SPECIAL NOTICE REGARDING COVID-19
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the threat of COVID-19.
On March 12, 2020, Governor Newsom issued Executive Order N-25-20, which allows the Board of Library Trustees to
attend Board of Library Trustees meetings by electronic means. Please be advised that to minimize the spread of
COVID-19, Board of Library Trustees may attend this meeting either electronically or telephonically.
Also, please be advised that on March 17, 2020, Governor Newsom issued Executive Order N-29-20, which allows for the
public to participate in any meeting of the Board of Library Trustees telephonically or by other electronic means. Given
the health risks associated with COVID-19, the City of Newport Beach will conduct this meeting via Zoom. As a member
of the public, if you would like to participate in this meeting, you can participate via the following options:
1.You can submit your questions and comments in writing for the Board of Library Trustees to consider. Please send
them by email to the Library Services Department at LibraryBoard@newportbeachca.gov by Monday, February 15, 2021, at
4:00 p.m. to give the Board of Library Trustees time to consider your comments. All emails will be made part of the
record.

The Board of Library Trustees meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act
requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular
meeting and that the public be allowed to comment on agenda items before the Board of Library Trustees and items not
on the agenda but are within the subject matter jurisdiction of the Board of Library Trustees. The Chair may limit public
comments to a reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an

Chair Watkins said that at the suggestion of Newport Beach resident Mr. Mosher they reorganized the agenda items and policy reviews to balance out the meetings.
There were no public comments on the Consent Calendar.
Motion made by Board Member Glabman, seconded by Secretary Kost, and carried (4-0-0-1) to approve the Consent Calendar as amended.

6.Review of the NBPL Internet Use Policy (NBPL 5)Staff recommends that the Board of Library Trustees review and approverecommended revisions to the Library Internet Use Policy.
Chair Watkins stated that they made minor non-substantive revisions to NBPL 5 as reflected in the redline version. Tim Hetherton, Library Services Director, agreed there were no substantive changes to the use policy. The Board had no further input and the public had no comment.
Motion made by Secretary Kost, seconded by Board Member Glabman, and carried (4-0-0-1) to approve NBPL 5 as revised.

schedule.
Library Services Director Tim Hetherton stated that staff provides the Holiday and BLT meeting schedule once annually. The BLT will meet on the 3rd Monday of every month
except for January and February due to holidays. The Holiday Schedule for library hours will be discussed in July. The Board had no questions or comments on the schedule. The public had no comment. Motion made by Vice Chair Coulter, seconded by Secretary Kost, and carried (4-0-0-1) to approve the 2021 meeting schedule. AYES: Watkins, Coulter, Kost, Glabman NOES: ABSTENTIONS: ABSENCES: Ray 9. Newport Beach Public Library eBranch Review Staff will provide an update and review of the Library eBranch.
Chair Watkins commended Adult Services Coordinator Rebecca Lightfoot on her explanation of the anatomy of the eBranch division. Adult Services Coordinator Lightfoot
explained the eBranch component of the website is the umbrella for everything that patrons can access from home any time of the day or night and regardless of branch closings. There are four components. First there are databases for research. Second there are downloadable e-books and audio books through the Libby app, which have become increasingly popular during COVID-19 closures. Third are streaming magazines. She reported Overdrive purchased RB Digital, which was one of their magazine providers and RB Digital will be integrated into Overdrive. Flipster is a different collection with additional magazines. Fourth is streaming video, which is done predominately through Canopy with a small selection of content on Overdrive. Adult Services Coordinator Lightfoot explained that the new addition to eBranch was virtual programming. The Programming Library Assistant, Terry Sanchez, was instrumental working with previous performers and authors to obtain rights to post pre-recorded programs and to arrange for the upcoming Sunday Musicales series.
Board Member Glabman inquired about the use and cost of the magazine services. Adult Services Coordinator Lightfoot stated that RB Digital had over 3,500 magazines. The
usage data was included in handwritten Page 17. In 2020 54,488 magazines were checked out through RB Digital, up from 26,226 in 2019. Flipster is a much more limited service, with maybe 20 to 30 magazines available. The Library spent $32,000 combined for both Flipster and RB Digital or about 16,000 each.

Page 4 Chair Watkins commended the memo Adult Services Coordinator Lightfoot prepared. He
stated staff reviews the contracts annually and he was sure they would look at if the City was getting the best value for its $15,000 or $16,000 with Flipster as it is with RB Digital. The public had no comment. The Board received and filed the eBranch Review report. 10. Lecture Hall Update Trustee Ray will report on activities related to the Library Lecture Hall project. Chair Watkins shared that on December 22, 2020, Library Services Director Hetherton made the slide deck on the new Lecture Hall available. On January 12, 2021, the Ad Hoc Memorandum of Understanding (MOU) Committee held an introductory preliminary
meeting. The Lecture Hall Committee is making progress and has asked the Council to provide an update on time frame and funding prior to its January 30, 2021 meeting.
The public had no comment. The Board received and filed the Lecture Hall update. 11. COVID-19 Update
Staff will update the Trustees on the Library’s activities during the COVID-19 pandemic. Library Services Director Hetherton reported they were still providing the grab and go service. Central Library is at 20% capacity for the public with the three branch locations open for curbside business. Public computers are available to patrons at the Central Library for an hour at a time. There is a day porter spot cleaning from 9:00 a.m. to 6:00 p.m. daily. Attendance is low at about 230 people per day. The Civic Center closed due to a spike in cases, so City Hall is closed, but there is a pickup and drop off for permits. All staff and the public are asked to use masks and social distance.
The public had no comment. The Board received and filed the COVID-19 Update. 12. Library Services
Report of Library issues regarding services, patrons and staff. Library Services Director Hetherton reported that staff was engaged in maintenance and
other behind the scenes activities. He presented the signature block logo that the new Marketing Specialist, Maria Nicklin, created. They held interviews for a full time Cultural Arts and Programming Assistant. The public had no comment. The Board received and filed the Library Services Report. B. Monthly Reports 13. Library Foundation Liaison Reports
A. Library Foundation Board – Report on the most recent activities. Chair Watkins shared that the Foundation had an outstanding Bookmark issue with a tribute to Mr. John Star and profiles of former Board of Library Trustees members Karen Clark and John Prichard. The Foundation is focused on launching its new virtual Witte and

Page 5 Library Live series and is focused on ticket sales through its new website. Staff continues
to work remotely. The public had no comment. The Board received and filed the Library Foundation Board report. B. Library Live Lectures Committee – Report on the most recent activities. Board Member Glabman reported the lectures for the season are listed in Bookmark. There is interest and submissions for the upcoming season and the Committee is reading the books in preparation to vote on the speakers.
The public had no comment. The Board received and filed the Library Live Lectures Committee report. C. Witte Lectures Committee – Report on the most recent activities. Secretary Kost stated they had the first Witte Lecture on January 15th with Samin Nosrat.
There were 267 ticket sales. Chair Watkins thought the introduction was great and the program was fine. Secretary Kost indicated the committee was working out the kinks and were pleased with the first lecture of the series. There are 70 tickets already purchased
for P.J. O’Rourke on February 19, 2021 and about 60 for the next two speakers. The public had no comment. The Board received and filed the Witte Lectures Committee report. 14. Friends of the Library Liaison Report Trustee update on the most recent activities. Vice Chair Coulter explained there was no December or January Friends of the Library meeting, but they are busy taking donations of books, CDs and DVDs from 10:30 a.m. - 12:00 p.m., Mondays through Saturdays. Books are for sale in the bookstore’s temporary
location in the Friends Meeting Room from 10:30 a.m. – 3:00 p.m., and they are trying various marketing approaches to lure business. In December they made $13,256 including cash sales, credit, Amazon sales, and memberships.
The public had no comment. The Board received and filed the Friends of the Library Liaison report.
15. Literacy Services Liaison Report Trustee update on the most recent activities. Chair Watkins reported the Advisory Board for the Newport/Mesa ProLiteracy is now fully staffed and met on January 12, 2021. On February 20, 2021 there will be a virtual fundraiser with Lilly King, author of Writers & Lovers. The autographed book is available for purchase on the Newport/Mesa ProLiteracy website for $17. Chair Watkins also thanked Library Services Director Hetherton for circulating the Career Online High School graduation, which was very inspiring. Finally, Pacific Life gave a $5,000 grant to the program.

to the President’s Day holiday. The Planning Session for City Council will be held virtually on Saturday, January 3, 2021 from 9:00 a.m. to 12:00 p.m. Chair Watkins hopes to speak to the Council regarding the Library Lecture Hall and the Balboa Branch Empire Station

After conferring with a member of the Friends of the Library Bookstore staff, they informed me that the Bookstore is not accepting Windows/Office 2007 books. City Council Planning Session
On Saturday, January 30, I attended the annual City Council Planning Session. At this special
meeting, City staff provided an update on the City's fiscal picture, including challenges in the
current fiscal year and in developing the next budget. City staff discussed the development of
the FY 2021- 22 Recommended Budget. City staff also provided an update on Capital
Improvement Program projects deferred in the current year, significant projects scheduled for
the new fiscal year, and new proposed projects. The Library Lecture Hall project has been
deferred until Fiscal Year 2021/22. In the current Fiscal Year, Public Works staff will continue to
work on the design of the facility with the Library Lecture Hall Committee and the architectural
firm of Robert Coffee Associates.
No specific mention was made of the Balboa Branch Library, but Fire Station #1, collocated with
the Branch, is slated for replacement in 2025, with design of the facility commencing in 2022.
Library staff will participate in a field walk of the Balboa Fire Station and Library Site at a facility
replacement scoping meeting in early March.
Cultural Arts Assistant
I am pleased to announce that I have hired Ms. Camille Escareal-Garcia as Cultural Arts
Assistant. Prior to her promotion, Camille distinguished herself as a Library Assistant at the
Central Library and Balboa Branch. Camille has also held administrative positions in the art
industry and posesses strong planning and organizational skills. Camille is a graduate of
California State University, Long Beach, with a Bachelor’s degree in Film & Electronic Arts. She
also has a creative streak that makes her an excellent fit for this position. Balboa Branch will
miss Camille, but Library staff is very proud of her in the knowledge that she will be a definite
asset to the Cultural Arts team.

Branches
All branches continued curbside service. Sturdy new sandwich board sign holders were ordered
for all locations to be placed out front. Maria Nicklin, our new marketing specialist created
great looking signs explaining curbside to post on the boards.
Youth Services
Winter Wonderland grab and go craft kits proved to be very popular and were totally distributed
by the end of the first week. Tune-in Tuesdays continued to be popular and Storytime bundles
are going out on a regular basis. The Youth Services team is already looking ahead and making
preliminary plans for Summer Reading Program which will begin on Saturday, June 12.
Teen Services
YAAC once again met virtually. YAAC members gave input on teen programming and updates on
what they did over the holidays. Danielle has been working with vendors that offer college prep
programs to find out what virtual and online options might be available.
Facilities
During the second week of January, Interface Security Systems performed their annual fire
inspection at Central Library. Interface found some issues that need to be addressed and sent a
list of proposals for repair. We are working with them to schedule follow-up appointments to
make the repairs. Western Allied also began work replacing the boiler at Central during the
same week. Valley Backflow replaced a valve in the Chiller Yard at Central and did some work at
Mariners.
A suggestion from a resident to Library Admin and City Code Enforcement about the outdoor
lights at the rear of Balboa necessitated Eddie Flores to make some adjustments in the position
and number of lights in that area. Eddie was able to adjust the two main lights to shine
downward and was able to remove two smaller bright lights that were not needed. City Code
Enforcement personnel happened to be in the area after the changes were made and said that
these adjustments did not compromise the safety of staff going out at night but did cut the
ambient light that was reaching residents who live across the street.

Passport Services
In preparation for passport facility recertification, all passport agents completed the annual
training by the end of January. The Library’s recertification packet is prepared and ready for
submission upon resumption of providing passport services.

Copy Fees
The City has concluded its study for the Library’s public copy fees. Black and white copies will
increase from $0.15 to $0.35. Color copies will decrease from $0.75 to $0.45. The study and
resulting fee adjustments account for cost of the equipment, annual number of copies, supplies
and equipment maintenance. City Finance is presenting these results to the Finance Committee
on February 18 and it will go before Council in March. The new fees will be effective July 1,
2021.

Public Service
The 2020 tax forms have started to arrive from the State and Federal government. Central has a
table out for self-service and the branches have forms ready to pass out using curbside.
Programming
Dr. Hun Lee’s Sunday Musicale went live on January 10 and had 239 views.

RECOMMENDATION:
Staff recommends that the Board of Library Trustees review and amend NBPL 8, Display and Distribution
of Materials in Library.
DISCUSSION:
The Newport Beach Public Library makes areas for the distribution and display of informational
materials provided by various governmental agencies available to Library customers. The Library
provides space at all locations for the display of these materials.
The current policy limits the display of materials to Newport Beach Public Library programs and
resources, materials from our designated support groups, City-sponsored events, and municipal, county,
state, and federal government entities. Library staff manages the designated display areas at all four
locations.

The purpose of this policy is to establish standards concerning the use of the areas officially
designated for the display and distribution of materials at the Newport Beach Public Central Library
and, to the extent established, any similar shelves in any Library branch.
The Newport Beach Public Library makes available shelves for the display and distribution of
materials for Library customers to obtain information provided by various governmental
agencies. Central Library and the three branch locations each have a designated area for the
display and distribution of materials in the Library.
The following are the guidelines established by the Library Trustees for the use of these shelves:
A.The materials to be given away must be in brochure, pamphlet, flyer, and/or business card
formats, and must not exceed 8.5" x 14" in size.
B.No materials provided by any non-governmental agency will be permitted on the designated
shelves. Acceptable materials for dissemination on the shelves include Library information
and announcements including Friends of the Library and Newport Beach Public Library
Foundation material; and materials from other governmental agencies – e.g. City, County,
State, and Federal information; and information and instructional materials from schools in
the Newport Beach area (schools are defined by the California Department of Education
at http://www.cde.ca.gov/ds/si/ds/dos.asp).
C.All items placed on the designated shelves should be approved by the Adult Services
Coordinator or their designee at Central Library and the Branch Librarians or their designee at
the branch locations. The Library Services Manager should be consulted if there is doubt
about the suitability of a particular item. Library staff is responsible for placing the materials
on the designated shelves and removing outdated material. The provider may furnish any
display holder it desires for its materials so long as the display holder is of an appropriate size,
shape, and material and that there is sufficient display space for materials received.
D.The Library is not responsible for the damage, theft, or loss of any materials or display
holders.
E.Other than materials provided by the City of Newport Beach or the Library, no materials
intended to be given to or seen by the public may be placed by any person or entity in any
lobby area, other shelves, desks or tables, or anywhere else in any of the Libraries.
F.Library staff has the right to remove and dispose of any materials that fail to meet these
standards in any way. The Library is not responsible for returning undistributed materials.

Staff requests that the Board review and approve the preliminary Library budget for Fiscal Year
2021/2022.
DISCUSSION:
Section 708. Board of Library Trustees. Powers and Duties.
There shall be a Board of Library Trustees consisting of five members which shall have the power and
duty to:
(c)Consider the annual budget for library purposes during the process of its preparation and make
recommendations with respect thereto to the City Council and City Manager.
In accordance with the above statement, staff has prepared the proposed Fiscal Year 2021/2022
operating budget for the Library Services Department. The Library is not proposing any program
enhancement requests for the new fiscal year in order to align with the City’s directive of submitting a
budget that does not include increases.
The expenditure figures for the personnel budget were not yet available for inclusion in this report.
However, the Library expects that costs will increase due to negotiated contracts with the employee
bargaining units.
While revenues have been down this year due to the COVID-19 pandemic and limited service offerings,
forecasted revenue projections for FY 2021/2022 are in line with a full re-opening by July 1, 2021.
Staff has the annual budget meeting with the City Manager and Finance staff scheduled for Thursday,
February 11, 2021 and will provide a verbal update at the Tuesday, February 16, 2021 Board of Library
Trustees meeting.

DISCUSSION:
The Cultural Arts Division of the Newport Beach Public Library, with guidance and support by the
Newport Beach City Arts Commission, brings cultural and arts programming to the community. Cultural
activities are ongoing throughout the year and include the coordination of revolving art and cultural
exhibitions at Central Library, the Sculpture Exhibition in Civic Center Park, the annual Newport Beach
Art Exhibition, Concerts on the Green, and a variety of arts lectures and special events.
EXHIBITS IN THE CENTRAL LIBRARY:
The City maintains exhibit space at the Central Library. The City Arts
Commission’s Fine Arts Committee meets periodically to review artist's
submissions for exhibition in Central Library. Upon acceptance, exhibiting
artists must agree to the conditions and requirements detailed in the City
Policy 1-11. Exhibitions in 2020 included:

• Cindy English Gillis (driftwood sculptures)
• Lauren Mendelsohn-Bass (oil paintings)
• Youth Ocean Art/Bow Seat Ocean Awareness
(co-sponsors Sierra Club/NB Chamber of Commerce)
NEWPORT BEACH ART EXHIBITION:
The 56th Annual Newport Beach Art Exhibition on was cancelled in 2020 due to COVID-19 restrictions on
public gatherings. The City Arts Commission and staff are making tentative plans to hold an exhibition in
June 2021. A call for entry was issued to the public on February 1, 2021.
CONCERTS ON THE GREEN:

CULTURAL ARTS GRANTS:
Each year, the City of Newport Beach distributes $40,000 in funds to arts organizations, enabling them to
expand arts programs offered to the local community. To apply, arts organizations are required to meet
established criteria and submit a Cultural Arts Grant
Application by the September deadline.
In November 2019, the City Council approved City
Arts Commission Cultural Arts Grants to the
following arts entities:
•Balboa Island Improvement Association: $2,500
The BIIA promoted cultural activities and
musical appreciation by presenting live classical
musical performances throughout the year. The
concerts were held at St. John Vianney
Chapel. The BIIA also staged free summer concerts of popular music at Balboa Park, adjacent to the
Beek Center.
•Baroque Music Festival: $4,000
The Baroque Music Festival used the grant funds to bring opera singers, dancers, and
instrumentalists to Newport Beach for the zarzuela performance. The funds were also used to
subsidize the cost of student tickets for this concert.
•Chuck Jones Center for Creativity: $2,000
Chuck Jones Center for Creativity used the grant funds for the continuation of “Food for Thought:
Creativity Workshops with Brain Health in Mind”. The program goal is to provide exceptional
cognitive exercises for four different brain functions (memory, executive function, visual function,
and language). The program was held at OASIS Senior Center.
•Kontrapunktus: $2,000
Kontrapunktus used the grant funds to help produce a free classical concert at Our Lady Queen of
Angels Catholic Church on April 18, 2020, focusing on "The Bachs".
•Laguna Playhouse: $5,000
Laguna Playhouse used the grant funds for a performance at their theater for approximately 420
Newport Beach students and to support ticket costs for field trips for local Newport Beach students.
•Newport Elementary School Foundation: $500
The Newport Elementary School Foundation funded the Arts Masters Program. This program
consists of full-day lectures and assemblies conducted 6 times through the school year. Each lecture
is a multimedia presentation assembly using art visuals, images, and engrossing stories covering
each artist and/or art subject. In addition, there is an accompanying art activity for each lecture that
enables each student to create their own individual work of art in the manner of the master artist or
art subject, using the same techniques, styles, media, and disciplines.
•Pacific Symphony: $5,000
Pacific Symphony’s Frieda Belinfante Class Act partnership enabled three Newport Beach
elementary schools (Anderson, Harbor View, and Newport Coast) to participate in this unique
partnership program. Class Act strives to enhance existing school music programs by providing
additional musical experience through the Symphony. Focusing on six main "contact points" with
schools, the program works to increase awareness of and involvement with symphonic music for
elementary school students, their families, and educators.

• Philharmonic Society of Orange County: $5,000
The Philharmonic Society of Orange County used the grant funds for youth music education
programs and concerts featuring professional musicians, as well as their Music Mobile in-school
program, which are provided free of cost to students of the Newport-Mesa school district. The
programs and concerts benefitted grades 3 through 12. The 5th Grade Concert showcased the
Philharmonic's Orange County Youth Symphony with 200 student musicians, including budding
musicians from Newport-Mesa high schools
• South Coast Repertory: $5,000
South Coast Repertory (SCR) used the grant to fund their Theatre for Young Audiences (TYA)
program, an annual series of three professionally produced plays created especially for children.
Initiated by SCR in 2003, TYA extends the range of the theatre's offerings and makes available to the
community original, SCR commissioned world premieres and existing adaptations of popular and
classic children's literature. As the only professional youth-oriented theatre company in Orange
County, TYA's main purpose is to introduce the vitality and magic of professional theatre to all
Orange County children, especially those in underserved areas.
The City Arts Commission also granted itself $16,000 for arts programming. The City Arts Commission
will approve grants for 2021 on February 11, 2021.
SCULPTURE EXHIBITION IN CIVIC CENTER PARK:
The Sculpture Exhibition in Civic Center Park is an integral feature of the Newport Beach Civic Center.
Civic Center Park, which turned nearly half a million square feet of undeveloped land into a new public
park, was designed by renowned landscape architectural firm Peter Walker and Partners (PWP). PWP
developed a master plan for art in the park, and identified various spots in the park where art,
particularly sculpture, may be exhibited. The City Arts Commission determined that a rotating exhibition
was an optimal approach to bring sculpture to the City in a cost-efficient manner. In August 2013, the
Newport Beach City Council authorized the City Arts Commission to implement an inaugural rotational
sculpture exhibit in Civic Center Park.
The acquisition program that the City Arts Commission developed for the exhibition created a model in
which pieces are loaned for a 2-year period (or “phase”). Sculptors of works chosen for the exhibition
are provided with a small honorarium to loan their work to the City. The City is responsible for installing
the art, while sculptors are responsible for the maintenance and repair of their work. Admission is free
and the exhibition continues to be enjoyed by residents and guests of all ages and sensibilities. In
essence, the exhibition has become a “museum without walls” that offers the temporary display of
public art in a unique, naturalistic setting. Moreover, the City is able to exhibit a well-balanced
representation of public art, with artistic merit, durability, practicality, and site responsiveness as criteria
in the selection of work. The rotational nature of the exhibit ensures that residents and guests are
exposed to a variety of work. Borrowing the pieces remains a cost-effective alternative to owning and
maintaining permanent public art.
In June 2019, the State of California Department of Parks and Recreation identified the City of Newport
Beach as eligible for Local Assistance Specified Grant Funding for $500,000 for the Sculpture Exhibition
in Civic Center Park. The Fiscal Year 2019-2020 California State Budget (budget Item 3790-101-
0001(1)2(p); “$500,000 shall be available for a grant for a Sculpture Garden in the City of Newport
Beach”) appropriates this specified grant.
At the October 22, 2019 regular meeting, City Council approved a proposal to use the Local Assisted
Specified Grant Funds to fund Phases V and VI of the Sculpture Exhibition and for infrastructural
improvements to Civic Center Park. Council also adopted Resolution No. 2019-91, authorizing the Library
Services Director to apply for the California State Parks’ Local Assistance Specified Grant for $500,000 for

the Sculpture Exhibition in Civic Center Park. The State has reimbursed $90,000 of the expenses for Phase
V, with additional reimbursement payments forthcoming.
Phase V: Ten new sculptures, as part of Phase V of the Sculpture Exhibition, were installed in Civic
Center Park in May 2020. The sculptures were selected from submissions received by a national call for
entries based on their artistic merit, durability, practicality, and site appropriateness. Arts Orange
County provided professional services for the coordination of the artist selection and installation of the
sculptures. They are scheduled to be on display in Civic Center Park through May 2022.
Phase VI: In July 2020, City Council approved a contract with Arts Orange County for project
management of Phase VI of the Sculpture Exhibition in Civic Center Park for a total amount not to
exceed $91,436. These funds, as well as the funds used for artist honorariums, will be reimbursed from
the California State Parks’ Local Assistance Specified Grant. On February 9, 2021, City Council approved
the City Arts Commission selection of ten sculptures and three alternates for exhibition in Civic Center
Park from June 2021 to June 2023. SCULPTURE EXHIBITION IN CIVIC CENTER PARK PHOTO CONTEST:
To encourage the public awareness of the Sculpture Exhibition in Civic Center Park, the City Arts
Commission sponsored a photography contest. Visitors to the sculpture garden were asked to submit
photographs of the works on display, and/or photographs depicting interaction with the sculptures.
Winners will be selected by the City Arts Commission at their March 2021 regular meeting. This is the
second contest the Commission has sponsored; the first contest in 2018 was the brainchild of Library
Trustee Barbara Glabman, who at that time served as a City Arts Commissioner.
NEWPORT BEACH ARTS FOUNDATION:
The Newport Beach Arts Foundation (NBAF), a private non-profit 501 (c) (3) organization, has been
dedicated to supporting cultural arts activities of the Newport Beach City Arts Commission in the City of
Newport Beach. In December 2020, the NBAF provided a gift of $33,450 in support of City Arts
Commission programming.

DISCUSSION:
On Monday, January 25, 2021, California officials lifted regional coronavirus stay-at-home orders across
the state, a change that allowed restaurants and businesses in many counties to reopen outdoor dining
and other services. All counties, including Orange County, returned to the colored tier system that
assigns local risk levels based on case numbers and rates of positive test results for coronavirus
infections.
The County of Orange remains in the “widespread” purple tier. In this tier, nearly all non-essential indoor
businesses must close. Many businesses, including public libraries, can operate with modifications.
Newport Beach Public Library remains open with a maximum of 25% capacity. Patrons are no longer
prohibited from consuming food and drink on the premises but are still required to wear masks and
practice physical distancing.
The public’s use of the Library remains subdued, although the public computer workstations are well-
used.
Newport Beach Public Library will continue to follow the State Library’s guidance for the re-opening of
public libraries for in-person services. Staff continues to review published library re-opening plans,
related public health research, feedback from library directors across the state, and guidance published
by the State of California for the retail sector.
City Manager Grace Leung re-opened City Hall to the public on Monday, February 8, 2021.
I’d like to take this opportunity to share some positive information provided by Newport Beach Fire
Chief Jeff Boyles:
“I pulled together some quick graphs to show the rapid rise and fall our COVID measurables throughout
the holiday season (specifically take notice of the numbers across the top – the Daily Case Rate, Positivity
Rate and Health Equity Quartile).
In November, we were on the brink of moving into the ‘Orange’ Tier,. One month later by mid-December,
we had risen into the ‘Purple’ Tier.
By mid-January, we were experiencing the worst outbreak of the pandemic with consequences. Many of
our Emergency Rooms were on diversion, our ambulance patient off-load times were impacted. The
County had implemented hospital relief measures and ambulance surge capacity plans. In some cases,
the County Coroner was taking days to respond for deceased people. Multiple firefighters tested positive
and many more were quarantined resulting from exposures.

COVID-19 Update

Simultaneously, with the rapid rise in the virus outbreak, vaccines were distributed primarily to first
responders, healthcare workers and the elderly. It is estimated that nearly 80% of the hospitalizations,
ICU patients and deaths come from 17% of the general population (mainly elderly people.) Strong
evidence suggests care takers in skilled nursing facilities, and long-term care facilities were responsible
for spreading the virus among patients thus causing outbreaks within their facilities. Many care takers
work in multiple facilities, thus compounding the problem. Vaccinating healthcare workers/first
responders and the elderly has already begun to show positive results.
Our numbers continue to fall steadily on a daily basis. Our hospitals and ICU’s have begun to reach
manageable levels again. Austere measures from County EMS have been removed, and it appears we are
turning the corner. Although it’s important to keep in mind that our overall numbers are still higher than
they were in mid-December.
I urge everyone to remain vigilant and keep up the social practices that reduce your risk and risk to
others.
Let’s bring an end to the virus sooner rather than later. I think we are all ready for that.”
