TITLE: Slurry Seal Program — Notice of Completion for Contract No. 7681-1
(Project No. 20R04)
ABSTRACT:
On April 14, 2020, City Council awarded Contract No. 7681-1 for the Slurry Seal Program
project to Roy Allan Slurry Seal, Inc. to undertake street slurry sealing work within the
Harbor View, Newport Ridge and Newport Coast communities. The work is complete and
staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

This project included distributing construction notices, clearing existing pavement of
debris, soils and other loose materials; removing existing traffic striping, pavement
markings, and raised pavement markers; weed removal and crack sealing; edge grinding;
placing asphalt slurry seal; placing asphalt seal coat, installing new traffic striping,
pavement markings and raised pavement markers; and other incidental items of work
necessary to complete the work within the Harbor View, Newport Ridge and Newport
Coast communities. The project also included seal coating and striping the Central
Library/Civic Center parking lots.
The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:

The final contract cost was $1,067,358.24, approximately 1.4 percent lower than the
original bid amount. This cost decrease was primarily due to removing the police station
parking lot seal coat work due to conflicts with upcoming construction plans.
The original schedule was extended a bit when the City postponed slurry seal activities
in Corona del Mar this past May and June due to concerns that many residents were
staying home during the COVID-19 pandemic and parking enforcement was suspended.
This work in Corona del Mar by the Contractor later resumed on June 23rd when the City
determined that the parking disruption would have less impact on residents then originally
believed.

This year's slurry seal program began during the COVID-19 pandemic. Staff coordinated
with the Contractor to work around residential parking needs while staying at home. As
a result, the Contractor was allowed additional time to complete the work.
ENVIRONMENTAL REVIEW:
On April 14, 2020, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1 (maintenance
of existing public facilities involving negligible or no expansion of use) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
