Included information: The Report includes a scope of services, with billing rates for each provider, and some background on when the services are used. Incomplete/ Missing Information. 1. The report does not provide detailed information on past history and projected service usage, "Based on the number of personnel, the proposed billing rates and the average rate of services (annual physicals, skin screenings and miscellaneous test/services), the Fire Department anticipates the following need for medical services over a five-year period: Newport Center Medical Group $400,000, Hoag Executive Health $10,000, and Marque Medical Clinic, Inc. $40,000. These rates are comparable to what the department has paid in the past." While the Staff Report specifies an Anticipated Spend $ amount for each provider, (For example, Newport Center Medical Group is receiving a $400,000 contract,) the Staff Report is missing key information about usage patterns. It does not include information on past usage, by type of service for needed context, such as: • # of people who used each service. # of tests performed by each provider in the past, by type of test; • Ownership information for each clinic. • Key: Personnel, i.e. Key managers assigned to the contracts, type of medical staffing. o (On Marquee, for example, CEO is listed for signature purposes, but the CEO is generally not assigned to manage a contract.) In other words, given past history with these providers, what are the " ...number of personnel, the proposed billing rates and the average rate of services (annual physicals, skin screenings and miscellaneous test/services)". 2. Rates: "These rates are comparable to what the department has paid in the past." The past may be useful, but it is not prescriptive in this case. Have these rates been benchmarked? What are cost benchmarks for similar services, (for example, from a City's insurance carrier, Firefighting Associations, Police Officer Associations, or other professional sources.
