Unless an appeal is filed with the Coastal Commission, the action will become final at the end of the
Commission appeal period. The appeal period will end at 5:00 PM on June 29, 2020.

GAVIN NEWSOM, GOVERNOR
On March 4, 2020, Governor Gavin Newsom proclaimed a State of Emergency to exist in
California as a result of the threat of the COVID-19 virus. On April 16, 2020, the Governor
followed up his declaration by signing Executive Order N-52-20 (the "EO") to, as relevant
here, toll certain deadlines in the Coastal Act by 60 days (calendar days). The tolled
deadlines include the ten working day period for the filing of appeals (Pub. Resources
Code, sec. 30603(c)) for jurisdictions with a certified local coastal program.
What this means is that Coastal Commission appeal periods that began on April 2 or later
are tolled. Periods that began from April 2 to April 15 are interrupted: the working days
before April 16 are counted, and the clock resurries on June 15. For example, for an
appeal period that began on April 15, one working day elapsed, and the rest of the period
(nine working days) continues starting on June 15.
For periods that began on April 16 or later, the final day to file an appeal will be June 29, 1 O
working days after the end of the tolled period.
For periods that begin on June 16, there is no tolling, and the usual ten-working day period
applies.
