Excused absences: Mr. Ludvigson, Mr. Niederhaus, Councilmember Hart, Councilmember Watt. O Approval of Minutes February minutes were approved as submitted. ® 8ub-committee Reports a) Composting Marge Pantzar described the various methods of composting now being used at the Oasis Senior Garden club. Ms. Pantzar stated that the Earth Machine and Soil Saver were the devices that were most favored by the volunteers. Ms. Pantzar briefly discussed the importance of volunteers and how their participation has led to a successful program. b) TtecXjg1fijg Secretary Rick Greaney reported that the City residential recycling program at the C.R.T. facility was continuing beyond the 25% quota. Other City programs recycling asphalt, concrete, and green waste were also operating well. Mr. Greaney stated that the recycling subcommittee would be meeting soon to discuss the further implementation of Assembly Bill 939. The bill mandates the City to reduce the volume of solid waste 25% by the year 1995. StorM,Relaor,t Mr. Greaney reported that the funnel cloud and heavy rains which hit the area on the evening of February 7, resulted in 20 large City and private trees being blown down. Mr. Greaney stated that City crews worked until 11:00 PM clearing streets in the Dover Shores, Baycrest, and airport areas. -.adO4 Mr. Greaney stated that the upcoming Earth Day was scheduled for April 17th at the Back Bay. Chairperson Barbara Shelton welcomed all committee members to come and staff the E.Q.A.C. booth at the event. 0 C.O.N.C.E.R.T. Terrance Phillips reported that a sub -committee meeting was held in order to refine the logistics for the April 24th poster contest. Mr. Phillips went on to say that he had met with the Youth Council and that they were willing to supply volunteers for the upcoming event. Mr. Phillips stated that he had spoke with Jim Barrett, who published the City's calendar, about the feasibility of putting together such a calendar with the winning posters from the contest. Committee members then discussed the rules, regulations, and award process for the April 24th event. d) Polystyrene Abate ent Ed Hepner reported that the Cities of New York and Philadelphia had abandoned their plastics recycling program due to the low price of recycled plastic. Mr. Hepner stressed that the low cost of plastics relative to other materials makes it attractive to manufacture but unfortunately, as stated prior, the recycleability demand is becoming non-existent. Mr. Hepner stressed how important it is for local businesses to inform the City and their customers about their environmentally conscious efforts towards recycling and the use of alternative products. A resolution was made and passed which would encourage businesses to report to the City their environmentally positive actions when applying for permits and licensees. e) Beautification Awards nominees for awards and described areas. Motions were passed to Beautification Awards. 1. 410 Poinsettia 2. 220 Kings Place 3. 3317 Ocean Blvd. Gordon Kilmer presented four their uniqueness to their different award the following residences f) EnMironmental Achievement Awards Gregg Schwenk gave a brief dissertation on the qualities potential nominees for the award should have. Motions were passed to award the following groups and individuals environmental achievement awards. 1. Student Alliance for a S.A.F.E. Environment (Ensign School) 2. G.W. Sargent (Oasis Senior Garden Club) 3. Larry Romine (Oasis Senior Garden Club) 4. Donna Darnell (Oasis Senior Garden Club) V Old Business Committeg VIgIIIII and Object Committee members discussed the various goals and objectives for 1994. Members felt that the main focus this year would be to continue to educate and inform the children, adults, businesses, and other committees within the City. Nancy Gardner proposed a public relations sub -committee be formed in order to increase awareness of the general public to local environmental challenges and of E.Q.A.C. as a resource. Ms. Gardner felt that this increased awareness could be obtained through media coverage, press releases, cable programming, and by increased committee networking. A motion was passed to pursue a public relations sub -committee. After additional discussion on the goals and objectives worksheet, a motion was passed to pursue them as outlined. Rick Greaney noted that there were some upcoming E.I.R.'s which needed to be reviewed by the sub -committee. AAMD Gas Nozzle Regulations Due to the excused absence of Officer Luduigson no report was given. ® New Business Ray Zartler passed put a list of materials found on construction and remodeling sites which were damaging either environmentally or aesthetically. Mr. Zartler felt that when a building contractor filed for a permit, he could be given a list of the do's and don'ts in regards to maintaining a safe and clean worksite. Committee members concurred with Mr. Zartler, and asked him to pursue the idea further. Rick Greaney reported that Officer Luduigson had just recently filed a felony charge against a contractor who had been caught washing asbestos down a storm drain.
