Level III Testing Considerations:
• Can be required by Commission or performed by Staff for any
instance already.
• Considered when risk potential is in question.
• Not on trees that are proposed by others (e.g. developers), which
Staff has deemed healthy/stable.
• Not on Dead or dying trees that have just been planted (e.g. a
Dedicated Special Tree).
• Not on imminent or City trees that have failed.
• Trees removed in conjunction with a City Council -approved project
(e.g. 15'"Street sidewalk installation).
• Availability, timeframes, and frequency of testing.
Current Level III Testing:
• Depending on the amount of testing that is performed, testing with
the corresponding report can cost from $1,500 to over $5,000 per
tree.
• In 2020, Level III Assessments (with testing) was performed on 12
City trees.

A. Removal of Special City Trees January 12, 2021
• Private property owners, residential communities, neighborhoods, or Item No. 15
business organizations who apple for a Special Tree removal(s) must
submit a petition signed by a minimum of 60% of City of Newport
Beach property owners within a radius of 500 feet from the location of
the proposed tree removalf-1-%�a-r-ea-i razed. The petition content must
be approved and dated by City staff prior to distribution by the

B. Application for Reforestation
Residential communities, neighborhoods, or business
organizations who apply for reforestation must submit a petition
signed by a minimum of 60% of City of Newport Beach property

be approved and stated by City staff prior to distribution by the
