None (D Discussion Items: a) Guest Speaker: Rodolphe Streichenberger, Marine Forest Society Rodolphe Streichenberger gave a dissertation on how his non-profit organization had constructed a tire mussel reef off the coast of Newport Beach. The tire mussel reef is characterized by its' stability in exposed sea areas and by its high production of marine resources. Mr. Streichenberger is presently in the process of obtaining the proper permits from local jurisdictions which will enable him to construct another artificial reef off the coast of Newport Beach. This will be made possible through a California State grant of one hundred thousand dollars. Committee members felt that the tire mussel reef was an excellent way of recycling tires while at the same time attracting fish and increasing marine life populations off the coast of Newport Beach. Committee members will be reviewing the E.I.R. submitted for this project in order to discuss the matter further at the June 6th meeting. b) A.Q.M.D. The quest speaker from the A.Q.M.D. was unable to attend and will be speaking at the June 6th meeting. © Staff Reports a) C.O.N.C.E.R.T. (Clean-up Our Neighborhoods, Communities, Environment, Recycle Things) Terrance Phillips Terrance Phillips reported that the April 24th Poster Contest was most successful even though strong winds made it difficult to secure displays and posters alike. Mr. Phillips noted that one hundred forty four participants had submitted posters and that a large number of these were awarded with a wide variety of prizes for their efforts. Mr. Phillips also passed along his thanks for the efforts of other committee members in making for a successful event. Mr. Phillips stated that he was moving forward with his proposed calendar of poster winners and would be preparing a presentation for the City Council. b) Earth Day Barbara Shelton Barbara Shelton reported that he April 17th Earth Day Celebration at the Back Bay was well attended and that the City Composting and Source Reduction displays generated much interest. Ms. Shelton did note that the City displays were not given the exposure that they had in past years due to the poor location of their booth. Ms. Shelton suggested that for next years activities, E.Q.A.C. should be involved with the planning of the event. c) Recycling David E. Niederhaus Mr. Niederhaus distributed articles on the pros and cons of recycling and on the methods of grasscycling to committee members. Mr. Niederhaus thanked Barbara Shelton and Marge Pantzar for their efforts in displaying the City's composting and source reduction exhibits at the General Services Open House. Mr. Niederhaus reported that the new Household Hazardous Waste Center in Irvine on Sand Canyon Road had opened, thus bringing the number of these county facilities to four. Mr. Niederhaus reported that the recycling subcommittee would be meeting in the near future to review the City's source Reduction and Recycling element and other legislative requirements. Mr. Niederhaus also noted that the City Council at their May 9th meeting would be reviewing a proposal to hire a consultant to perform a variety of solid waste consulting services associated with A.B. 939 recycling compliance requirements. d) E. I. R. (Environmental Impact Reports) Nancy Gardner Nancy Gardner reported that the E.I.R. subcommittee had reviewed the revised draft E.I.R. for the Balboa Bay Club. Ms. Gardner then proceeded to describe to committee members the various areas which were insufficient. Committee members were in agreement with the subcommittees proposed letter of recommendations to John Douglas of the Planning Department, with the exception of the paragraph on beach access, which would be mentioned in a minority footnote. A motion was made and approved to move forward with the proposed letter of recommendations. e) Polystyrene Abatement Ed Hepner Ed Hepner reported that Starbucks Coffee Houses gracefully declined the opportunity to be recognized by E.Q.A.C., saying that they had not gone far enough in safeguarding the environment. Mr. Hepner said he would look for a more appreciative company for possible recognition. Mr. Hepner and staff discussed the logistics for the proposed letter to business owners asking them to inform E.Q.A.C. of the positive things they were doing environmentally, at the time of business license renewal. A motion was made and approved to move forward with the letter. Committee members felt that distributing the letter through the local Chambers of Commerce would be a good starting point. f) Beautification Awards Gordon Kilmer Gordon Kilmer reported that the beautification awards were presented at the April 11th City Council meeting to the three most recent environmentally and aesthetically pleasing properties. g) Environmental Achievement Awards Gregg Schwenk Gregg Schwenk reported that awards were presented at the April 25th City Council meeting to the Students of Horace Ensign Junior High School and members of the Oasis Senior club for their preservation and betterment of the local environment. h) Com sting Marge Pantzar Marge Pantzar gave a brief summary of her recent composting displays and exhibits in the community. OO Continued Business Councilperson Watt showed committee members the chart that she has been developing which outlined the goals and objectives of E.Q.A.C. Committee members thanked Ms. Watt for the extra effort. Officer Ludvigson reported that the removal of the locking clips on gas dispensing units was in direct violation of A.Q.M.D. rules and regulations and violators could be cited by the agency. Motions were made and approved to adopt Council Policies A-6 and A-9, which set the procedural rules of conduct for City meetings per the Brown Act. A motion was made and approved to establish the first Monday of each month at the Newport Beach Police Department Auditorium at 7:00 PM for future Environmental Quality Affairs Committee meetings. The exception being that the December meeting would possibly be held at a committee member's home. ® Adjournment There being no further business, a motion was made and approved to hold the next E.Q.A.C. meeting on June 6th, 1994 at the Newport Beach Police Department Auditorium at 7:00 PM.
