BICYCLE TRAILS CITIZENS' ADVISORY COMMITTEE
MINUTES OF MEETING OF SEPTEMBER 12, 1994
The meeting was called to order at the Police Facility at 870 Santa
Barbara Drive at 7:05 P.M.
MEMBERS PRESENT: Val Skoro, Joann Lombardo, Paul Watkins,
Cindy Gittleman, Marianne Whitby, Mike
Kranzley, Barbara Gaughran, Randy
Johnson, Bert Field and Fran Farrer
POLICE DEPARTMENT: Ed Walsh
PUBLIC WORKS: Steve Badum
II. MINUTES OF AUGUST 1, 1994, were approved with the correction
to read that the students of Cal Poly Pomona will make a proposal
for a "student study" to be conducted regarding Back Bay Drive
problems. The proposal will be reviewed by the Committee. If
acceptable, the proposal could then be submitted to City Council
for review and action.
III. SUBCOMMITTEE REPORTS
A. City Council
No report as Evelyn Hart was not present.
B. Bike Safety
No report.
C. Back Bay Drive (No Report)
Steve Badum of Public Works has placed a service request
for clean-up before the bike event, to include sweeping,
trimming, etc.
No progress has been made regarding a walkway, as there
is no money to fund such a project.

D. General Plan
Steve Badum has called the various agencies for status
reports.
1. The County is on hold currently, asking the question of
which agency will keep the master plan -OCTA or the
County?
2. An update is due by mid-October from OCTA, at which
time the City will be able to review same.
E. Commuter
It is felt that the General Plan will help to encourage
commuters. Concern was expressed about an expansion
joint at the Back Bay bridge. Steve said that the condition
of the bridge approaches has been reported to the State.
Also concern was expressed regarding the narrow/or non-
existent trail on PCH near Dover. Steve stated that this is a
State highway, and the State would have to acquire
additional space for bikes.
F. Bike Event
Randy Johnson, Bike Event Chairman, gave an up -date on
the Bike Event preparations. The fliers will be going out in
half of the utility bills and will be mailed separately to the
remainder of residents. Food and beverages still may be
provided by sponsors, but budgeted funds are available if
needed. All members of the bike committee have
responsibilities for the bike event, and the discussion
included assigning and explaining to new members what is
needed.
G. Seashore Drive
At the next West Newport Comprehensive Plan meeting
(October), there will be discussion regarding the possibility
of modifying Seashore Drive to a two-way configuration and

the elimination of the existing non-standard condition.
Barbara Gaughran asked that the Bicycle Committee be
informed of any such discussions relating to Seashore Drive
and the Bike Trail problems.
IV. CONTINUED BUSINESS
The Bike Event preparations will be up -dated at the next meeting.
V. NEW BUSINESS
Randy Johnson asked that the issue of Committee size be discussed at
the next meeting.
