The meeting was called to order at the Police Facility at 870 Santa Barbara Drive at 7:05 P.M. MEMBERS PRESENT: Don Harvey, Joann Lombardo, Paul Watkins, Cindy Gittleman, Marianne Whitby, Mike Kranzley, Barbara Gaughran, and Randy Johnson CITY COUNCIL PERSON: Evelyn Hart POLICE DEPARTMENT: Ed Walsh PUBLIC WORKS: Steve Badum MINUTES OF SEPTEMBER 12, 1994, were approved as written. SUBCOMMITTEE REPORTS City Council Evelyn Hart stated that there will be as many as three new Council members and that there is currently a restructuring in the Public Works Department with the retirement of Benjamin Nolan. Don Webb will be the new Public Works Director/City Engineer. This restructuring should not adversely affect bike trails and regional planning. B. Bike Safety Joann Lombardo has received a letter from Chuck Green who is concerned about the sensitivity of the traffic signal detection loops at Jamboree/Pacific Coast Highway and Jamboree/Bayside intersections. Steve Badum reported that Rich Edmonston, City Traffic Engineer, is responding to the letter. Back Bay Drive The Cal Poly Pomona faculty and students intend to prepare a proposal to prepare a Back Bay study during the spring semester. D. General Plan OCTA is doing a Master Plan up -date with more emphasis on commuter bicycling. Don Harvey stated that there is limited funding due to earthquake "retrofit". It is hoped that the State will provide more funding in the future. The Master Plan up -date will not be finished until November and will probably be ready by February for Council review. The City will initiate revisions to the City Master Plan at that time. E. Commuter 1. Don Harvey stated that a Bicycle Safety Network has been formed. The focus is on bicycle helmets. Don feels that road safety should be emphasized. 2. Laguna Canyon Road has no bike lanes and the City of Laguna does not want bike lanes. Instead, they want more traffic lanes. There is no side path. Currently, there is a usable shoulder, which the City wants to eliminate to increase traffic lanes. Don suggested that concerned parties write to the City of Laguna Beach at 505 Forest, Laguna Beach 92651, stating the importance of bike lanes on this road. F. Bike Event Various members gave up -dates on the individual responsibilities. T-shirts are ready and press releases have \ been delivered to the Times, Register, Daily Pilot, Coaster, and Orange County Metropolitan. Fliers were mailed in one-half of the utility bills and Ed Walsh will deliver fliers to schools to have in the front offices. Two bike policemen will speak, Seales ambulance service will be on-call, Chicago Bike will be there for safety and maintenance, and a list of sponsors will be printed on a poster. NEW BUSINESS Comprehensive Committee meeting is October 18 at 5:15 p.m. in the Council Paul Watkins asked that the area on the inland side of Pacific Coast Highway between Superior and Prospect be cleaned -up. It is a designated bike trail. Steve Badum said that West Newport Oil owns the property and the street maintenance is under the jurisdiction of Caltrans. Steve will write a letter to them regarding the problem area and send copies of the letter to Caltrans, Newport Oil and the Bike Committee.
