[-"y '"h; CITY Cr MAY 91994 CITY OF NEWPORT BEACH May 9, 1994 CITY COUNCIL AGENDA ITEM NO. 1 BICYCLE TRAILS CITIZENS' ADVISORY COMMITTEE MINUTES OF MEETING OF APRIL 4, 1994 The meeting was called to order at the Police Facility at 870 Santa Barbara Drive at 7:15 P.M. MEMBERS PRESENT: Randy Johnson, Val Skoro, Joann Lombardo, Michael Kranzley, Paul Watkins, Barbara Gaughran, Don Harvey, Ed Walsh, Fran Farrer, and Burt Field Guest: Marilyn White CITY COUNCILWOMAN: POLICE DEPARTMENT: Ed Walsh PUBLIC WORKS DEPARTMENT: Steve Badum MINUTES OF MARCH 7, 1994, were approved as written. SUBCOMMITTEE REPORTS A. Seashore Drive Mike Kranzley addressed the issue of cars parked illegally on the ocean side of Seashore in the bike trail. Ed Walsh will look into it and will talk to Karen Weigand who is in charge of parking violations. It was felt that the worst area is between 36th and 56th Streets. Mike also stated that there are no speed limit signs and that he felt that in the interim before there are any major changes that the parking and speed limit should be enforced. The issues regarding a conceptual beachfront bike trail for possible extension and/or replacement of the existing sidewalk trail were discussed using the outline supplied to the committee at the March meeting. Preferable distance for locating trail away from homes: Val Skoro suggested that the property owner's objective viewpoint might be solicited on this issue. Mike Kranzley suggested a varied and meandering trail. Val Skoro stated that the beach could be severely impacted by landscaping and two separate trails, depending on the width of each. Steve Badum stated that dune planting would help keep sand in place, and that maintenance of the trails would be easier removed from the homes. 2. Various points regarding meandering vs. straight pathways were discussed and Fran Farrer also questioned the accessibility of trails for wheelchairs. Steve Badum stated that the City is required to build perpendicular beach access sidewalk extensions at both Prospect and Orange as part of the Encroachment Agreement. Paul Watkins referred to the pilot project wherein 12 beach access walks were proposed to be replaced. Steve explained that the City is in the process of replacing existing beach access sidewalks between the two piers. A pilot project is underway at 11th Street. The City will seek to finance the sidewalk replacement with SB821 funding. Paul also requested that the committee receive ongoing information regarding this pilot project and future beach access sidewalk implementation. 3. As the committee moved on trying to discuss these issues, it was decided that the committee actually meet at the beach on Monday, April 18, at 6:00 p.m.; Cindy Gittleman's home at 4705 Seashore will be the starting point. Steve Badum will bring stakes and various materials which he feels might help the committee to visualize the actual space required for possible trails and landscaping, and the subsequent impact on the beach. Subject: Bicycle Trails Meeting Minutes May 9, 1994 Page 3 Citizens' Advisory Committee of April 7, 1994 At this point, John Ludvigson of the Newport Beach Police Department entered the meeting. He had been directed to distribute copies of the Brown Act Amendments Memo to all Bike Committee members. (These amendments apply to any advisory or ad hoc committee or commissions created by formal action of the City Council.) John then went over the major points of the Memo which will apply to our Committee. Members should become familiar with the new requirements and may refer to the Memo for clarification. A. Seashore Drive (contd.) Mike Kranzley reiterated that he wants the Bike Committee to recommend to the City Council that an interim solution to help reduce the problems on Seashore be to enforce parking violations, particularly those that park within the bike trail markings. Mike suggested signage, cautioning people to ride slowly due to the high density of the area. Both Ed Walsh and Steve Badum stated that the City is not required to sign speed limits in a residential area and that installation of signs along the trail side of the street would be difficult. Also discussed was the proposal to increase red curb at intersections and alleys to improve sight distance using the recommended State standards. One parking stall (22' min.) length at approaches to intersections and six foot approaches to alleys and driveways. Paul Watkins stated that there is a good chance that the utilities will be undergrounded, thus the possibility of eliminating the existing sidewalk, retaining parking and creating an additional 4 feet which could be added to the existing bike trail. Barbara Gaughran asked Steve Badum for his input regarding the feasibility of this possible plan. He said that the City has to provide some sidewalk to provide access to properties and space to access parked vehicles. As a long term goal there are possibilities, Steve stated especially if parking can be relocated off Seashore Drive to provide a larger sidewalk for pedestrian and some additional space for the existing bike lanes. Subject: Bicycle Trails Citizens' Advisory Committee Meeting Minutes of April 7, 1994 May 9, 1994 Page 4 In the interim, Mike Kranzley made a motion stating that parking violations be enforced, that curb marking and striping be in compliance with accepted State standards for sight distance at the intersections and alleys. The motion was seconded and carried with a unanimous vote. This motion will be printed and read at the City Council meeting on behalf of the Bike Committee. B. City Council No report - Evelyn Hart not in attendance. Val Skoro reiterated a request for updating the names on the current Bike Trails Committee listing on Channel 3. The listing which airs frequently on Channel 3 is badly out of date. C. Back Bay Drive Steve was asked about the Committee's request at the last meeting for a possible "free" study on extending the existing trail on Back Bay Drive. He stated that UCI is not showing any interest in conducting such a study. Joann Lombardo said that she will contact Cal Poly and see if they would be interested. Steve said that for any study to be effective it should include the participation of State Fish and Game, The County of Orange, and the City. The purpose of the study is more to force participation and action jointly among the various agencies. He said that the cost would be between $25,000 - 50,000. Joann will contact Cal Poly regarding a student study. D. Master Plan Don Harvey reported that there is a need for revisions to the Traffic and Circulation Element of the General Plan, due to SB1095, and that the City Planning Department needs our input. Steve said that he will supply the Committee with copies of the Transportation Act. Don also stated that the minutes were incorrect in that the amount generated from the fuel sales tax would be between $10 and $14 million per year and that 2% of that would be allocated to bike trails. 4 Subject: Bicycle Trails Citizens' Advisory Committee Meeting Minutes of April 7, 1994 May 9, 1994 Page 5 E. Commuter Steve Badum reported that the City will be instituting a traffic count program and will include a bike count by the hour. It may be possible to develop bicycle commuter numbers from this data. F. Bike Event The Bike Event is a 9 mile ride around the Back Bay. This is an annual event which is planned, implemented, and staffed by the Bicycle Trails Committee in conjunction with the City. The date of October 16 was chosen and submitted to Ed Walsh for his approval. Ed Walsh stated that the date is fine and that it does not appear to be in conflict with any police or City functions. Randy Johnson will assume the chairmanship and asked that every Committee member participate and assume some responsibility. The flier is being updated and in order to be ready in early June, the groundwork needs to take place now. There is a need for new sponsors. Fran Farrer said that she will talk with Sproket Woman about being in attendance, and that she will also check with Hoag hospital to determine if they will continue to donate approximately 350 T-shirts commemorating the event. Randy reported that Chicago Bike Store will be in attendance rather than Sea Schwinn, since Sea Schwinn was a "no-show" last year. Steve stated that there is a modest City budget for the Bike Event, and that the maximum of $1,000 has never been spent. The average expenditure is between $300 - $400. Joann Lombardo stated that fruit, drinks, and hot dogs were purchased last year. The hot dogs were purchased at a discount from Der Weinerschnitzel.
