BICYCLE TRAILS CITIZENS' ADVISORY COMMITTEE
MINUTES OF MEETING OF MAY 2, 1994
The meeting was called to order at the Police Facility at 870 Santa
Barbara Drive at 7:15 P.M.
MEMBERS PRESENT: Randy Johnson, Val Skoro, Joann
Lombardo, Michael Kranzley, Paul
Watkins, Barbara Gaughran, Don Harvey,
Ed Walsh, Fran Farrer, and Burt Field
CITY COUNCILWOMAN: Evelyn Hart
POLICE DEPARTMENT: Ed Walsh
PUBLIC WORKS DEPARTMENT: Steve Badum
MINUTES OF APRIL 4, 1994, were amended to include Cindy
Gittelman's name in "Members Present".
SUBCOMMITTEE REPORTS
A. Seashore Drive
A discussion ensued regarding the Bike Committee's special
meeting on the beach at 47th Street. The purpose of this
meeting was to actually be able to see how much space
would be taken on the beach if a walking path and bike
path were to be implemented on the oceanfront. Steve
Badum brought stakes and tape and measured 23 feet,
starting 15 feet from homeowners' property lines. The 15
foot distance is necessary because of the 15 foot maximum
encroachment homeowners can utilize on the beach. The
23 foot combined width was established as a measurement
which would incorporate the minimum dimensions for safe
pathways. The remaining distance to the crest of the beach
at the ocean measured was approximately 93 feet. Concern
was expressed about the impact on the beach. Steve
Badum mentioned that there is a Corps of Engineers project

underway to replenish beach sand at Sunset Beach, which in
theory, helps replenish our beaches. Paul Watkins
mentioned that the beach which is the last area that is
"pristine", is certainly preferable to a beach that is impacted
by walking/biking pathways.
Mike Kranzley reiterated that this is such a controversial
issue, and that the Bike Committee should be concentrating
on interim solutions which might contribute to a safer bike
path on Seashore Dr. Possible measures which could be
enacted in the near future include speed bumps, signage,
red curbing, improved line of sight, and eliminating parking
on the ocean side of Seashore Dr. The Bike Committee had
voted to recommend short-term solutions to be
incorporated in a letter to the City Council. This letter,
which was attached to Agenda for the May 2 meeting, will
be given to the City Council for their perusal at their May 9
meeting.
The discussion continued, with Bert Field mentioning that
he had seen four cars parked illegally, encroaching on the
Seashore Bike path. Ed Walsh stated that Karen Weigand
will be invited to attend the June meeting of the Bike
Committee. Val Skoro asked if we are considering widening
the existing path or moving it out onto the beach? Steve
Badum said that the extension proposal and the existing
sidewalk should be considered.
Paul Watkins stated that he felt that the Committee was
working conscientiously and that he had heard that a
citizens' committee had been formed and was planning to
be at the City Council meeting. He asked if Joann
Lombardo knew of this committee and if she were involved.
She stated that she is involved. In response to questioning
from Paul Watkins, she stated that her involvement does
not interfere with her chairing the Bike Committee. The
private citizens' committee is pro -oceanfront bike trail and
had produced a video, which they hope to show at the
Council meeting.
The discussion continued, with Barbara Gaughran
suggesting that the Committee move forward with interim
solutions. The letter to the City Council is the Bike
Committee's positive action at this time.

B. City Council
Evelyn Hart stated that the budget is being printed and that
she would like to have a representative from the Bike
Committee present at the budget meeting. The budget will
be adopted the end of June for the Fiscal Year 1994-95.
Mike Kranzley volunteered.
Evelyn also stated that "Newporters for Safe Bike Trails" had
requested to be on the agenda for the City Council
meeting.
Mike Kranzley stated that Mariner's Mile is less than perfect
for bikes. Evelyn said that repaving was scheduled for next
week and that the conditions will improve soon.
C. Bike Safety
Ed Walsh reported that Pacific Mutual Bank will be making
grants for helmets for indigent school children. Fran Farrer
and Ed will help with grant writing.
D. Back Bay Drive
Joann Lombardo said that the Dean of Planning at Cal Poly
is interested in having a student study done on Back Bay
Drive. Joann will obtain more information so that a request
to pursue a study can be made to City Council.
It was also mentioned that the road needs to be cleaned -up.
Steve will field review and send a work order to General
Services Department.
E. General Plan
Bike counts are taking place to be inserted in the City's
Bikeways Plan to conform to SBI 095. The General Plan text
must be modified to include reference to SB1095
requirements.

F. Commuter
Don Harvey reported that the Santa Ana River Bike Trail
detour has been compromised, but it is okay because all of
the detours include bike lanes.
G. Bike Event
Randy Johnson stated that the date for the Annual Bike
event has not been confirmed by the Dunes. There is new
management and he is waiting to hear from the new
manager.
Items discussed: donations for food; T-shirts (Hoag will
donate 300); the emphasis for everyone to wear helmets;
police representative will speak; Evelyn Hart will speak;
there will be a flyer in the Bike newsletter if possible;
everyone on the Bike Committee will have a responsibility;
and we will try to get free parking at the Dunes.
IV. CONTINUED BUSINESS

V. NEW BUSINESS FOR ADDITION TO NEXT MEETING AGENDA
Karen Weigand will be asked to attend to discuss parking
violation enforcement on Seashore.
VI. NEXT MEETING
Our next meeting will be Monday June 6, 1994 at 7:00 P.M. at
870 Santa Barbara Avenue
VII. ADJOURNMENT
The meeting adjourned at 8:45 p.m.
