Hello Matthew,
As part of the proposed project, speed cushions would be installed. Speed cushions are similar, but are importantly
different that speed humps. They are designed with cutouts to allow large emergency vehicles to pass unaffected. Speed
cushions extend across one direction of travel with longitudinal gaps to allow wide -wheeled vehicles to avoid going over
the hump. The distance between the gaps is too long however to allow cars to pass without slowing. Our Fire
Department supports the speed cushions.

Apologies for the second email, but I forgot to mention one other key point. A few years ago, the City of Las Vegas
required our company to install speed humps on the main access roads within our neighborhood shopping centers to
reduce vehicular speeds. After installing them for a significant cost, our company was then required to remove them by
the fire department as noticeable damage (shocks, suspension, etc.) was occurring to emergency vehicles around the
city and emergency response times were affected causing a public safety issue. I hope all governmental entities have
provided input regarding any potential, and in my opinion unnecessary, roadway alterations including emergency
services.

I have been a resident of Dover Shores since 2006 thus, very familiar with the traffic patterns and vehicular speeds
within the neighborhood. I have also witnessed a dramatic change in the way new residents view the streets as an
extension of their front yard and children's livelihood rather than for proper traffic flow. While I love the family
environment of Dover Shores and love seeing kids playing roller hockey, biking to school, etc., parents must realize that
allowing their children to "play" in the streets come with inherent risk. Because of that, residents, particularly new
homeowners, need to realize which streets are main arterial streets such as Highland, Santiago, Commodore, Galaxy,
Dover and so forth vs. more neighborhood streets with minimal traffic. Having grown up in Villa Park, which is a very
family centric neighborhood, my parents educated me which streets were safe (low traffic count, straight, high
visibility) and which were unsafe (high traffic count, curves, low visibility, etc.). Not only do residents need to be
responsible for such lessons, but also realize that purchasing a home on a high traffic street comes with some
drawbacks. Overall, the current speeds and average vehicular speeds are completely in line with similar neighborhoods
and the problem lies primarily with resident's expectations of street usage for their children's personal use rather than
what the streets are actually built for. I am 100% completely opposed to the installation of any street cushions and
edge line striping.
On a side note, I believe much of the traffic problem was due to the city's recalibration of the stop light on Irvine and
Highland, which occurred years ago. Before the recalibration, the left hand turn arrow was almost immediate during
non rush hour traffic and fairly reasonable during rush hour. After recalibration, it stayed red even with no traffic on
Irvine for well over a minute during non rush hour and was a crap shoot during rush hour. Because of that change,
most everyone learned Commodore was a shortcut and became a main arterial street even though it's not as wide as
Santiago or Highland. Recalibrate the light and people will start using the designated arterial roads again over time.

My husband and I live in this neighborhood and highly endorse this plan. Also our grandchildren, ages 5 and 3, live on
the corner of Mariners and Antigua and would definitely benefit from a new stop sign at their intersection.
Safety would be greatly enhanced.

Hello Jim,
Thank you for your e-mail. We have followed the process outlined in City Council Policy L-26 in reviewing the
neighborhood traffic conditions, and preparing the study. I have attached a copy of the Policy for your review. The
purpose of the Policy is to provide residents the opportunity to petition for traffic calming measures to address their
traffic concerns. The data provided in the study regarding traffic accidents was discussed in the neighborhood meetings
to show the history. The primary data used to determine if a street meets the criteria for consideration of traffic calming
are measured 85th percentile speeds and traffic volumes. The key word being "consideration".
When I hear residents talk about quality of life, most are often talking about their own safety concerns. Their particular
concerns of the potential for a tragic accident. The L-26 procedures allow for an extensive petition process. In this
neighborhood, approximately 60 percent of the residents support the concept traffic calming plan. The conclusions of
the study, together with the petition results, will be presented to the City Council for their consideration. Thank you.

Mr. Brine
I am writing about the study being included on the City Council Agenda for January 12, 2021.
While it appear that certain member of the Neighborhood support the calming actions, I do not.
The facts of the traffic collision report for a ten year period 9.2008 to 8.2018 show 27 separate collisions or 2.7 per year or
less than .0225 per month. The report also indicates that out of the 27 separate collisions 5 were Driving under the
influence or 18.5%. An additional analysis of the reported traffic collisions indicate that six solely involved bicycles of
which four or a full 67% involved unsafe speed prior to the advent of electric bicycles.
The resulting collisions involved vehicles such that only 1.6 accidents per year were autos and only 43.75% were for
unsafe speed, which causes one to ponder "Much Ado over Nothing". The reports includes bicycles and autos as one in
the Report
Unsafe speeds = 32%; aside from driving in excess of the speed limit, this could also refer to a speed deemed "unsafe for
the conditions," which could include inclement weather, impaired visibility (e.g., fog) or roadwork. Such a summary
misrepresents the data or at the very least obfuscate the true relationship of unsafe speed as though it applies solely to
automobiles.
The 10 year collision rate again does not call attention to the Collision rate being insignificantly low as to the million miles
driven or the ADT equaling for just the Windward to Shipway 1 collision to 2,606,100 traffic trips though a review of the
Traffic Collision Reports does not identify any such collision.
The results of the Traffic Count and Speed also show that the average is approximately 5 mph over the posted speed of
25 mph in most cases.
Yes, there is probably some flow through traffic to the Newport Aquatic Center, each morning and evening affecting
primarily Westcliff Dr. and Dover, but there is a stop sign there.
The Study does not indicate the number of licensed drivers in the Calming Area which must be a factor into the number of
trips since their are 3,932 residents. Can the City elucidate the number of Licensed drivers and the average number of
trips such drivers take each day.
The Study does it include the numerous traffic hazards of basketball hoops or signage of children at play in the area which
may be distraction to drivers.
The Study is short-sighted and as the report states, "... That is, driver awareness and behavior are of prime importance".
"The objective of this study is to quantify and address the nature of concerns expressed by residents of Mariners and
Dover Shores communities to City of Newport Beach Traffic Engineering staff. In general, these concerns relate to "quality
of life" issues that are closely tied to traffic speeds and safety issues." The data does not support the "quality of life"
issue.
The data does not support any mitigation to the neighborhood other than addressing concerns raised by certain
individuals
For the foregoing reasons and the faulty report, I again can not support any action to be taken in the area.

Dear Council Members and staff,
Thank you for looking into the traffic challenges facing our neighborhood. We have waited for years to have the
speeding and dangerous driving issues plaguing our community addressed. It's clear that our community as a
whole was able to get the attention of staff and council and for that we are collectively grateful.
As a mom of two young boys who often play in the street as we do not have any sidewalks Im naturally
concerned with how fast cars take the blind corner just a few houses down from us (Corner of deborah and
sylvia). No-one wants to see the lack of appropriate street signage end in tragedy. Calming measures for
these blind corners needs to be considered. I myself have been in 2 near misses walking on the street by the
corner only to have a car cut the corner and come close to hitting me. I'm terrified it could one my my kids
Additionally we need yield signs or other calming measures to address the traffic confusion at the 3 and 4 way
intersections in our neighborhood.
Please consider adding yield signs and pavement markings to the intersections of Kathleen & Beryl, Deborah
& Vivian, Diana & Leila, and Skylark & Commodore to your calming measures. If this requires 70% of our
neighbors to approve, we are organized and can get that completed quickly. These are small, non-invasive
measures that would make a world of difference to confused or distracted drivers and could very well save the
life of one of our neighborhood children. Please help us keep our area and our families safe.
Thank you for your consideration.

Koren Barrett

Good morning,
I am writing to express my most sincere hope the City will move forward with recommendations expressed in
the Mariners and Dover Shores Neighborhood Traffic Calming Study. As a Dad of three young boys (ages 10,
10 & 8) and very concerned resident of 1607 Santiago Drive (for almost 8 years), every day I witness a blatant
disregard for speed limits and driving rules. I invite you to my home to see for yourself!
I understand there are many factors to weigh when considering this type of project, but speeding and reckless
driving are without question out of control along Santiago Drive and throughout the neighborhood. On a
'normal' day, from my front yard, I will see on the street large groups of cyclists using the 'back bay loop', many
young children riding their bike to the park or school, families on bikes, joggers or runners in the street ... and
now electric bike riders who also disregard rules of the road. When you throw in exceedingly fast
drivers, which the study confirms, the 'chances' for fatal events are extraordinarily high.
I am truly surprised additional people have not been killed based on the speeding and reckless driving that
I've seen first-hand.
Thank you for your support and please strongly consider voting to approve the measures outlined in the
Study.
Take care,
Jason

Hello,
I am a resident on Highland Drive, Newport Beach CA, 92660.
My family is in favor of anything that would reduce the speed of drivers on our streets.
It is just not acceptable that drivers can hit levels of speed into the 40+ mile per hour range down our streets.
It's a daily occurrence. Nearly every time I pull out, I have a car behind me, tailgating as I try to keep to the 25 mile per
hour limit.
It's everybody, residents, workers and even public services like CR&R. I had a UPS driver challenge me as I shook my
head at him for blazing past my home.
The CR&R trash truck (I do love their service, I will say that) blew past me as I was running last week. It had to be at least
35mph, the guy was hauling.
I had an old lady in a light blue Prius literally cut through the right side of my vehicle to pass as I was driving
down Highland, because I wasn't going fast enough for her.
We just built a fence in our front yard, to keep our almost 2 year old daughter and two dogs safe.
How many more people have to die, before we act.
Respectfully,
Chris Bugler

I am a resident of Dover Shores and the parent of two young children. I strongly support the Council's approval of the
improvements as outlined in the Mariners and Dover Shores Neighborhood Traffic Calming Study.
The neighborhood speeding is absolutely out -of -hand. This is not a request for kids to play in the streets, it's to preserve
the value of our family community. I have been passed on the left while driving, given the middle finger, yelled at for
going the speed limit, nearly run over while running, and threaten to be shot for asking someone to slow down. The City
cannot, and should not, wait for another tragedy before taking action.
Thank you for your service to the community.

My name is Elyse Avila Smith. I am a business owner in Newport Beach,
resident of Newport Beach, and resident of Dover Shores. I live at 1400
Mariners Drive. I am here in support of adding measures including speed
cushions to our neighborhood. I have a 17 month old son and just this
month have almost been hit twice by speeding cars and cars speeding
through stop signs. The fact nothing has been done is irresponsible and is
going to end in another lost life. I watch cars speed by my home hundreds
of times a day. I have added not one but two fences to my front yard
because I am terrified of what might happen to my son if he ever got into the
street. Please take your responsibility as the City of Newport Beach seriously
and add measures to keep our community safe. Again, I stand in 100%
support of adding speed cushions and other measures to slow down traffic in
our area before another innocent child is killed. Our community has come
together to fight for our right to safety and we ask that you, those people we
elected, those people who grew up with in this neighborhood and
neighborhoods just like this to stand with us and create a safer Newport
Beach and safer Dover Shores for our children.

We have lived on Commodore Rd for 35 years and have witnessed over that period
of time, an increased flow of transient traffic. These neighborhood streets were
never meant to accommodate the numerous amounts of cars at any one given time,
which occurs a couple times a day. But what is the most disturbing is the speed and
recklessness at which they drive. As you all know, the wonderful VanDerAhe family,
whose son was killed by a DUI driver just 3 doors down from us, has motivated the
neighborhood to take immediate action. We do not want another child, adult or
animal to be killed because of carelessness. After much thought and action taken by
the residents of several of our streets, we feel that the proposed speed cushions
would create the result of slower and hopefully more careful driving which would
prevent another tragedy.
Please, we ask and plead with you to make this happen.

To the City of Newport Beach,
I'm writing you on behalf of my family which consists of my wife, Lisa, and our two young children ages
4 and 1. We moved to Dover Shores over two years ago as it was a community designed and built as
being a safe place to raise a family. The homeowners directly to our left and right and both houses
directly across the street all have children no older than first grade (12 total if I'm counting correctly).
This has been and will continue to be a desirable place to raise a family. The ability to walk through a
neighborhood to an Elementary School (Mariners) was one of the main drivers for us and many others
to move to the community as we would be able to avoid major thoroughfares like Irvine avenue. Limiting
our children's access to Traffic, Speeding and reckless driving areas for the unthinkable to occur all are
part of it a decision on where to live. It's a main reason why property values in Dover Shores and the
Dover Shores HOA are what they are. Unfortunately, that is no longer the case and it is about time the
city and community did something about it. Since July alone, there has been a hit and run on Galaxy
near Galaxy Park and 1 tragic death on Commodore where a teenager was hit and killed.
The concerns around speeding and reckless behavior will continue and are able to be solved one of 2
ways:
(1) The City actually do their job and enforce speed limits in the community and place traffic
police to issue speeding tickets.
M
(2) Speed Bumps be installed on the recommended streets. (Santiago Drive, Polaris Drive, Galaxy
Drive, Leeward Lane, Windward Lane, Holiday Road, Antigua way, Dover Drive, Highland
Drive, Mariners Drive, Tradewinds Lane, Westcliff Drive, Nottingham Road and Commodore
Road.
RK Engineering published a report dated October 23, 2019 titled "Mariners and Dover Shores
Neighborhood Traffic Calming Study" where RK spelled out a number of areas where the 85th percentile
speeds in the area were equal or greater than 32 MPH would be reviewed in more detail, but it was
identified at several locations. They data in the report confirms that the residents' concerns about
excess speed is actual and action needs to be taken.
On Santiago Drive, south of Estelle, where I live, the pace speed was found to be between 26-35 MPH
(In a 25 MPH zone) with the 85th percentile at 33 MPH. 78% of drivers were between 26-40 MPH. The
report states the speed limit is not being followed. Sadly, it's not the only street, with others worse.

The city has done nothing to resolve the matter and are culpable in this. Taking a laissez-faire approach
and forcing 70% of residents to sign a petition for any change whatsoever shows they have no interest
in the safety of its citizens. Congress needs less support to pass o law.
I the city will not enforce traffic laws, then fully support the speeds bumps being installed in the
Mariners/Dover Shores community and the data supports this. Human life is worth significantly more
than having to slow down and observe speed limits.

installation of speed cushions. I believe speed cushions will cause a diversion of traffic and increased
traffic noise levels. The noise level from traffic on Highland Drive is already quite high and it would be
terrible if it increased. I also believe drivers will try to avoid the cushions and veer onto the shoulder,
which would be dangerous to people on bicycles.
I am asking if traffic/speed cameras could be installed throughout the neighborhood. These
cameras would get pictures of speeding motorists; I feel drivers would pay more attention to the
posted speed if they knew being caught speeding would result in a hefty fine. The way to deter
speeding is to hit people in their pocketbooks.
As someone who always drives the speed limit, I do not want to be penalized for other people's
recklessness. I do not want to have to drive over speed cushions in my neighborhood.
Thank you.

Dear Mayor and Members of City Council,
I am here as a resident of Dover Shores. My children are grown with children of their own (hello Noah! I am so proud of
you!). I walk my dogs everyday and watch as cars speed through our neighborhood. My daughter lives in Dover Shores
as well and I fear she is going to be hit by a car or that one of my 5 grandchildren who are either being pushed around in
strollers or the older ones who ride their bikes will be hit and killed. My grandson lost his best friend Johnny, when a car
struck him that was speeding down his street.
This speeding is out of hand and can be fixed. When I drive the speed limit people often honk at me, go around me, or
scream at me. I worry I myself will be hit as well. Please help us. Please help our community. We don't want another
death. We have done everything in our power but now it is up to you to choose safety, to chose life, and to choose the
children's safety who are our future. Think about your children, your grandchildren, and your family. What would you
do? What is the right thing to do.
Please approve the Mariners and Dover SHores Neighborhood Traffic Calming study and put an end to the reckless
driving in our community. We need your help.
Sincerely,
Stephanie Avila

Dear City Clerk,
I am writing in regards to the Mariners and Dover Shores Neighborhood Traffic Calming Study that
will be on the agenda for City Council tomorrow night. Please know that I am in favor of calming the
traffic in Dover Shores, however, the proposed speed bump location on your plan would be right in
front of my home at 1308 Santiago Drive. Normally, I would not object to the speed bump but our
home was built in 1966 and for some brilliant reason they put the master bedroom in the front of the
house instead of the back of the house. Therefore, any acceleration and deceleration would cause
gas fumes and headlights to go up and down causing us to have even less sleep! If the speed bump
could be moved North or South of 1308 Santiago I would approve of this plan.
Thank you for all your fine work for the city!
Please advise receipt of this email.

Date: January 11,2021
I am a resident of Dover Shores and the parent of two young children. I strongly support the
Council's approval of the improvements as outlined in the Mariners and Dover Shores
Neighborhood Traffic Calming Study.
The neighborhood speeding is absolutely out -of -hand. I have been a resident of Dover Shores for
53 years. Things have changes dramatically since I was a child growing up on Tradewinds Lane.
The difference today is that:
• you have more people living here and therefore, more children commuting around the
neighborhood and to and from school
• more traffic and therefore, more crazy drivers hurrying to and from work
• cell phones and the distractions they bring,
• motorized bicycles and scooters that are allowing children to commute much faster with
little protection
We do not need more tragedy in our neighborhood. It is time to act for the safety of our children.
Thank you for your service to the community.

RE: DOVER SHORES TRAFFIC CALMING STUDY
Dear Mr. Brine:
As you are aware, I have been sending correspondence to the City of Newport Beach
regarding excessive speeding and dangerous conditions at the corner of Mariners Drive and
Santiago Drive since 2005. We have raised three children in our home that sits at the corner of
the very busy 4 -way stop intersection. Sadly, even though there are stop signs, the vehicles do
not stop at the intersection and they go even faster as they proceed through and race as fast as
they can down Santiago Drive and Mariners Drive. The situation has been so frustrating over the
years that we have often contemplated moving to save the lives of our children. Although our
children have grown into young adults, we all need to enter our cars from Santiago Drive and/or
Mariners Drive which is a near deadly experience almost daily. The cars racing by do not care
that you are getting into or out of your vehicle and they nearly run you over without hesitation.
The drivers do not care about stop signs or speed limits in Dover Shores, and it is imperative that
the City finally step up and install speed cushions/bumps and any other deterrent to slow down
the traffic. I have also witnessed vehicles doing circles in the intersection of Mariners/Santiago. I
think about if they had lost control, they could have driven straight into our home and killed
somebody.
It is hard to understand why the City has not been proactive about installing speed
bumps/cushions/deterrents which could have saved the young lives that have been lost in our
neighborhood. It is awful to think that those precious lives could have been saved if the City had
only acted on our neighborhood requests to slow the traffic. It is hard to think that we could have
made a difference, yet we did not due to red tape and politics. NOW is the time to install speed
cushions, striping, extra signage and anything else deemed necessary to deter these crazy drivers
from going 50 mph on residential streets.
I am begging the City of Newport Beach to finally step up and do what is right and what
should have been done 20 years ago, SLOW DOWN THE TRAFFIC IN DOVER
SHORES/BAYCREST-)NEIGHBORHOOD.

Ladies and Gentlemen of the Newport Beach City Council:

In the past 6 months there have been two massive car wrecks on Galaxy, but nearly
daily I am reducing to flagging down drivers as they drive 40-60 miles an hour while
focusing on their text messaging.
Given the VDA death, this is an obvious focus, but if we don't act soon, there will be
more deaths in the future.

RE: Dover Shores Speeding Issue
Dear Newport Beach City Council:
We write in support of the actions under your consideration to put safety measures
in place to mitigate the serious and pervasive issue of speeding and wreakless
driving throughout the greater Dover Shores/Westcliff community.
This issue is not new to the community but has clearly been highlighted as one
needing immediate action following the tragic death of a neighborhood child last
year. The occurrence of a tragedy shouldn't be required as a catalyst for change;
however, we should pay attention to it as an opportunity to learn from our past
complacency and take immediate action to make the necessary corrective measures.
As a family living in the community, we are in strong support of any measure that
would slow traffic and enhance the safety of pedestrians, particularly the children,
of this neighborhood, no matter the potential inconvenience it may cause to some.
The safety of our community members should be priority of those who serve us as
City Council Members. We trust you all will make the appropriate decision to
address this ongoing risk.
Thank you,
Patrick and Jessica Wood

Dear Council Members,
I live on Highland Drive and am writing to express my support for traffic calming measures including, but not limited to,
speed cushions on Highland and in our neighborhood. I have lived on Highland for over 25 years.
The beyond tragic death of a child in our neighborhood should be enough to institute speed cushions and other safety
measures so that no family or community has to suffer another devastating loss. However, below are other reasons you
should vote to institute speed cushions and other measures.
The speed and volume of the traffic has increased significantly over the years. Large construction and delivery trucks,
and at times, school buses speed in this neighborhood. Their size impedes their visibility of children walking and on
bikes. Their speed makes accidents more probable.
Also, with all the construction and people working from home there are lots more parked cars. The parked cars and
construction vehicles cause sight obstructions at corners, when backing out, and when crossing the street. For example,
a car parked on Highland at the corner of Skylark and facing toward Irvine Ave. completely blocks the view for a bike or
vehicle turn from Skylark onto Highland. A construction vehicle makes the turn impossible as you cannot see if a car is
coming. When cars are speeding there is no chance for accident avoidance under these circumstances.
Due to Covid 19 and stay at home orders, many more children and people are walking and biking in this neighborhood,
yet the traffic and visibility are worsening. Further, to retain physical distance people often move to the street to allow
others to pass on the sidewalk. The speeding cars, blind spots created by parked cars, and blind curves pose a greater
danger due to increased pedestrian and bike traffic.
The Aquatic Center traffic adds other issues. The greatest being people rushing to and from class or event times,
especially early morning when kids are walking or biking to school. Many cars leave the Aquatic Center and speed. They
often travel on Polaris to reach Dover Drive (westerly direction) and their speed combined with the blind curves makes
Polaris unsafe at times.
We urge you to vote to implement speed cushions and other safety measures to slow traffic down to a safe speed and
to increase visibility, especially at corners. If safety of your constituents is not enough, please consider the potential for
liability now that the City is on notice of these dangerous conditions. The financial burden placed on the taxpayers by a
significant jury verdict for failure to implement reasonable remedial actions is another reason to take action to make this
a safer neighborhood.
We appreciate all you do for our community, including all of your time and effort on our behalf. Wishing you a healthy
New Year.
Sincerely,
Lisa Ackley

Dear Newport Beach City Council -
I'm writing to urge the City Council to taking action to reduce the speeds in the Dover Shores neighborhood. We've lived
at 1612 Santiago Drive for almost eight years and witnessed the prevalence of speeding—particularly on major arteries
like Santiago Drive, Highland and Mariners. It's past time for meaningful action to reduce the average speeds of
motorists in Dover Shores. Unfortunately, the recent death of a young boy on Commodore added further urgency to
addressing this problem.
I support the recommendations of the study but am also open to alternatives as long as they meaningfully improve the
situation and are not temporary in nature (e.g. episodic police enforcement).
I hope the council will take swift, thoughtful action to protect the residents of Dover Shores from the unnecessary risks
of speeding drivers in our neighborhood.
Thank you,
Jim Hartung

Dear City Clerk
With respect to the "Study Session" comments, could you record/read the following:
According to the traffic study the average neighborhood speed limit is 35 mph, which means there are a subset of
drivers going 25 mph and a subset of drivers going 45 mph in a 25 mph zone.
We, as a community, really just need to answer 3 questions:
If we do nothing, do we expect a different result than continued speeding and potential loss of life?
Shouldn't we do everything we can to prevent our children from being taken away from us in front of our eyes?
What if it was your child, your spouse, your family member - would you want action taken?
Ultimately, doing 'nothing' is a decision, albeit a poor one.
Please implement the recommendations in the Mariners and Dover Shores Traffic Calming Study.

RE: Westcliff & Dover Shores Speeding Issue
Ladies and Gentlemen of the Newport Beach City Council:
We write in support of the actions under your consideration to put safety measures
in place to mitigate the very serious and pervasive issue of speeding throughout
Westcliff & Dover Shores.
Clearly, the issue has become a major concern following the tragic death of a
neighbor earlier this year. But we all know that this is not a new issue either as
traffic studies and speeding issues were identified in years past. Over the last
several months, the local community has now come together to show and voice their
support in finding a solution to preserve the safety of our families.
While we are in support of any measure that would slow traffic, we also
acknowledge the concerns of some who think certain options are a negative, either
visually or financially. I find the financial/home value argument tough to defend
when nearly all of the most expensive neighborhoods in Newport Beach have
speedbumps or other calming measures (Bayshores, Big Canyon, Castawyas, etc).
However, in conversations with people voicing those concerns, most all would be
amenable to other options like curb outs, beautifies medians, and the like, so we
want to make sure that council is aware of that.
Thank you all for your service on the Council and for your consideration in helping
our community find a lasting solution.
Thank you,

Dear City Council Members,
I am writing in favor of the proposed speed cushions and other speed -reducing measures in the Dover Shores
neighborhood. As a resident of Highland Drive, I witness daily the speeding and reckless driving by so many. People race
down Highland trying to make the light at Irvine/Highland, and also race going the other direction into the
neighborhood, as if it isn't residential at all. Simply going on a bike ride with my children has me on edge as the speed
limit seems to be a mere suggestion.
This is a longtime and very serious problem that has resulted in death. I implore you to support this life-saving measure.
Please let's do what we can to prevent yet more tragedy in our community.

To the Newport Beach City Council,
It is our sincere hope in writing this letter that you will engage the resources to address a
speeding problem on Highland Dr. in Newport Beach which would add speed bumps to
our street.
The neighborhood that Highland Drive is within is quiet and residential, and many of the
families that reside there have children and pets. Unfortunately, there are many vehicles
(consisting of construction trucks, gardeners, repairmen, delivery trucks, residents, etc.)
that drive well over the posted 25 miles per hour. It is only a matter of time before there
is another fatality or major injury.
Our family (including 2 children) is in support of this initiative and hope that this
statement will motivate the City to install these speed bumps in order to restore Highland
Drive to part of a residential neighborhood we are proud to call home.

RE: Dover Shores Speed Mitigation
Date: Jan 11, 2021
Dear Ladies and Gentlemen:
I write this letter asking that you seriously consider the installation of speed cushions and edge
line striping in Dover Shores. In July, our son Johnny was skateboarding out in front of our
house and was tragically killed as he was struck by a speeding car. The driver was using our
street as a cut through to get further back in Dover and it is my belief that had there been
speed cushions, posted speed signs and/or additional stop signs this tragic event could have
been prevented.
Commodore Road is .37 miles long and has no stop signs and no posted speed limits signs. We
watch cars excessively speed down the street on a daily basis as they race to get to and from
work. The amount of near collisions that take place at Commodore and Skylark is ridiculous as
cars race through that intersection.
What will it take for the City to take this problem seriously? How many more families have to
be ripped apart due to the loss of their child? There are many streets just like ours in Dover
Shores that need attention. Through our sons foundation we have implemented the "Slow
Down" signs throughout our neighborhood, but it's just not enough. More needs to be done.
Thank you for your help.

Dear City Clerk:
I would like to lend my strong support to the installation of Speed Cushions and Edge line Striping for the neighborhood
of Commodore Road, Newport Beach. My son lives on this street and I've personally witnessed vehicles using excessive
speed as they traverse the neighborhood — using it as a "cut -through". It's a shame that these measure need to be in
place in order to achieve the desired result of reduced speed, but it seem that this is the only avenue available to the
neighbors living on this street.
Please seriously consider the installation of these items in order to achieve the safe and sane speeds needed to protect
human lives.

City Council Members,
Children's lives are being taken from us as we watch. A true statement for the Von Der Ahe family, who will forever
have to grieve the loss of their son. How many more fatalities do we need before changes are made? We have our
signatures you required, now please take the appropriate action to make our neighborhood safer.
I welcome any of you to park on Highland Drive (where I live) or any of the other streets involved in study for just 10
minutes to witness the speeding and reckless driving in our neighborhood.
I spend a lot of time in my front yard with my young daughter, and can assure you the average speed here on Highland is
AT LEAST 45 miles or higher. Drivers accelerating to make it to the light on Irvine Boulevard, and those speeding the
opposite direction to get to their destination. The streets in our neighborhood are lined with slowdown signs, and slow
down men in the streets, all of which have not made a difference.
We need the city to make it physically necessary for cars to slow their speed, and stop signs don't work. So many blow
right through stop signs, and will even be aggressive towards pedestrians on the street.
Our neighborhood is known to be a family friendly neighborhood, but that will not be the case in the future, if big
changes are not made.
Residents are counting on you to make the changes possible.
Sincere Regards,
Tiffany Reinhold

Honorable Mayor and Members of the City Council,
My husband and I live with our two young children in Dover Shores on Tradewinds Lane, where we have lived for the
past 12 years. I strongly support the Council's approval of the improvements as outlined in the Mariners and Dover
Shores Neighborhood Traffic Calming Study.
Speeding in our neighborhood is out of control. I am outside in our neighborhood multiple times each day.. running or
walking my dog and my kids ... and every day I witness at least one car speeding through our streets at speeds well over
the posted speed limit. When I motion for the cars to slow down, I typically receive a response of anger and rarely one
of acknowledgment and willingness to slow down. Our neighborhood is a wonderful community filled with families and
we want to preserve this value and safety for current and future residents.
The City cannot, and should not, stay by and continue to watch as illegal speeding and behaviors escalate. The City
needs to act before another community tragedy occurs.
Thank you for your service to the community.

Dear Ladies and Gentlemen:
Please support our neighborhoods' request to install measures to reduce speed in Dover Shores. We have had so many
tragedies. This neighborhood is all about community. We have a local elementary school a few hundred yards from a
main entrance to Dover Shores. We are full of families, children and pets. We need this more than ever.
There have been repetitive accidents and incidents that threaten the safety of all of us. Careless drivers are zooming
down our streets completely ignoring speed limit signs. At any moment, children could be chasing a pet, a toy or just
riding their bikes and be hit by those motorists. I've seen it too many times and have lost a dear family friend in July
2020. 1 see it getting worse daily. If you drive through the neighborhood you will see and read the hundreds of signs
asking for a change. We are frustrated and we are scared. We are pleading for your help. Safety first! We just want
everyone to slow down so everyone feels safe. Begging for the right thing should not be necessary!
I know this community has reached out and tried over and over again with the help of Derek Landry. Please take action
and make this a safer place to live.
Thank you.

City Council:
SPEED BUMPS (CUSHIONS) WILL COST ME $1.5 MILLION
Let me explain:
1976-2020 NO BUMPS
I moved into my house on Pescador Drive in 1976 and like everyone else I purchased a home in a neighborhood without
speed bumps (cushions), a crude tool used in predominately low-income neighborhoods to reduce crime and traffic while
increasing noise and pollution. Speed bumps are called "Barrio Bumps" by some people. I do not want to live in a
neighborhood with bumps and will sell me home if they are installed since they will fundamentally change my enjoyment
of my home and neighborhood. I never imagined that someone would request bumps in this area.
$1.5 MILLION
Selling my home and moving to a similarly priced home in a location without bumps will result in taxes and fees of
approximately $1.5 Million for me. My taxes are complicated and I already pay a lot. By giving some residences their
requested bumps the city is taking $1.5 million from me. I feel some people are buying cheaper houses on streets with
more traffic and asking the city to change the neighborhood so you capture the benefits of a better location for free at the
expense of others (like me). Will the city compensate me or buy my house?
PARKING & POLICE
Fewer cars parked on the street would improve safety but I have seem a gradual increase in street parking over the
decades. Bigger houses but limited parking requirements imposed by the city are a huge problem. In Claremont,
California street parking is limited and safety is greatly enhanced.
Police activity in the neighborhood is nothing like decades past. Police would frequently park at intersections and ticket
violators failing to stop and speeding in the 1970's and 1980's. I cannot recall seeing this occur once in the last decade.
think police activity is a far better solution and it worked before.
OTHER SOLUTIONS
I do not object to the removal of some of the entrances to neighborhood that do not include traffic signals on Irvine
Avenue. Please look into the better solutions that Costa Mesa used that do not include bumps on East 19th Street and
Broadway. I do not like that the Newport Aquatic Center started small and keeps growing.
GROUND CLEARANCE
Received After Agenda Printed
January 12, 2021
Item No. 14
Can all cars clear the bumps or cushions without damage? My sons has several cars from Ferrari, Maserati and Porsche
that might not. Bumps are much easier to pass with a more dangerous SUV or truck and car drivers like me need to slow
down more. I have seen raised trucks go over bumps with little reduction in speed eliminating the benefits. I was once
honked at as I was going over a bump slowly in another neighborhood by a truck.
OTHER PROBLEMS
There are many issues I worry about but general traffic in the neighborhood is not on my list. I think many people are
exaggerating the traffic problem and no community is perfect. Party houses, construction, parking, filming at residential
houses and house that are sold from one house flipper to another are on my list. Most of the houses around me were
foreclosed in the last crisis. Many of these problems are connected and also impact traffic. I suggest a city tax on all home
sales when not owned for five years to help pay for enhanced police activity.
FINAL THOUGHTS
Long ago the city was going to install bumps on Nottingham. Warning signs were installed but before the bumps arrived
the signs disappeared. What happened back then?
I hope we can all be respectful, reasonable and rational when the current political environment is very dangerous. I feel
some people have an unfounded fear people want to injury their families and are exaggerating the traffic problems and
want to get even. Unfortunately we have national politicians using fear and blame as tools and I think this problem is
making inroads into local communities like this now.
Please value my input as a long term resident that will be impacted substantially by any change. I was unaware of the
prior meetings on this issue and fear the city only listened to a select and biased few. Unfortunately some of these
individuals will move after any changes occur and people like me live with the consequences. If they want bumps or a
quieter street they can move but do not take from me.

Honorable Mayor and Members of the City Council,
Good afternoon. My wife and I are lifelong Newport Beach residents and we currently live with our
two young children in Dover Shores on Tradewinds Lane, where we have lived for 12 years.
We STROGNLY support the Council's approval of the improvements as outlined in the Mariners and
Dover Shores Neighborhood Traffic Calming Study.
Speeding in our neighborhood is out of control and unacceptable. We have noticed over the past 12
years that the family demographic in the neighborhood continues to get younger and younger, which
obviously means more children playing outside in the neighborhood. Our family spends a lot of time
outside throughout each day (running, biking, roller skating, walking the dog, etc.). Not a day goes by
where we don't witness at least one car speeding through our neighborhood and on our street. The
speeds are often unnecessarily excessive, and well -above the posted speed limit. When we motion
for cars to slow down, we are met with a response of anger (or a finger), not one acknowledgement or
willingness to slow down. Our neighborhood is wonderful with a growing community of families. It is
imperative that we take action immediately to preserve and improve vehicle safety for current and
future residents.
The City cannot (and should not) stay stagnant or "punt" this agenda to future councils. Non -action by
your council would be ignorant and only allow for continued illegal speeding and escalation of
negative behaviors. The City needs to act before another community tragedy occurs.
Thank you for your service to the community.

Re: Dover Shores Traffic Calming Plea
Dear City Council Members,
It is with heavy heart, desperate fear, and raw cries for help that I write to you today. We, the residents of Commodore
Road and the Dover Shores/Westcliff neighborhood are begging for help to make our residential streets safer. Our
neighborhood offers several "cut through" streets for non-residents, utility and delivery vehicles, and other residents to
use as a quick route off the main route like Irvine Boulevard and Dover Drive. Our neighborhood streets are lacking
proper signage, marked crosswalks, and other means of slowing down traffic. I count dozens of cars a day racing down
our street (Commodore Road) clearly speeding well above 25mph just to get to the end of our street to turn right.
Clearly these are not residents of our street. Many are utility/work vehicles (contractors, city works, delivery trucks, etc).
There is no regard for how fast people drive. People are in a hurry, and with no deterrent to cut through on our street(s)
drivers can carelessly race through the neighborhood endangering our actual residents. We have two cross streets
within feet of our home, neither of which have a stop sign or yield sign. Countless cars a day speed up to those corners
barely slowing down and rarely looking both ways before they turn.
Our neighborhood is a family neighborhood filled with young children and pets. Kids walk and ride their bikes to school
and the park. Residents of our neighborhood are extremely active and social. They walk, bike, skateboard and visit with
one another on our streets. Kids play on the sidewalks and near and on the streets. It's a close knit community that has
cherished the ability to allow and enjoy such freedoms. However, with the increasing cut through traffic and lack of
speed control our safety is at growing risk. I know the danger and risk first hand. My son, Johnny, was killed this summer
while innocently skateboarding in front of our home. The driver that struck him was speeding and using our street as cut
through, a quicker route to her end destination rather than staying on surface streets. This accident and more could
have been avoided if our neighborhood had speed bumps, signage, etc to deter drivers just looking to get through our
area more quickly. We have started a foundation in our son's name and honor to slow down traffic in residential
neighborhoods. We have had to post our own signs reminding people to slow down. But it's not enough. We need help
from the city. We need a way to let drivers know that speeding through our little neighborhood, endangering our friends
and families, is no longer an option.
We are begging the city council to understand and hear our pleas for help. To install speed bumps. To slow down
drivers. To save lives.
Thank you,
Amy Von Der Ahe

Dear City Council Members:
We are in support of speed reducing measures in our neighborhood and we are writing to encourage you to approve
these measures.
The excessive speeding in our neighborhood is a continuing problem that needs to be addressed. We spend a great deal
of time playing in our front your with our three young children. Each day we are saddened to see people speed down
the street with no regard for playing children and pedestrians enjoying time outdoors. Our neighborhood has already
lost one child due to a speeding driver, and we must act now to ensure an environment where this is far less likely.

To: The City of Newport Beach,
We strongly urge you to support the installation of speed bumps in Dover Shores. We have
lived here for over 10 years in Dover Shores and have increasingly seen the speed
limits ignored. We live on Highland Drive, a thoroughfare, and witness individuals racing
down our street at 40, 50 miles per hour (in the posted 25 per hour zone). This neighborhood is
filled with families, children riding bikes and skateboarding in the streets at all times. Those of
us that live here may know to look out for them, but those coming into our neighborhood do
not.
Please help keep our neighborhood safe. Please support speed bumps in Dover Shores.

To whom it may concern,
I'm writing this letter out of pure frustration. We have lived in Dover Shores for the last 16
years. We have lived on Highland, Santiago, and currently live on Commodore. We love this
neighborhood amd couldn't imagine living anywhere else BUT the fear of one of our kids or
pets being hit is a constant worry! We are having a very hard time understanding how
someone could be opposed to making our neighborhood safer for our children. One of our best
friends was killed a few houses down in July. My children were there and sadly it's been
difficult to deal with. I'm constantly standing in my driveway yelling at people speeding down
Commodore! It's everyone from teens to moms who are preoccupied to elderly people,
construction workers, etc.... Something MUST be done! This community just can't handle
another death! Please, please, please listen to the voices in this neighborhood!
Sincerely,
Erin and Chris Raya

RE: Dover Shores Speeding Issue
Ladies and Gentlemen of the Newport Beach City Council:
We write in support of the actions under your consideration to put safety measures in
place to mitigate the very serious and pervasive issue of speeding throughout Dover
Shores.
Clearly, the issue has become a major concern following the tragic death of a neighbor
earlier this year. But we all know that this is not a new issue either as traffic studies and
speeding issues were identified in years past. Over the last several months, the local
community has now come together to show and voice their support in finding a solution
to preserve the safety of our families.
While we are in support of any measure that would slow traffic, we also acknowledge the
concerns of some who think certain options are a negative, either visually or financially.
I find the financial/home value argument tough to defend when nearly all of the most
expensive neighborhoods in Newport Beach have speedbumps or other calming
measures (Bayshores, Big Canyon, Castawyas, etc). However, in conversations with
people voicing those concerns, most all would be amenable to other options like curb
outs, beautifies medians, and the like, so we want to make sure that council is aware of
that.
Thank you all for your service on the Council and for your consideration in helping our
community find a lasting solution.
Thank you,
Stephen and Lauren Turner

Dear City Council and Staff Members:
I am a Newport Beach resident living on Highland Drive in the section between Irvine Avenue and
Mariners Drive. I have lived at this location since 2003 with my wife and now also, two teenage
children. As a child, I grew up on Mariners Drive. Except for some short departures, Dover Shores
has been my home and I have seen it evolve over the decades. It seems as Dover Shores has
changed through the years, so too have peoples' driving habits. This includes an increase in the
amount of vehicles, their speeds and their distracted drivers. In my section of Highland Drive, 84%
of drivers are going between 26 mph to 40mph according to the 2019 traffic study you
commissioned. 4% of drivers are going between 41 mph and 55 mph. The speed limit is 25 mph for
reference. This means that only 12% of drivers are conforming to the speed limit. That is a big
problem. Compounding the issue is the fact that so many kids on bicycles, skate boards and
scooters use these streets in question to go to school and navigate the neighborhood. As we have
unfortunately seen, most recently on July 1, 2020 when Johnny Von Der Ahe was struck and killed by
a speeding and impaired driver on Commodore Road, the combination of speed, distraction and
children make for an unsafe environment. It is time to do something about this problem and I urge
the Council to take appropriate action and installed traffic calming measures pursuant to the
recommendations in the traffic report.
Regards,
Jason Perrin

Dear Ladies and Gentlemen:
We highly encourage you to support our neighborhoods' request to install measures
to reduce speed in Dover Shores.
There has been a continued assault on our safety and quality of life by careless
drivers who speed far above the current posted levels. The conditions continue to
deteriorate every day. Frustrated neighbors have installed lots of haphazard signs
pleading for drivers to slow down. This should not be necessary!
A precious life was lost last summer, our streets are covered with slow signs and yet
people continue to speed. Speed bumps on Commodore will be a first step in
reminding drivers this is a residential neighborhood with many young and small
children.
We have gone through an extensive and exhaustive process with the City (under the
great leadership of our fine neighbor, Derek Landry) to plead with you to take
action.
It's time. The safety and the quality of our lives are in your hands. Please act
responsibly and expediently and help keep our neighborhood safe.

Dear Ladies and Gentlemen:
We highly encourage you to support our neighborhoods'request to install measures

We live on Mariner Drive and have cars speeding down our street at unheard of
speeds putting my children, our neighbors children, as well as all who live in our
community at risk. I am a lifelong Newport Beach resident and I have never seen it
this bad. I have two children, 13 and 10 years old and I fear for their safety every
day. I have signs to slow down in my front yard, put safety cones up and spend my
days in my front yard monitoring any children that play at the house to ensure that
they are safe from reckless drivers. Our dear friends the Von Der Ahes lost their
beautiful son Johnny to reckless driving, my sons friend Brock McCann lost his life
while riding a bike. We need this to end. I plead with you, please help our
community and our children and install safely measures to slow down drivers in our
community. I request specifically added safety measures on Mariners Drive,
Highland Drive, Commodore Road, Santiago Drive, Polaris Drive.
We have gone through an extensive and exhaustive process with the City (under the
great leadership of our fine neighbor, Derek Landry) to plead with you to take
action. I personally attended meetings to hear the studies and learn as much as I can
about how to help keep our community safe. And to honor the memory of those
who have lost their lives unnecessarily. I want to be able to sit in my yard and not
have to scream at drivers to slow down. Please help us.
It's time. The safety and the quality of our lives are in your hands. Please act

Honorable Mayor and Members of the City Council,
I am a resident of Dover Shores and the parent of a six year old and an eight year old both
attending Mariners Elementary. I strongly support the Council's approval of the
improvements as outlined in the Mariners and Dover Shores Neighborhood Traffic Calming
Study.
The neighborhood speeding is out -of -hand. I live on Mariners and constantly hear
screeching and often see cars rolling the stop signs.
My kids use the bike lane and abide by the road rules yet we constantly get cars speeding
by passing us beyond the speed limit. This is not a request for kids to play in the streets, it's
to preserve the value of our family community. The City cannot, and should not, wait for
another tragedy before taking action.
Please act responsibly and expediently and help keep our neighborhood safe.
Thank you for your service to the community.

Dear Ladies and Gentlemen:
We highly encourage you to support our neighborhoods' request to install measures
to reduce speed in Dover Shores.
We have lived in this wonderful neighborhood for almost 15 years. We started out
on Highland Drive and it was like a 2 -lane highway! I moved off of the street
because it didn't feel safe for my kids to play outside. Now we live on a quieter
street but people cut through and take the corners like they are on a racetrack. I've
posted photos of a speeding car on Nextdoor trying to identify the driver, she was
easily going 50 mph down our street! We have resorted to yelling at speeding cars,
chasing them down on foot and placing "slow down" signs in our yard.
It's time. We don't want to lose another precious life in our community.

To Whom It May Concern
I am a former resident on Commodore Rd in Newport Beach. This is the road where a
teenager was hit by a car and killed last summer. My family and I moved off the street 1 year
before this happened solely because of the terrible speeding problem. Even though our front
yard was fenced in, we were terrified to let our kids play out in front of the house or go to
neighbors houses.
My husband and I did our best to slow people down that were cutting through to avoid the
Highland/Irvine stop light with our cones but it did not work.
This is a horrible problem that needs to be fixed. It is utterly disgusting that it took our
neighbor dying to get to this point but please do something to help stop this problem. A 3 -way
stop at Skylark and Commodore, a 3 -way stop sign at Highland and Skylark and speed
bumps. Our neighborhood desperately needs something to slow people down. My kids have
not ridden their bikes in the neighborhood since the accident happened and that was really
their only outlet and opportunity to see their friends during this pandemic.
Please help.

Dear Newport Beach City Council,
Our family is writing to you because we are in support of the neighborhood request to install measures to reduce speed
in Dover Shores. Drivers continue to be reckless and speed through our neighborhood with little regard for our
children. We live 2 doors down from The Von Der Ahe Family and it could have just as easily been one of my 3 boys that
passed away on July 1, 2020. Our entire family was there the night that Johnny passed away and it is a moment that will
never be forgotten. His death was unnecessary and one that countless people have been concerned would happen at
any moment because of the increased speed that has become way to common.
I moved to Dover Shores 5 years ago from Newport Heights because it was the type of neighborhood where children
rode their bikes, skateboarded and played football in the front yard. Now I am terrified to have my children out and
about because people fly down Commodore all day long with no regard for our children or pets. Signs are posted
everywhere reminding people to slow down and they are completely disregarded. On a regular basis I yell to people that
speed down our street and many times the response I receive is an expletive. Clearly, these individuals will not slow
down unless they are forced to. Please help us keep our neighborhood family friendly and safe. It's time to take action!

To whom this may concern,
I have lived on Leeward Lane in Dover Shores for the past 14 years. Every year, the speeding in our neighborhood has
progressively gotten worse and worse. With the increased popularity of the NAC, we are seeing even more traffic than
ever! Unfortunately, visitors do not seem to have the same respect for the neighborhood as most locals do, and sadly
even the residents are responsible for driving over the speed limit. The speeding specifically down Mariners Drive, trade
winds, highland, Commodore, little Dover drive and Santiago Drive is horrendous. When I'm out on a walk with my
three children and dogs, The amount of people speeding and running stop signs is appalling. I am shocked with the city
for doing nothing about the safety and control of speeding in the neighborhood even after the loss of a child being hit by
a car. With the public education system failing in providing in class learning and sports being canceled, our children Are
outside more frequently riding bikes and playing. We are blessed to live in a city with beautiful weather, beautiful parks,
and beautiful beaches... but we need to make it safe to access. If speed bumps, and other safety measures to control
people exceeding the speed limit in our neighborhood are not implemented, it will be the cities fault when the next
tragedy occurs. The residence of Dover Shores are begging you for help.
Thank you for your consideration,
Kate

Dear Council Members
I have lived on Highland Drive for over 20 years. I have first hand experience with the traffic on Highland and
throughout my neighborhood. Too many cars and work trucks come into our neighborhood and people driveway too
fast. On a daily basis I find myself flipping off someone driving by my house who is doing in excess of 40 mph. It really
does happen daily. Over the years there have been a number of dogs that have been rundown. I have discussed with
my neighbors that it is only a matter of time before a kid gets killed. I think a lot of people felt the same way as most
families with young children have built fences in their front yards to keep their kids out of the street.
Well last year all of our worst fears came true. One evening as I was sitting in my house I heard emergency vehicles
outside so I checked it out. There were fire trucks and police cars on the next street over, Commodore. I walked to
within 20 feet. The police were there. A white Mercedes was stopped in the street. An elderly woman was crying and a
police officer pulled her to the side to talk to her. I looked down and saw a boy in the gutter. He was lifeless. A male
adult, who I think was the boy's father, was holding him. As soon as I saw this I walked away. For some reason I felt like
I shouldn't be there. I was invading on the father's time with his gravely injured son. It was absolutely heartbreaking.
As I walked back towards my house other neighbors had gathered as they do. One of the fathers asked what happened.
There were several small children by his side. I had to pull him aside to tell him so his kids would not hear. All of our
worst fears had come true. A child had been hit by a car and killed.
Within days of this tragedy people started putting signs up in the neighborhood. "Slow Down VDA Strong." The signs
were everywhere. I would drive down Commodore, Highland or Mariners and say slow down every time I saw one of
the signs. I was literally saying slow down nonstop as I drove through the neighborhood. I think for a little while some
people drove slower, but it did not last for very long. Here we are in January of 2021. The cars drive as fast as ever.
Sadly, for some "Slow Down VDA Strong" has become a memory. Others have no idea what the signs even stand for. As
I type this e-mail I hear the cars racing down Highland. We cannot let this happen again. This has to stop.
I strongly support the measures the City is considering to slow traffic in this neighborhood.
Sincerely,
Robert Ackley

To Whom it May Concern,
It's time we put a speeding plan into place within our Dover Shores neighborhood. Daily, we witness firsthand excessive
speeding, texting while driving and near collisions in our blind intersections.
Due to distracted driving and excessive speeding, our community lost the life of a child that was out in front of his house
on a summer evening. Isn't that the strongest argument to put a speeding plan in place?
Speed bumps on straight always and circular planters in blind intersections can help prevent these accidents from
happening. It's time to act now before a careless driver changes lives forever again.

RE: Dover Shores Speed Mitigation
Date: Jan 11, 2021
Dear Ladies and Gentlemen:
We highly encourage you to support our neighborhoods' request to install measures to
reduce speed in Dover Shores.
We live above Galaxy Drive and consistently hear cars traveling at high rates of speed,
especially in the later hours at night. It is as if the street is being used as a drag race
course. It is not a question of if, but when, a fatal accident will occur. We also
continuously witness cars travel at high rates of speed down the main roads with in our
community. It is not safe.
Our community has taken its own measures with street signs and hazard cones in an
effort to encourage people to slow down, but we need your support. Please do not wait
until we have yet another tragedy. Please take action now and install the requisite safety
measure to ensure our children are safe.
Thank you

Dear Ladies and Gentlemen:
We are writing to show our support for the implementation of speed bumps in our
neighborhood to slow down traffic and make our streets safer.
We live on the end of Dover which is a cul-de-sac adjacent to Irvine Ave. Living on a
cul-de-sac is wonderful except that confused drivers often speed up thinking they can
turn right onto Irvine Ave. This is where our children play! It's infuriating!
We have seen the plans Derek Landry has put together and are in support of his
movement. We urge you to make the right decision. It is time to make our
neighborhood safter and to avoid another tragedy.
Thank you,

Dear Ladies and Gentlemen:
We highly encourage you to support our neighborhoods' request to install measures
to reduce speed in Dover Shores.
There has been a continued assault on our safety and the quality of by careless
drivers who speed far above the current posted levels. The conditions continue to
deteriorate every day. Frustrated neighbors have installed lots of haphazard signs
pleading for drivers to slow down. This should not be necessary!

RE: Dover Shores Speeding Issue
Ladies and Gentlemen of the Newport Beach City Council:
We write in support of the actions under your consideration to put safety measures
in place to mitigate the very serious and pervasive issue of speeding throughout
Dover Shores.
I find the financial/home value argument tough to defend
when nearly all of the most expensive neighborhoods in Newport Beach have
speedbumps or other calming measures (Bayshores, Big Canyon, Castaways, etc).
However, in conversations with people voicing those concerns, most all would be
amenable to other options like curb outs, beautified medians, and the like, so we
want to make sure that council is aware of that.
Thank you all for your service on the Council and for your consideration in helping
our community find a lasting solution.
Thank you,
Chris and Jenni DeSilva

Hello,
As a Dover shores resident, I fully support the need to install road bumps to slow down drivers in this area. It's very
dangerous around here and being that many streets don't have sidewalks either, I feel very unsafe walking with my
children in the street near drivers who are speeding.
Thank you!

I am sending to email to the council my self today, as it seems as if they did not hear every side of the story.

My wife and I have lived at 1707 Antigua Way since 2006, there is not a day goes by that I go out to my car and someone
is speeding down our street, I have complained to the NBPD on numerous occasions only to be told they only have so
many units and can't put them everywhere.
We strongly oppose this program, not because I don't believe the traffic needs to be slowed down in this neighborhood
but we believe the study is failed, the study did not take into consideration traffic on either Antigua Way or Galaxy Drive
. The study proposes three speed cushions ( Come on! call them what they are Speed Bumps) on Santiago between the
south entrance of Santiago to Antigua and the north entrance of Santiago to Antigua, no one of sound mind can tell me
that by putting these Speed Bumps on Santiago will not increase the traffic on Antigua Way and Galaxy Drive!
If the city adopts this failed plan then they will need to increase their number of enforcement units for Antigua and
Galaxy, this seems like a no brainer, please rewrite the plan to put Speed bumps on all the streets.

Dear City of Newport Beach -
I echo this message 100%. Everyday cars and work trucks speed down Highland Drive @ speeds of over 40 mph. It is
extremely alarming & safety measures needed to be enacted.

past, leaving less than adequate reaction time to slow down or stop if a child were to enter the road. There are many
children who live in this neighborhood, and many elementary students bike through the neighborhood to and from
school daily. This is why the 25 mile per hour speed limit makes complete sense in this neighborhood. However, almost
no one follows that speed limit. Speed bumps or another measure that would slow down traffic would be much
appreciated and would prevent another tragic occurrence in this neighborhood.

Re: Dover Shores Traffic Calming
Dear Council Members and Staff:
I am a 20 -year resident of Dover Shores, the first 10 years of which I lived on Mariners Drive. After
numerous verbal altercations and repeatedly having to act as a traffic cop we moved our family and
children to an "interior" street in the neighborhood. The traffic speed problems remain the same.
I applaud the City for commissioning the October 2019 Mariners and Dover Shores Traffic Calming Study
and I ask the City to approve and implement the findings and recommendations found in the report.
The traffic calming measures would:
1. Make our streets safer for all residents.
2. Improve the safety for our children who ride their bikes to school and the park.
3. Reduce verbal or physical altercations between residents and speeding drivers.
4. Reduce damage to private and public property.
S. Act as a silent cop and reduce the need for active traffic enforcement.
Traffic Calming Measures WILL NOT:
1. Materially reduce emergency vehicle response times as emergency vehicles are required by law
to maintain safe speeds in residential areas.
Thank you for your support and for helping to make our neighborhoods safer.
