To The City Council of the City of Newport Beach:
This is regards to establishing The Harbor Quality Committee ("HQC")
Representatives of the Dover Shores Association attended the public
hearing on this matter held on the 14th of this month, but due to
the lateness of the hour did not speak. We are therefore forwarding
our comments in writing.
We request that at least four of the seven private citizens nominated
by the members of the City Council be from one of the residential areas
most severely impacted by the silt and other pollutants of Newport Bay.
It is our perception that the residents of the Upper Bay, Lido Isle,
Balboa Island and in the Balboa "Coves: are the areas most impacted.
Also that the Board of Directors of each areas' community association
be authorized to submit nominees for the committee, from amongst whom
the members would be chosen.
We also suggest that ex -officio members who are expert on some aspects
of water quality and the status of the bay be appointed. We believe
that five meetingsa year with pre-set times would be sufficient to
accomplish the business of the committee. A definite area in City Hall
should also be set aside for this activity,,
