TITLE: Corporation Yard Re -Roofing Project — Award of Contract No. 7880-1
ABSTRACT:
The City has a Facilities Maintenance Master Plan (FMMP) to address major capital
maintenance needs for various City buildings and facilities. In association with this plan,
several building roofs at the City's Corporation Yard were inspected and scheduled for
replacement. Staff has received bids for the Corporation Yard Re -Roofing Project and is
requesting City Council approval to award the work to Chapman Coast Roof Co., Inc.
(Chapman) of Fullerton, CA.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301—Class 1 (rehabilitation of deteriorated facilities) of the
CEQA Guidelines, because this action results in no expansion of an existing use;
b) Approve the project drawings and specifications;
c) Award Contract No. 7880-1 to Chapman for the total bid price of $521,328, and
authorize the Mayor and City Clerk to execute the contract; and
d) Establish a contingency amount of $53,000 (approximately 10 percent) to cover the
cost of unforeseen work not included in the original contract.
FUNDING REQUIREMENTS:
Sufficient funding is available in the Capital Improvement Program budget for the award
of this contract. Funds will be expensed from the Facilities Maintenance Master Plan
Account (57101-980000-21F02).

DISCUSSION:
As part of the Facilities Maintenance Master Plan (FMMP), the City's Corporation Yard
roofs were inspected. Buildings A, B, C, D and H had roofs identified as needing
replacement. Buildings C and D roofs were replaced during a previous project, completed
in July 2020. Staff developed the necessary plans to replace the roofs of Buildings A, B,
and H and put the project out for public bids.
At 10 a.m. on October 14, 2020, the City Clerk opened and read the following bids for this
project:
The City received eight bids for this project. The base bid amount submitted by the low
bidder, Chapman, is approximately 1.8 percent more than the Engineer's Estimate of
$512,000. This increase may be accounted for in Addendum No. 1 where the demolition
of the Building A roof was switched to Saturday work to minimize the disruption to the City
staff working in that building. Chapman possesses a valid and current California State
Contractor's License C-39 (Roofing Contractor), as required by the Contract Documents.
A check of the Contractor's references indicates satisfactory completion of similar projects
for public agencies.
The work necessary for the completion of this contract consists of removing existing roof
systems, installing new built-up roof systems and replacing vents, scuppers and skylights
on Buildings A, B and H at the Corporation Yard located at 592 Superior Avenue.
Pursuant to the Contract Documents, the Contractor will have 80 consecutive working
days to complete the work.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15301 —Class 1 (rehabilitation of
deteriorated facilities) of the CEQA Guidelines, California Code of Regulations, Title 14,
Chapter 3, because it has no expansion of an existing use.
