 7288-2 (19T11) ABSTRACT: Staff has received construction bids for the Balboa Crossing Improvement Project and requests City Council approval to award the construction contract to GMC Engineering, Inc. The project consists of removal and reconstruction of sidewalk and drainage improvements, pavement refurbishment, landscape improvements, signing/striping and traffic signal improvements on the Balboa Peninsula at 26th and 28th streets. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (minor alteration of existing public facilities such as existing highways and streets, sidewalks, and gutters involving negligible or no expansion) of the CEQA Guidelines; b) Approve project drawings and specifications; c) Award Contract No. 7288-2 to GMC Engineering, Inc. for the total bid price of $880,000.10, and authorize the Mayor and City Clerk to execute the contract; and d) Establish $88,000 (approximately 10 percent) contingency to cover the cost of unforeseen work not included in the original contract. FUNDING REQUIREMENTS: The adopted FY 2020-21 Capital Improvement Program budget includes sufficient funding for the award of this contract. Funding provides for crosswalk and pavement enhancements as well as Fire Station No. 2 roadway frontage improvements and parking mitigation. Also included in the contract is installation of a new traffic signal at the intersection of South Newport Boulevard and 28th Street, which is an integral part of Fire Station No. 2 operations. DISCUSSION: This is the third phase of a larger project to enhance crosswalks on the Balboa Peninsula. This project implements various crosswalk enhancements, striping and pavement markings, signal and street improvements on Balboa Boulevard and Newport Boulevard at 26th and 28th streets. At 10 a.m. on October 21, 2020, the City Clerk opened and read the following bids for this project: BIDDER Low GMC Engineering Inc. 2nd All American Asphalt 3rd Excel Paving 4th Los Angeles Engineering, Inc. 5th Hardy & Harper, Inc. 6th Wright Construction Engineering Corp 7th Aid Builders, Inc. 8th Aramexx Group Inc. TOTAL BID AMOUNT $ 880,000.10 $ 960,000.00 $ 989,681.72 $ 993,581.80 $1,060,000.00 $1,073,730.90 $1,149,531.00 $1,399,492.72 The apparent low bidder for this project, GMC Engineering Inc, submitted a bid approximately 8% percent less than the Engineer's Estimate of $950,000. GMC Engineering Inc. submitted all the necessary forms and possesses a Classification "A" License as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for other public agencies. 7-2 Balboa Crossing Improvement Project — Award of Contract No. 7288-2 (19T11) November 10, 2020 Page 3 Work necessary to complete this contract consists of removal and reconstruction of approximately 3,345 square feet of sidewalk; removal and reconstruction of seven sidewalk curb ramps and creating two new curb ramps; removing and replacing concrete driveways; removing and replacing a concrete cross gutter and spandrel; removing and reconstruction of a new catch basin, constructing new curb inlets, removing and replacing street pavement within selected areas of the work limits; removing and replacing all street markers, striping, and painting; installing a new traffic signal; removing and replacing street signage and appurtenances in the field and other incidental items to complete the work in place as required by the contract documents. GMC Engineering Inc. will have 90 consecutive working days to complete the work once given the notice to proceed. Initial work is expected to begin as soon as November 2020. Project drawings and specifications will be available for review at the November 10, 2020, City Council meeting. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (minor alteration of existing public facilities such as existing highways and streets, sidewalks, and gutters involving negligible or no expansion) of the CEQA Guidelines. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
