TITLE: Police Station Gun Range Remodel — Notice of Completion for
Contract No. 7080-1 (19F12)
ABSTRACT:
On February 25, 2020, the City Council awarded Contract No. 7080-1, Police Station Gun
Range Remodel project to Optima RPM, Inc. (Optima). The total contract award was
$691,000 plus a $70,000 contingency to cover the cost of unforeseen work. Staff is
recommending that the City Council accept the now completed work and close out of the
contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release the Faithful Performance Bond one year after acceptance by the City Council.

The Notice to Proceed was issued for construction to begin on August 25, 2020. The
remodel work included installing five new vertical funnel -type bullet traps along with
ceiling and wall plates; replacing the HVAC system; improving sound mitigation with new
acoustical panels; and removing an older lighting system and replacing it with an energy-
efficient LED lighting system.
The contract was completed to the satisfaction of the Public Works Department. A
summary of the contract cost is as follows:

Two change orders totaling $47,363.96, a 6.9 percent increase over the original contract
amount, were issued. The change order included revisions to the ventilation system;
additional and unforeseen asbestos and munitions abatement; and modifications to the
electrical and finished range systems.

ENVIRONMENTAL REVIEW:
On February 25, 2020, City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (maintenance of
existing facilities involving no expansion of an existing use) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment.

NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item). In addition, the City Clerk will
be filing a Notice of Completion for the project as a result of this action.
