TITLE: Accept the 2019 Emergency Management Performance Grant
ABSTRACT:
The Emergency Management Performance Grant (EMPG) is a Federal Emergency
Management Agency (FEMA) pass-thru grant that provides funding for local
emergency management programs. The funding will be used to purchase supplies and
equipment for the City's Emergency Operations Center (EOC).
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
b) Accept the grant funding in the amount of $11,038 to be used in support of the City's
emergency management program; and
c) Approve Budget Amendment No. 21-024 to accept grant funds from the FEMA
through the County of Orange, increase revenue estimates by $11,038 in account
01035352-431250 and increase expenditures appropriations by $11,038 in account
0103511-821005.
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $11,038 in additional revenue from
FEMA through the County of Orange and $11,038 in increased expenditure
appropriations. The revenue will be posted to the Emergency Management Assistance
Grant account in the Police Department, 01035352-431250, and the purchases will be
expensed to the EMPG Grant Expenses account in the Police Department, 0103511-
821005.

DISCUSSION:
The EMPG program provides funding to states to support state, local, tribal and territorial
governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster
Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.). Title VI of the Stafford
Act authorizes FEMA to make grants for the purpose of providing a system of emergency
preparedness for the protection of life and property in the United States from hazards and
to vest responsibility for emergency preparedness jointly in the federal government and
the states and their political subdivisions. The purpose of EMPG is to sustain and improve
comprehensive emergency management programs at the state, tribal, territorial
governments and local levels from all man-made and natural disasters through the
prevention, mitigation, response and recovery for all hazard events.
The Police Department will use the funding to purchase supplies and equipment for the
City's EOC. The grant required a 50 percent funding match, which the City provided
through the Police Department, Emergency Preparedness operating budget, supported
by the General Fund.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
