On March 12, 2020, Governor Newsom issued Executive Order N-25-20, which allows the Board of Library Trustees to attend Board of Library Trustees meetings by electronic means. Please be advised that to minimize the spread of COVID-19, Board of Library Trustees may attend this meeting either electronically or telephonically. Also, please be advised that on March 17, 2020, Governor Newsom issued Executive Order N-29-20, which allows for the public to participate in any meeting of the Board of Library Trustees telephonically or by other electronic means. Given the health risks associated with COVID-19, the City of Newport Beach will conduct this meeting via Zoom. Brown Act. Among other things, the Brown Act requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Board of Library Trustees and items not on the agenda but are within the subject matter jurisdiction of the Board of Library Trustees. AYES: Watkins, Coulter, Kost, Glabman NOES: ABSTENTIONS: Ray ABSENCES: XII.CURRENT BUSINESS A.Items for Review 7.Media Lab Use PolicyStaff requests that the Board review the Media Lab Use Policy (NBPL 6) and approve suggested changes Library Services Director Tim Hetherton explained that staff is satisfied with the current Media Lab Use Policy and believed it served the public well. The point of the policy is to make sure that there is fair and equal access to the resources that are in the lab. Two minor changes to the policy will be in section three, replacing the word “customer” with “patron” and replacing the word “consider” to “deemed”. In response to Chair Watkins’ question, Library Services Director Hetherton agreed that there are no significant changes to the Media Lab Use Policy other than the word cleanup mentioned. Motion made by Vice Chair Coulter, seconded by Board Member Glabman, and carried (5-0-0-0) to approve the Media Lab Use Policy with minor word revisions. 5 Board of Library Trustees Meeting Minutes November 16, 2020 Page 3 AYES: Watkins, Coulter, Kost, Glabman, Ray NOES: ABSTENTIONS: ABSENCES: 8. Sound Lab Use Policy Staff requests that the Board review the Sound Lab Use Policy (NBPL 7) and approve suggested changes Library Services Director Hetherton explained the Sound Lab Use Policy works well and moderates the use of the Sound Lab ensuring fair access to all available amenities. Two minor changes to the policy will be replacing the word “customer” with “patron” and replacing the word “consider” to “deemed”. In response to Chair Watkins’ question, Library Services Director Hetherton agreed that there are no significant changes to the Sound Lab Use Policy other than word cleanup. Motion made by Vice Chair Coulter, seconded by Board Member Glabman, and carried (5-0-0-0) to approve the Sound Lab Use Policy with minor word revisions. AYES: Watkins, Coulter, Kost, Glabman, Ray NOES: ABSTENTIONS: ABSENCES: 9. Lecture Hall Update Staff will report on activities related to the Library Lecture Hall project. Board Member Ray reported the Lecture Hall subcommittee is now meeting regularly and working with Architect Robert Coffee and his team on the Library Lecture Hall project. Many topics and details have been discussed including bringing in natural light to the building and considering a lobby. Final drawings are not available as of yet. The parking lot will be reconfigured to be located to the left of the entrance. Landscaping is still a work in progress. The next meeting is open to the public and is scheduled for December 7, 2020, at 1:00 P.M. Zoom meetings can be arranged for Trustees who cannot attend the meeting. In reply to Chair Watkins’ inquiry, Board Member Ray indicated fundraising in the current environment, with the pandemic, is not ideal. NBPL Foundation President Karen Clark explained it would not be appropriate to fundraise until finalized plans are available. Plans should become available by spring 2021. In response to Vice Chair Coulter’s question, Board Member Ray stated the meeting will be held at 1:00 P.M. and typically runs about an hour to an hour and a half long. 10. COVID-19 Update Staff will update the Trustees on the Library’s modified activities during COVID-19. Library Services Director Hetherton shared news of the County being moved back to the purple tier on the day of the meeting. Since the reopening of the Library on September 6 Board of Library Trustees Meeting Minutes November 16, 2020 Page 4 21, circulation has increased by 10,000 items from the previous month. Virtual programming is popular with over 5,000 views. Public computers are being utilized, but daily visits have decreased which reflects good judgment and caution by residents. The walk-in count at the Central Library has decreased 94 percent. The Library will still operate with modified services at 25 percent capacity despite the change to purple tier restriction. In reply to Board Member Glabman’s question, Library Services Director Hetherton shared the Central Library opened approximately two to three weeks prior to City Hall and the County was in the purple tier at that time. The Library has stayed at 25 percent capacity since its reopening. If new guidelines and restrictions are given by the State and/or County, the Library will stay proactive and continue to provide services under the new guidelines. In answer to Secretary Kost’s inquiry, Library Services Director Hetherton stated he did not believe other branches would be able to open while being in the purple tier. The staff takes up a large percentage, of the limited capacity, that would be allowed at the other branches. Mariners Branch would be the next to open once the allowed capacity increases. Corona del Mar and Balboa are much smaller in building size and would have difficulty complying with capacity restrictions. 11. Library Services Report of Library issues regarding services, patrons and staff. Library Services Director Hetherton honored John Stahr as a large part of the Library. The ballot box located on the side of the Library was a very successful amenity for the public to use. The Corona del Mar Branch was featured in the November issue of Library Journal. Holiday hours will still include curb-side pickup and closing time changed to 6:00 P.M. during the week. B. Monthly Reports 12. Library Foundation Liaison Reports A. Library Foundation Board – Report of the most recently attended meeting. Board Member Ray reported the Wish List check for $88,000 was presented to City Council on October 27, 2020. In early October, the Library Foundation sent out the annual “Why is the Library like a Ticket to Everywhere” with responses and donations already coming in. Virtual programming is doing well with the success of the Studio Chat series, Medicine in Our Backyard, and the new virtual programming Stories from the Sea: An Oral History Project. Membership renewals have come in with many expressing their appreciation for the curb-side services, eBranch offerings, and virtual programming. B. Library Live Lectures Committee – Report of the most recently attended meeting. Board Member Glabman reported that four Library lectures are scheduled for the upcoming season of Library Live. 7 Board of Library Trustees Meeting Minutes November 16, 2020 Page 5 C. Witte Lectures Committee – Report of the most recently attended meeting Secretary Kost reported the last meeting was held on November 10, 2020, to review the schedule. P.J. O'Rourke will be replacing Jeffery Toobin on the schedule for January. Prices for events will be $35 for non-members and $30 for members. The sponsorship goal of $75,000 was already hit and currently stands at $76,500. The new primary sponsor for the Bookmark is Knightsbridge Wealth Management. Currently the committee is in the process of putting together a lineup for the 2022 Witte Lecture Series. In response to Chair Watkins’ question, Secretary Kost shared that he is not allowed to announce the names on the lineup. In reply to Board Member Ray’s inquiry, Secretary Kost indicated he was not certain when the lineup would be announced for the upcoming series. He believed social media would be utilized to promote the lectures when permitted. 13. Friends of the Library Liaison Report Trustee update on the most recently attended Friends of the Library Board meeting. Vice Chair Coulter shared the Friends of the Library are pleased to have the large room to use. The books are placed face up for viewing. A 50 percent off sale was held for members that resulted in $1,725. Cash, credits, debits, Amazon orders, and memberships totaled $14,180 for October. There are currently 802 members. The Friends are hosting a 3/$1 sale on paperbacks beginning November 16 through November 21. The Friends of the Library are moving forward and trying their best to raise money for the Library. 14. Literacy Services Liaison Report Trustee update on the most recently attended Literacy Services Advisory Board meeting Chair Watkins reported there are currently 70 active tutors, nine waiting, and several out due to the COVID-19 virus. There are 117 active learners with nine waiting to be assigned. The Happy Hour with Julia Phillips was successful. A member of the Newport/Mesa ProLiteracy Group created a quilt and virtually presented it to Julia Philips. The next Happy Hour is scheduled for February 20, 2021. You can turn this feature on in the catalog and it will save your checkout history going forward. Once you log in, it is under “My Account” and then “Preferences”. Click on “Record my checkout history”. Do you remember any particulars about the book (e.g., characters, setting, even what the cover looked like or part of the author’s name)? We are in the first phase of re-opening which does mean limited capacity for the number of people in the building and is basically a “Grab and Go” situation meaning you may come into the building to look for books and other materials and check them out. We await new guidelines from County and State health officials to let us know when we may begin providing tables and seating again. The patio outside of the second floor entrance near City Hall does have a limited number of tables and chairs, but no power outlets. You can access the Wi-Fi from that area. I am using the Google-suggested password to sign on in Kanopy while using this library card number but am having difficulty. Is there anything you can do to see what the status of my new card is, and why it will not allow me to sign up for Kanopy? Thank you!Unfortunately, temporary card numbers are not compatible with our Kanopy service. You would need to come into the Central Library during open hours, Monday through Saturday from 9 a.m. to 6 p.m., in order to apply for a permanent card. I have since read it. Rather than donating it to the Friends bookstore, can I donate it to the library itself to help people who have holds on it get it sooner? If so, what is the process? I have done a search 2 ways, both by author - Anne Cleeland - and "everything" - Doyle and Acton. In both cases, items that are in no way related - videos with Fred Astaire and Dan Ackroyd, for example - are returned. In the case of the everything search, I get 50 items, the vast majority of which have nothing to do with Doyle and Acton. Subject heading tags are determined by OCLC with the Dewey Decimal System, a proprietary library classification system. The same heading, “illegal aliens – government policy” is utilized by the Library of Congress. Inside the book "Separated : inside an American tragedy", there is an area designated as "Library of Congress Cataloging-in-Publication". It is found on the back of the title page. Within that area is the author, title, publication data (place, publisher and date), as well as a list of Library of Congress Subject Headings, including “illegal aliens – government policy”. Typically, if OCLC or the Library of Congress determines a subject heading to be pejorative in nature, they change the heading to a more neutral term. No such determination has been made yet concerning “illegal alien”. Currently, the term is widely used in legal circles and the media, although there is some current advocacy for replacing the term with “undocumented immigrant”. In public libraries, it is simply an access point to locate materials by subject matter. The Library has attained 4 Star status, according to the 2020 Library Journal Index of Public Library Service and Star Library ratings. Based on data from 2018 and 7 indicators from the Institute of Museum and Library Services (IMLS) Public Library Survey (PLS) - usage of online content, physical circulation, circulation of electronic materials, library visits, program attendance, public internet computer use, and Wi-Fi sessions - the Newport Beach Public Library joins other top performing libraries in the $5M-$9.9M expenditure range as a 4 Star Library. NBPL is the sole Orange County public library to achieve this status, and 1 of 9 in the State of California. This is the 11th occasion in 13 years that NBPL has been honored in this manner. 4 Star status for 2020 is especially satisfying as NBPL was not awarded any stars in 2019. The Index of Public Library Service is compiled Keith Curry Lance, an independent consultant based in Boulder, Colorado, who conducts research on libraries of all types for Federal and State library agencies, State Library associations, and other library-related organizations. For the 2020 index, Mr. Lance has addressed the problem of awarding stars to libraries with extraordinarily high statistical outliers. The best course to ensure star status and to perhaps gain an additional star is to increase usage of the Library by continuing to provide (and promote) outstanding programs, collections, facilities, and resources. Programming statistics should trend upward with the addition of the lecture hall. Patrons will continue to take advantage of our databases and downloadable content, and the Library will continue to offer these resources in quality and quantity to satisfy demand. Staff will continue to develop and manage outstanding print, video, and audio collections. Essentially, we need to continue to provide a quality product, treat patrons well, and maintain NBPL as a desirable place to visit. Staff also suggests that Wi-Fi and website visits statistics should be reported to the Board in the monthly agenda packet. It is worth noting, however, that the 5-star libraries in our expenditure category all have considerably smaller service populations and many serve smaller geographic areas. As Mr. Lance stated in the 2019 index, “Many libraries serving smaller geographic areas have higher per-capita statistics for both funding and output because they attract users from outside their official legal service area population. This gives them an edge over libraries with larger official service areas that encompass all or most of their actual users.” While NBPL’s usage statistics are boosted by patrons who do not live in the City, this is most likely the case for the 5-star libraries in our expenditure class as well. Regardless, dividing any statistical output measure of public libraries with budget, collections, and resources similar to NBPL by the smaller service population number will result in higher per capita statistics. 15 In addition, it is important to remember that increases or decreases in a library’s own statistics relative to the previous year do not necessarily translate into higher or lower LJ Index scores or more or fewer Stars. The annual rankings are strongly influenced by the other libraries in the mix. Factors other than changes in service output can also affect a library’s Star status. These factors include the mix of libraries that qualify for inclusion in the LJ Index, changes in the statistics reported by a library’s spending peers and moving from one expenditure category to another. 2020 in Review 2020 has been a challenging year. I am proud of everything Library staff has accomplished during these trying times. I appreciate their hard work, their adaptability, and their commitment to public service. A look back at 2020: • Newport Beach Public Library initiates curbside services at all 4 locations on April 6. NBPL is the second public library in the County to offer services during the pandemic closure. • Also, in April, Library staff begin to create content for the Library website. Virtual programming includes children’s story times, craft classes, Sunday Musicales, book discussions, author talks, and Foundation programming. • The Library launches its new Integrated Library System (ILS) software on July 9. The software retains the features that patrons favor, such as browsing the collection, placing holds, managing accounts, and creating reading lists. The new ILS also provides new patron communication options such as text messaging and automatic renewals when items are not on hold by other customers. It integrates well with Overdrive downloadable eBooks and eAudiobooks and offers additional filtering options to expedite and limit search results. • The public can now also download the Newport Beach Public Library App. Patrons are enabled to use their phone or tablet to search the catalog, manage their account, place holds and renew items, locate their nearest library, access online resources, connect to the Library's social media or contact staff with questions or requests. • The Friends of the Library donate $215,000 to the Library to fund collections and programs. The Newport Beach Public Library Foundation donates $88,000 for e-content and database subscriptions. • School visits and Summer Reading programs go virtual. • Wi-Fi access expanded to outdoor areas at Central Library and the branches. Wi-Fi hours expanded to 6 a.m. to 10 p.m., 7 days a week. • Central Library reopened for modified in-person services on September 21. Curbside service continues at the branches. • In an effort to bring relevant online resources to the community, Newport Beach Public Library added Udemy to the eBranch collection of databases. Udemy offers library patrons access to more than 4,000 free video-based courses in business, technology, software, and personal development. This resource can teach users how to code, prep for IT certifications, sharpen leadership skills, produce a podcast, increase office productivity, tap into their creativity, and 16 more - all from home, on demand. • The Library adds the Brainfuse databases JobNow and VetNow, adult learning centers with live help as well as resume and interview preparation, and Career Tools, which provides jobseekers advice on resumes, cover letters, interviews, and networking. • The Corona del Mar Library was selected as a showcased library in the 2020 Library Design Showcase published in the September/October issue of American Libraries, the magazine of the American Library Association (ALA). American Libraries' annual Design Showcase features the year’s most impressive new and renovated libraries. The magazine looks for “shining examples of innovative library architecture that address patrons’ needs in unique, interesting, and effective ways.” • Newport Beach Central Library served as a 24-hour ballot drop-off location prior to the Tuesday, November 3 election. The ballot box proved to be a popular amenity. • HVAC systems at Central Library and Mariners repaired and upgraded. • Central Library parking lot slurry coated and re-striped. • Additional parking implemented at the Mariners Branch. • Fiscal Year 2019-2020 statistics: - Library Visits (including curbside) – 636,072 - Circulation – 1,084,206 - Program Attendance – 58,971 - Website Visits – 524,848 • Newport Mesa ProLiteracy program: -Featured in Education Digest, September 2020. -2 Newport Mesa ProLiteracy winners in the regional writing competition W2W. -4 Career Online High School graduates -5 new citizens. -Newport Mesa ProLiteracy made Great Non-profit list 6th year in a row. -Maintained approx. 65% of tutor/learner population through COVID (about twice the rate of other programs in the state). -Moved all programming online to allow activity during COVID shutdown. Offering 9 classes, most of which are full and trained tutors/learners so able to do Zoom sessions. -Provided electronic devices for learners/tutors that do not have access to a computer. • Sculpture Exhibition Phase V opens July 2020, funded by a grant from the California Department of Parks and Recreation. The call for entry for Phase VI is announced in September 2020. • Community Arts Survey: In an ongoing effort to bring meaningful public art and cultural arts programming to the community, the Newport Beach City Arts Commission launched a community arts survey in September 2020. 17 • On October 1, in order to encourage public awareness of the Sculpture Exhibition in Civic Center Park, the City Arts Commission sponsored a photography contest. Visitors to the sculpture garden are asked to submit photographs of the works on display, and/or photographs depicting interaction with the sculptures. Winners will be selected by the City Arts Commission. DEBBIE WALKER - BRANCH AND YOUTH SERVICES COORDINATOR Branches The annual In-N-Out Reading Promotion for children ages 4 – 12 ended on November 14. Although some other area libraries opted out this year, NBPL decided to offer the program as it is always popular (and proved to be again this year). Curbside service continued at all Branch Locations with numbers remaining steady, particularly at Mariners. Youth Services Tune-in Tuesdays continued to be popular as new storytimes were offered each week. The November program was the “Fabulous Fall Scavenger Hunt.” 250 grab-and-go craft kits were assembled to be given out from November 9 through November 20. All kits were given out by early the second week with at least 162 distributed at Central alone. Alex Jenkins once again made an online video demonstrating how to make the crafts, which was a great enhancement to the program. Teen Services Twelve teens participated in the YAAC virtual meeting in November. They reported on what they have been doing in the past month and helped Danielle pick out activities and book ideas for the Winter Book Bingo program coming up in December. Facilities The boiler at Central started causing problems in the colder weeks of early November. Western Allied was called and did repair work. Public Works arranged for landscaping to be placed around the compressor that was installed back in September. Balboa Branch had work done on their front door and at CDM Branch, vehicle parking signage was temporarily relocated due to the demolition and reconstruction of a residential property located directly behind the library. MELISSA HARTSON, CIRCULATION AND TECHNICAL PROCESSING COORDINATOR Staff Training Clerk Training occurred mid-month. Library Clerk II, Vanessa Magana, hosted three training sessions reviewing and highlighting Symphony ILS work processes. In preparation for the FY 2021-22 budget process, Finance has distributed the budget calendar for next FY. I attended a budget revenue training meeting this month. Finance will host an expenditures training in December. ILS Update At the end of the month, IT worked with SirsiDynix to perform our first Symphony ILS upgrade. The upgrade involved fixing minor bugs and issues. No major new features or processes changed with the current upgrade. 18 REBECCA LIGHTFOOT, ADULT SERVICES COORDINATOR Teen Meetings and Programs Library Assistant Danielle Doi and Children’s Librarian Melinda Knight attended a virtual Teens Santiago Library System (SLS) meeting on November 18. The monthly Young Adult Advisory Council (YAAC) meeting took place virtually on November 10. The Teen Spooktacular Writing Contest wrapped up in early November. Thirteen teens participated, submitting a total of twenty-four short stories and original art. Programming November’s Virtual Sunday Musicale featuring “Three Cellists” had 128 views. New Tech Toys and Video Game Formats We added four new tech toys to the circulating collection: Super Nintendo Classic, Nintendo Classic, Sega Genesis, and PlayStation retro video gaming systems, pre-loaded with dozens of popular games. Announced on December 3, 2020, the order adds restrictions in regions with less than 15% ICU bed capacity. It prohibits gatherings of any size, closes operations except for critical infrastructure and retail, and requires 100% masking and physical distancing. Libraries in Orange County can remain open with a maximum of 20% capacity. Patrons are now prohibited from consuming food and drink on the premises. Circulation, program attendance, and reference assistance decreased slightly in November. Since reopening on September 21, the Library’s statistic for patrons served has increased slightly but remains a fraction of our typical usage. Library management attributes lower statistics to the recent surge, with the public remaining increasingly cautious about virus transmission. Curbside service and downloadable content and databases have provided a safe alternative to physical visits. Newport Beach Public Library will continue to follow the State Library’s guidance for the re-opening of public libraries for in-person services. Staff continues to review published library re-opening plans, related public health research, feedback from library directors across the state, and guidance published by the State of California for the retail sector.
