HARBOR QUALITY COMMITTEE MINUTES
June 16, 1994

CALL TO ORDER: The meeting was called to order by Chairman Jean
Watt, at 3:30 P.M.
APPROVAL OF The minutes of May 12, were approved
MINUTES: as submitted.
AGENDA:
1. Discussion - Debris Boom, Santa Ana Channel - Larry Paul
Paul reported on the progress made towards this boom. County EMA
accepted responsibility for development of the concept to design
the debris catching device for installation in the channel. The
boom's design will not impact flood control, will rise and fall
with the amount of flow, and will direct the debris into a
container. This is a completely new design concept and hopes are
that there will be funding for research and development by October.
Watt commented that Gil Ferguson sent her information regarding the
State fund for private (non-profit) and public projects to spur
public recycling efforts. This could be dove -tailed into the debris
boom, project.
The committee discussed the amount and source of debris on the
beaches in Newport Beach and is convinced that most of it comes
from beach users and not from the Santa Ana River. Discussed what
is currently being done to educate the public and possible formats
to
get the message out to a mass audience. Possible venues included
TV program topics on "Baywatch" and Cable.
Fura recommended getting onto a Spanish Speaking program.
Paul mentioned the Joint Power (LA/Orange Counties) effort to bring
this topic up to the producers of "Baywatch" and receive some pay
back for the counties' cooperation in using beaches for this
program.
2. Limitation on charter boat activity - Miriam Mayell
Mayell presented a report to the committee on the increase in the
number of charters in the harbor and addressed the question "can
Newport harbor accommodate these numbers?". Mayell believes the
time has come to ask the City Council to form a committee to make
an in depth study of the effects of the increase in charter
activity on the quality of life on and around the bay.
Watt suggested this go to the Economic Development Committee for
discussion.
Nancy Skinner question whether there is any legal way to limit the
use of the bay.
Houston felt that now is the time to address this issue and
believed there are legal avenues to limit commercial activity once
it conflicts with other beneficial uses.
Watt felt that the committee must establish that this industry has
made an impact on the harbor and recommended the formation of a
sub -committee.
Sub -committee formed. Mayell and Fura will contact Revenue Manager,
sailing clubs, Harbor Department, Newport PD, City Traffic/Parking,
and report back to committee in the July meeting.
3. Sewage reduction in the harbor - Jack Skinner
Skinner asked Mazur (County Health) if water quality is going in
the right direction.
Mazur responded that over time water quality in the bay is holding
and remains steady.
Committee questioned Armand regarding current status of liveaboard
in the harbor. Armand to report back in July.

Department Conference Room.
