Please be advised that after reviewing the subject appl ication , your submittal has been
deemed incomplete and further information is required before we are able to proceed
with the application process .
The following documentation is required to complete the application :
/ Revisions to Plans:
a . Net Public Area (NPA): Please provide a floor area exhibit that illustrates
~ proposed net public area . Calculate interior NPA and exterior NPA
separately. Shade or hatch area included in your calculations to ensure
(e,,1/1 appropriate areas counted . NPA is defined as the total area used to serve
customers, including customer sales and display areas, customer seating
areas, service counters, and service queue and wa i ting areas, but excluding
restrooms and offices, kitchens, storage and utility areas, and similar areas
used by the employees of the establishment.
b . Existing Floor Plan -Provide an ex isting floor plan in plan set to better
illustrate proposed changes .
c . Outdoor Patio Cover-Provide details illustrating the improvement to outdoor

/ Parking Waive~: It appears that the project will result in the shopping center
exceeding the maximum threshold of eating and drinking establishment gross floor
area and outdoor patio area authorized under the currently approved parking
management plan for the shopping center . Therefore , approval of a new park ing
waiver and new parking management w ill be required .

/ Parking Study: Project Description indicates that a parking study was prep?red
by RK Engineering, but was not provided in the application packet. Please submit
the parking study for review by the City, including our Traffic Engineering Division .

5 . dditional Applications
j . Operator License: An Operator's License is required due to proposed late
hours . Please submit a separate Operator's License application (see
attached). Y. Coastal Development Permit (CDP): A CDP is required due to
intensification of use associated with restaurant expansion and increased
J parking demand (see attached). Please revise application to include a
l/1 request for a CDP. Additionally, the mailing labels for CDPs also require
-(fl.U IJ7 (lab~ls for occupants of all residential properties within a 300-foot
radius.
Additional Application Fee : Please submit an additional fee of $1842
(Operator's License $842 and CDP $1000).
Review by other departments : See attached project review comments from
Building, Public Works , Fire , and Code Enforcement. Please note that additional
comments may be made after the submittal of the parking study . Also , the Police
Department is still reviewing the project. There may be additional comments from
Police .
Upon verification of completion , the application will be processed and scheduled for a
Zoning Administrator Hearing . Should you have any questions regarding submittal
