I for Two- to Four-Unit Dwellings
Applicability: This policy applies to the issuance of building permits for the
construction of two- to four-unit dwellings on a single lot.
Policy:
1_ Notice Regarding Condominiums: Require a notice to be signed by
property owners prior to the issuance of a building permit for development
of two- to four-unit dwellings. The notice will serve as a record of
acknowledgement that property owners understand should they choose to
pursue the approval of a Parcel Map for condominium purposes during the
construction, they fully understand that the Parcel Map application is a
discretionary process. If the map is approved, they may be subject to
additional dedication requirements, public right-of-way improvements,
payment of fees including, but not limited to, in-lieu park and affordable
housing fees, in addition to other requirements or conditions of approval.
Said notice shall be copied into the plan set prior to permit issuance.
Responsibility:
a. Planning Division: Planners will be responsible for ensuring that the
I applicant completes and submits the signed notice during the plan
check process and that the notice is copied into the approved plan
set.
I 2, Hold on Final: When a Parcel Map application is submitted concurrent !
with the construction of the dwellings, a Hold on Final shall be placed on '
the building permit for the dwellings. The Hold on Final shall inform the
Building Inspector that a Parcel Map application has been filed and that
the dwellings shall not receive a final inspection or a Certificate of 4
Occupancy until after the Parcel Map is recorded. Should the Parcel Map
application be denied, the Hold on Final shall be removed, at which time,
the Building Division may complete the final inspections and issue a
Certificate of Occupancy to the building permit pursuant to the original
permit description.
