City of Newport Beach (_T`� .r The Dover Shores Community Association represents 310 homeowners in Newport Beach who are vitally interested in the quality of Newport Bay. One-fourth of our residents live on lots directly fronting areas of the back bay, and the remaining three-fourths of the residents live on view lots where the view of the bay is one of the primary reasons these homeowners reside in Dover Shores. All 310 of our homeowners have access to our three private beaches which are impacted positively or negatively by the quality of the water in upper Newport Bay. At your July 14 Council meeting, you will be considering a resolution which proposes to create a citizens advisory committee to make recommendations to the City Council on matters pertaining to the quality of Newport Bay. The Dover Shores Community Association strongly endorses the creation of this advisory committee and urges you to adopt the resolution. As homeowners who are impacted by the bay, we feel we have a vested interest in the quality of Newport Bay and would be very happy to sponsor the name of an individual to serve on this committee. The Quality of Life Committee also recommends that such a resolution be adopted and appropriate steps be taken to implement the intent and actions indicated by such a resolution. The structure of such an effort should consist of a "Blue Water Quality" Committee with appropriate representation along with a permanent City Department or Office to monitor, control and correct deteriorating conditions that affect the health, welfare and beauty of the Newport Harbor and Bay. We have too valuable a recrea- tional asset and aesthetic jewel to allow it to deteriorate to a point where it has in the past. There has been too much of a hit and miss... now and then approach during the last 15 years as far as any continuous over-all maintenance of Newport Bay and Harbor. Whether it is an excessive accumulation of silt, common debris and litter, water polution of lack of Pump -out Stations, it all adds to conditions of neglect and deterioration for the Bay and Harbor. Only by a thorough and on-going effort will the Bay be returned to its original pristine beauty and maintained at a high quality level. Logically, this effort could be made part of the existing City's Marine Division. City wide participation should be involved in such a program, not just those who happen to front on the Harbor and Bay waters. We urge the City Council's help and co-operation in furthering such a project to resolve the health and welfare problem of the Harbor and Bay. The Quality of Life Committee City of Newport Beach May 14, 1986 RESOLUTION To: The City Council of Newport Beach Whereas Newport Bay is a priceless recreational asset and is the major element establishing the unique attractiveness of the City of Newport, the undersigned waterfront related associations petition the City Council as follows: 1) That the City establish an office staffed by at least one qualified person to serve as a repository for all.infor- mation pertaining to the status of Newport Bay. The purpose would be to make available to interested parties information about the laws and regulations pertaining to that Bay, the various agencies at the different levels of government whose acts affect that Bay and their scheduled meetings, also the various measurements of all aspect of the Bay includin( sediment, pollutants, any additives, the depth and quality of its waters, the flushing action of the tides, currents, etc. 2) To establish a committee whose members would be representatives of waterfront related communities, yacht clubs, the Chamber of Commerce, commercial entities fronting on the bay, and those groups of residents whose major interest is in the appearance, quality and welfare of the bay. This committee would have direct entre to the information available in the office out- lined above and would have the right to review reports on and to monitor actions pertaining to Newport Bay.
