TY OF N WIPOF T BEACH AUG ?_ 2 1994 9,T O Order and Roll Call The meeting was called to order at 7:03 PM by Chairperson Barbara Shelton at the Newport Beach Police Department Auditorium. MEMBERS PRESENT Chairperson Barbara Shelton, Nancy Gardner, Ed Hepner, Marge Pantzar, Terrance Phillips, Gordon Kilmer, Gregg Schwenk, Linda Kline, Rick Greaney MEMBERS ABSENT Vice Chairperson Mike Kilbride, Arthur Lewis, Mark Kerslake EXCUSED ABSENT Ray Zartler, Candi Hubert, Councilperson Evelyn Hart COUNCIL PRESENT Councilperson Jean Watt STAFF PRESENT John Ludvigson, Dave Niederhaus Z Approval of Minutes for July 5, 1994 meeting: Approved as corrected. ® Public Comments: None ® Matters to be placed on September 6th Agenda: See Agenda O Discussion Items: Jack Keating from the Upper Newport Bay Preserve was unable to attend and will be speaking at the September 6th meeting. ©. Staff Reports: a) C.O.N.C.E.R.T. (Clean-up Our Neighborhoods, Communities, Environment, Recycle Things) - Terrance Phillips Terrance Phillips reported that the subcommittee had met to discuss the final details and logistics for the calendar of the Poster Contest winners. Mr. Phillips stated that he had received a quote of $5,500.00, which would cover the printing of 2000 calendars. Mr. Phillips pointed out that the total funding of this project would come solely from pledges from people who would then be entitled to advertising space in the calendar. Mr. Phillips went on to discuss with committee members the terms and conditions of the proposed contract with the printer. Mr. Phillips noted the importance of getting pledges before the calendar could go to print. Committee members voiced their support for the project and thanked Mr. Phillips for his perseverance. b) Composting - Marge Pantzar Mrs. Pantzar reported that the City composting exhibit was displayed at the Orange County Fair in conjunction with the County exhibit. Mrs. Pantzar distributed to committee members the informational literature on recycling, composting, and source reduction which were available at the fair. Mrs. Pantzar and committee members then discussed the importance and benefits relating to grasscycling. Mr. Niederhaus pointed out that the City is currently grasscycling in all the City parks. c) E. I. R. (Environmental Impact Reports) - Nancy Gardner Ms. Gardner reported that presently no EIR's were being reviewed, but the City's revised Noise Element would be studied at the September 6th meeting. d) Polystyrene Abatement -Ed Hepner Mr. Hepner reported the Newport Green program which asks area businesses to share with E.Q.A.C. their programs which help protect the local environment was well underway. To date, 2700 letters had been distributed to local businesses asking for their comments. Mr. Hepner stated that the reply's were slowly coming in, and some of them were very encouraging. Mr. Hepner also reported that the Orange County Register had written an article on the Le Meridian Hotels source reduction and recycling efforts which have led to a $50,000 savings in hotel operations. Mr. Hepner also noted the efforts of the Four Seasons Hotel. e) Beautification - Gordon Kilmer Mr. Kilmer reported that he was reviewing some potential nominees and reminded committee members to be on the look out for environmentally and aesthetically deserving properties. P Environmental Achievement Award - Gregg Schwenk Mr. Schwenk reported that he had received three potential nominees from Candi Hubert for review. Due to the excused absence of Ms. Hubert voting on these nominees will be held at the September 6th meeting. Continued Business Mr. Niederhaus presented to committee members for review, the revised General Services informational brochure regarding refuse collection, recycling, hazardous waste disposal and composting. Mr. Niederhaus noted that when completed, the brochure would be mailed to 27,000 residences within the City. Mr. Niederhaus reported that the State of California had awarded a grant of $30,000 to the Marine Forest Society who are currently developing a Tire Mussel Reef off the coast of Newport Beach. Mr. Niederhaus responding to committee members interest in a plastic bag system for residential refuse disposal, stated that he would provide members with some past reports on the subject. Councilmember Watt noted that changing to such a system would force a change in the existing City Charter which does not allow the City to charge for trash collection. Councilmember Watt displayed a chart which she had made depicting the various programs within E.Q.A.C. Ms. Watt noted the importance of designating funding for these particular programs early in the fiscal year as to not be faced with accounting problems later in the year. Officer Ludvigson stated that he would be going back to field assignments and would have to give up his position as staff member for E.Q.A.C. effective November 1. Committee members thanked Officer Ludvigson for all his help and wished him continued success. Adjournment There being no further business, a motion was made and approved to hold the next E.Q.A.C. meeting on Tuesday September 6th, 1994 a the Newport Beach Police Department Auditorium at 7:00 PM.
