Staff has received construction bids for this year's Concrete Replacement Program
project and requests City Council's approval to award the construction contract to S & H
Civilworks. This project will replace deteriorated concrete sidewalks, driveways, curbs
and gutters and access ramps in the Balboa Peninsula, Lido Isle and Newport Shores
neighborhoods.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301(c), Class 1 (maintenance of existing public facilities
involving negligible or no expansion of use) of the CEQA Guidelines, because this
project has no potential to have a significant effect on the environment;
b) Approve the project plans and specifications;
c) Award Contract No 7892-1 to S & H Civilworks for the total bid price of $680,000, and
authorize the Mayor and City Clerk to execute the contract; and
d) Establish a contingency of $68,000 (10 percent of total bid) to cover the cost of
unforeseen work not included in the original contract.
FUNDING REQUIREMENTS:
Sufficient funding is available in the current Capital Improvement Program budget for the
award of this contract. The following fund will be expensed:

Staff recommends establishing $68,000 (10 percent of total bid) for contingency purposes
and unforeseen conditions associated with construction.
DISCUSSION:
At 10 a.m. on October 29, 2020, the City Clerk opened and read the bids for this project:
The City received eight bids for this project. The low bidder, S & H Civilworks, possesses
a California State Contractor's License Classification "A", as required by the project
specifications. A review of references for S & H Civilworks shows satisfactory completion
of similar contracts for the City and other municipalities.
The low bid was 0.7 percent below the Engineer's Estimate of $685,000. The bid was
very competitive as concrete prices have been trending up in recent months due to
cement supply disruptions from the COVID Pandemic, wildfires and rolling blackouts.
The proposed project includes replacement of deteriorated concrete sidewalks,
driveways, curbs and gutters, and access ramps within the Balboa Peninsula, Lido Isle
and Newport Shores neighborhoods.
Pursuant to the Contract Specifications, the Contractor will have 90 consecutive working
days to complete the work. Work is scheduled to start in January 2021 at the beginning
of the new year.
