Please be advised that after reviewing the subject application, your submittal has been
deemed incomplete and further information is required before we are able to proceed
with the application process.
The following documentation is required to complete the application:
1. Agreement.
a. Please note, a bond is required prior to construction.
b. Please note, a master license agreement amendment is required prior to
construction in order to identify the specific site locations approved under
the agreement.
c. Please note, an encroachment permit is required prior to construction.
2. SCE Letter. Provide a letter from Southern California Edison authorizing the
power supply for this site location. Provide the SCE power location and approved
drawings from SCE as well. Please refer to the attached City issued Meter
Pedestal Denial Letter needed.
3. Project Description. Update the project description/justification to include a
description of the service type (5G or other) and site type (macro, micro, or pico)
as well as a discussion of alternative locations considered. Elaborate further on
the consideration of alternative preferred sites or other streetlights with this
specific project design. Additionally, please revise language referring to the
proposed site is within a residential area and school to reflect actual conditions.
4. Project Plans. See the attached plans from Planning, Public Works, and Utilities
for additional redlined comments. Please provide one full size (24” by 36”) set of

plans and four reduced (11” x 17”) sets of plans that are revised to reflect the
following information.
General Notes
a. Note on the Plans “An approved encroachment permit is required for all
work activities within the public right-of-way.”
b. Note on the plans, “Contractor shall provide lane closure Plans per
WATCH handbook and State of California Department of Transportation
standards.”
c. Note on the plans, “Contractor to return (E) street light and light arm to the
City of Newport Beach Utilities Yard. If damaged during the removal,
contractor shall be required to purchase and deliver a replacement. City of
Newport Beach Utilities Yard: 949 W. 16th Street Newport Beach CA 92663.
Contractor shall dispose of the existing street light pole and arms if
unwanted by the City for any reason.”
d. Note on the plans, “Where removed or damaged by construction, all curb,
gutter and sidewalk shall be replaced in entire sections between expansion
joints. No saw cutting and partial patching shall be permitted. All
construction details for replacement sections shall be per City of Newport
Beach Standard Drawings.”
e. Note on the plans, “The contractor shall repair, replace or re -route all
landscape, irrigation lines and fixtures in kind including line size, head type,
spacing and control where damaged by construction to the satisfaction of
the City of Newport Beach.”
f. Note on the plans, “The contractor shall replace all existing groundcover,
including sand and all other landscaping including turf, shrubs, and/or trees
in kind including size, species and spacing where damaged by new
construction to the satisfaction of the City of Newport Beach.”
Enlarged Site Plan (Sheet A-2):
g. Show all utilities.
h. Show existing and proposed sidewalk cross slopes.
i. Verify Location of the property line. This does not match City records..
j. Pull boxes to be constructed per STD-204-L. Revise to comply.
k. Please include power supply information and details on the proje ct plans. If
street trenching is necessary to provide power connections, this information
should be included on the project plans.
l. Please clarify on the site plan that the proposed hand holes are provided
below grade.
Elevations (Sheets A-2 and A-3):
m. The proposed location shall be the same location as existing. Please
revise.
n. The proposed luminaire shall not be taller than existing. Please revise
o. Please replace luminaire at the same height as existing.
p. Proposed luminaire type shall match existing.
q. Please dimension the diameter of the existing and new streetlight pole on
the plans (identify on Sheet S-1 as well).
Details
r. Submit structural calculations including wind loading with banners.

s.Provide banner and bracket mounting details. See City Council Policy L-
16. As mentioned in Comment r, please include these details in the wind
loading calculations.
5.Traffic Control Plan.
a.Traffic Control Plans shall be signed by a registered engineer.
b.Provide tentative schedule; 30 days for streetlight replacement is
excessive.
c.Please revise Traffic Control Plan per redlines.
6.Cover Letter
a.Please revise dates listed under “Application Review” to reflect the actual day
the application was submitted.
7.Electronic copy. All of the above submittal items are required to be submitted in
electronic format (i.e., CD-ROM or PDF via email).
Please note, Real Property and Utilities Department comments are pending and are
expected back early next week. I will pass along their redline comments once they are
received.
Upon verification of completion, the application will be processed and scheduled for a
Zoning Administrator Hearing. Should you have any questions regarding submittal

RE: WIRELESS FACILITIES IN THE PUBLIC RIGHT-OF-WAY

Dear Mr. Tseheridis,
The City of Newport Beach has been notified that AT&T plans to submit applications for
small cell equipment at several SCE utility poles within the City’s public right-of-way as
noted above. The City of Newport Beach must always be mindful of preserving the
attractive aesthetic our City boasts.
As part of our review, we wanted to let you know that the City of Newport Beach will not
permit an above-grade meter pedestal, meter socket, or AC panel to be installed as part
of the Small Cell deployment AT&T, or any other company, is proposing. The City will
require a minimization of impacts for aesthetic and public right-of-way access reasons as
follows:
1. Section 20.49.050 (General Development and Design Standards), Subsection
F(6)(b) (Support Equipment, Installations in a Public Right-of-Way) requires
support equipment to be placed or mounted in the least visually obtrusive location
practicable. This section states that support equipment in the right-of-way shall be
placed underground if required by other provisions of the Municipal Code in flush -
to-grade underground vault enclosures, including flush-to-grade vents, or vents
that extend no more than twenty-four inches above the finished grade and are
screened from public view.
2. Section 13.20.030 (City Policies Regarding Use of the PROW), Subsection B
(Limits on Above-Ground Facilities) limits the number and controls the location of
above ground facilities used in conjunction with underground facilities consistent
with the technical requirements for providing high quality utility service. Companies
shall place all newly installed facilities underground or flush mounted vaults,
whenever feasible. Companies shall coordinate with all affected property owners

to locate all newly installed AGF to minimize inconvenience and disruption to
residents.
Please note, issuance of this letter does not guarantee automatic approval of the
antennas as proposed.
